In this pivotal role, you will directly contribute to transforming the organization, towards providing socio-economic well-being, long-term stability, and prosperity for Rwandans.

Reporting Line:
Reports to the Manager, Performance and Talent.
The Senior Officer, Workforce Planning & Resourcing will be responsible for managing recruitments, providing effective workforce planning, and resourcing processes, developing, and implementing RSSB HR strategy.

Key Responsibilities

  1. Ensure effective preparation and execution of interviews and produce related reports.

  2. Coordinate the activity of drafting appointment letters and employment contracts.

  3. Prepare the final recruitment report and submit it to the line manager for induction of newly recruited staff.

  4. Participate in the development of RSSB e-Recruitment system and ensure its effective implementation.

  5. Monitor the manpower resource information in e-Recruitment system on a regular basis.

  6. Establish general hiring standards for all classes of employment, including standardization of screening, interviewing, recruitment criteria, etc.

  7. Review the quarterly results of the recruitment and induction survey and take appropriate action to remedy faults.

  8. Coordinate management of contracts for contractual staff, staff missions, transfers, and replacements.

  9. Follow up staff exit and termination processes and provide reports to the line manager for compensation and benefits purposes.

  10. Participate in salary negotiation for newly recruited staff.

  11. Conduct staff exit interviews for departing employees to identify reasons for exit.

  12. Perform any other duties related to Human Capital function as may be assigned from time to time.

Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Human Resources Management, Business Administration, Public Administration, or any other relevant field with at least 2 years of relevant experience in Talent Acquisition
    OR

  2. Bachelor’s Degree in Human Resources Management, Business Administration, Public Administration, or any other relevant field with at least 4 years of relevant experience in Talent Acquisition
