Equitable Growth, Finance and Institutions (EFI) Practice Group (PG) supports economic policies and legal, regulatory and institutional reforms to enable equitable and sustainable growth and to reduce poverty.

The Governance Global Practice

The Governance GP helps developing countries build capable, efficient, open, inclusive and accountable institutions that can support economic growth, reduce poverty, deliver needed services and earn the confidence of citizens. Our work program comprises six core Business Lines: 1. Public Financial Management (PFM), 2. Domestic Revenue Mobilization (DRM)/Tax Administration, 3. Rwanda Country Context

The position is focused on providing FM assurance services for Bank-financed operations in Rwanda, as well as PFM policy and operational support under the Bank’s partnership framework with the Government of Rwanda. The position is part of the Governance Unit for Eastern Africa (EAEG1).

Duties and Accountabilities

This is a local position with an initial two-year term, extendable.
You will work under the supervision of the Governance Practice Manager for the EAEG1 Unit and in collaboration with other EAEG1 team members working on Rwanda, as well as colleagues from Procurement, other Global Practices, Finance & Accounting (Loans), and from the Country Management Unit (CMU).

Responsibilities

• Provide high quality FM fiduciary assurance services, including assessing the adequacy of operations’ FM arrangements, providing FM implementation support and supervising operations financed by the Bank, ensuring compliance with the Bank’s FM requirements, performing analytical work on FM and accountability issues, and carrying out capacity building activities, all with due attention to quality assurance arrangements.
• Provide operational, policy, analytical, and advisory expert support to strengthen PFM systems and institutions, through the Governance GP work program and through sector interventions. Contribute to PFM business development.
• Promote effective reliance on country systems as deemed appropriate, greater use of technology for fiduciary due diligence and implementation support, and streamlining of FM and disbursement processes.
•  Generate and exchange knowledge relating to PFM & FM subject matters.
• Contribute to the provision of high quality inputs to Country Partnership Frameworks (CPFs), Country Portfolio Performance Reviews (CPPRs), Public Finance Reviews (PFRs) and other country products, as well as corporate tasks such as the preparation of briefs, inputs to thematic notes and knowledge and learning events.
• Managing the preparation and supervision of assigned tasks and deliverables, ensuring timely and quality delivery with efficient budget management.

 

Selection Criteria

You will be a professional with strong operational experience on lending and non-lending instruments by the World Bank and/or other multilateral lending institutions, including result-based financing.
• Qualified professional accountant (CPA, CA, ACCA or equivalent membership of an internationally recognized professional accountancy body) with a Master’s degree in accounting, public financial management, public administration, finance, or another related field.
•  8 years of directly relevant professional experience.
•  Directly relevant experience and knowledge in FM or assurance services and strengthening of Public Financial Management (PFM) systems, through lending and analytical/advisory engagements.
•  Strong understanding of the PFM systems and their use for World Bank-funded operations in Rwanda.
• Team player with strong integrative skills and track record of excellent relationship building with CMUs, other GPs, and clients.
• Strong written and oral communication skills.
