This role offers a unique opportunity to drive innovation within the supply chain function that are aligned to the overall strategic objectives of RSSB. Working closely with the Manager, Supply Chain Management, this role will ensure that supply chain principles are upheld and there is transparency and accountability in the supply chain processes.
Reporting to the Manager, Supply Chain Management, the Senior Officer, Supply Chain Management will ensure effective planning and implementation of Procurement Plan
About RSSB
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).
As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 2.06 trillion Rwf , which is equivalent to over 15% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country’s financial sector. Key Duties and Responsibilities
- Participate in the development of procurement strategy, policies, and procedures
- Coordinate the preparation of Procurement Plan
- Identify gaps in the rules and regulations governing RSSB’s Procurement and propose possible changes
- Facilitate the user departments in the process of identifying Procurement needs
- Assist Manager supply chain in monitoring supplier performance and ensuring contractual obligations are met
- Coordinate the activities related to the tendering process
- Assist the supply chain and the contract manager in monitoring the execution of procurement contracts
- Identify potential risks in Procurement processes and propose mitigation strategies
- Coordinate all activities related to procurement budget promoting the culture of costs cutting
- Ensure timely submission of periodic reports
- Collaborate with the internal tender committees and ensure Procurement activities are well managed
- Perform any other duties related to the supply chain management as may be assigned from time to time
Key Qualifications and Experience
The successful candidate must have at least:
- Bachelor’s’ Degree in Procurement, Supply chain Management, Business administration, Degree in Law, Economics or any other relevant field with at least 4 years relevant experience
OR
- Relevant professional qualification/ certification would be an added advantage

Additional Information:
The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
