Offerors responding to this RFQ must include the following as part of the QUOTATION submission:

  • Disclose any close, familial, or financial relationships with SNV or project staff. For example, if an offeror’s cousin is employed by the project, the offeror must state this.
  • Disclose any family or financial relationship with other offerors submitting QUOTATIONs. For example, if the offeror’s father owns a company that is submitting another QUOTATION, the offeror must state this.
  • Certify that the prices in the offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting competition.
  • Certify that all information in the QUOTATION and all supporting documentation are authentic and accurate.
  • Certify understanding and agreement to SNV’ prohibitions against fraud, bribery and kickbacks.

Section 1: Company Description

SNV is a not-for-profit international development organization. Founded in the Netherlands in 1965, SNV has built a long-term, local presence in 30 countries in Asia, Africa, and Latin America. Our global team of local and international advisors works with local partners to equip communities, businesses, and organizations with the tools, knowledge, and connections they need to increase their incomes and gain access to basic services, empowering them to break the cycle of poverty, and guide their own development.

Section 2: Instructions to Applicants

To continue supporting the Ministry of Health to prevent and control COVID 19 pandemic, SNV with the support from the Netherlands Ministry of Foreign Affairs (DGIS), plans to support the Government of Rwanda in fighting the COVID-19 pandemic in three Districts including Rusizi, Nyamasheke, and Nyamagabe through the project entitled “WASH First Project”.

SNV works through decentralized Government of Rwanda (GoR) systems to capacity build District staff including School staff as well as School Hygiene Clubs (SHCs) members on School Hygiene and Sanitation, Community Hygiene Clubs members using participatory approaches. In due to prevent COVID 19. Part from strengthening SHCs and CHCs, SNV would like to expand its intervention in selected Health centers in due to promote infection prevention control (IPC) thus protecting patients and health staff. Infection prevention and control (IPC) is a practical, evidence-based approach which prevents patients and health workers from being harmed and ensures quality health care. It involves practicing hand hygiene using water and soap or other recommended detergents, having a clean and hygienic environment, monitoring infections, and having action plans to reduce their frequency. Therefore, SNV would like to support selected Health Centers with IPC materials listed below

Section 3: Objectives of the assignment

The main objective of this assignment is to supply IPC materials to selected 15 Health Centers located in Rusizi, Nyamasheke, and Nyamagabe District.

Applicants are responsible for ensuring that their QUOTATIONs and budgets are received by SNV in accordance with the instructions, terms, and conditions described in this RFQ.  Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

This is a Request for tender only. Issuance of this RFQ does not in any way obligate the project to make an award or pay for costs incurred by potential offerors in the preparation and submission of an offer.

Section 4: Applicants Checklist

Applicants interested in this assignment shall submit a full application, which includes the following:

 The specialized company in this field will supply the following IPC materials:

  • 450 Gown, AAMI level 3, non-sterile, disposal (size M, L, XL, XXL)
  • 250 Apron protection, polyester, reusable, 300g/m2, white, unit, reusable
  • 250 Face shield, clear plastic, disposal
  • 1000 Biohazard Large size garbage 100 L (PLASTIC BAG OR BIN LINERS) 80x100cm, red, thick. 38um, 100 litres
  • 100 protection gloves, heavy duty, nitrile, green, cat III, pair
  • 50 Sprayer disinfectants, 20 litres, chemical resistant
  • 25 Sprayer disinfectants, 2.0 litres, chemical resistant
  • 50 Chlorine THT 65%, powder 25Kg
  • 70 9 5 liters) Hand sanitizer (Alcohol – Based Hand Rub) solution
  • 50 wall alcohol dispenser (sensor)

 Section 6: Scope of Work

The selected specialized company will deliver the above-mentioned IPC materials in good condition to SNV and transport the materials to selected 15 Health Centers in Rusizi, Nyamasheke, and Nyamagabe

 Section 7: Duration

 20 working days

 The company will perform his/her duty in close collaboration with SNV WASH Team.
