Position Summary |
The ISMR Team Leader will lead a technical team of two (1. Energy Field Officer and 2. Training and Sensitization, and Monitoring and Evaluation Officer) and the daily management of project activities in Rwanda, being responsible for and ensuring timely and quality project implementation in accordance with the workplan and monitoring and evaluation framework.
The Team Leader will represent ISMR externally, leading engagement with external stakeholders at meetings and events and providing updates as needed. Reporting to a remotely based Project Director and supported by the Project Coordinator (also likely remote), they will ensure all project workplans, milestones, and deliverables are met to a high-standard and drive all research and pilot activities in Rwanda with artisanal mines and communities, and energy and lighting partners.
Also overseeing and providing technical inputs including leading the energy needs assessment and cost benefit analysis of lighting models at partner mines, they will have demonstrable knowledge and expertise of the lighting and energy market systems in Rwanda, including the regulatory frameworks, government and private sector stakeholders, and supply chains. The position is full-time for the duration of ISMR pilot project (1st August 2023 to 31st October 2024 – 15 months).
Location and travel
Based in Rwanda, with travel to partner mines and communities throughout project lifetime.
Essential Duties and Responsibilities |
Lead all project activities in Rwanda be responsible for the timely and quality implementation.
Oversee a team of two field officers, managing their time and inputs, and supporting their work planning and activities. |

Chair the project advisory committee, and represent ISMR externally at meetings, events, workshops, and in updates to government and private sector partners. |

External engagement with project stakeholders, including miners and communities. |
|
||
Seek opportunities for external engagement and future growth and partnerships for the program in Rwanda. |
|
||
Report to Program Director (remote) and Rwanda Country Manager. |
|
||
Lead and oversee all project activities in Rwanda, ensuring timely and quality ensuring quality project implementation in accordance with the workplan and monitoring and evaluation framework. |

Lead and oversee the management, activities, and technical support of the 1) Energy Field Officer and 2) Training and Sensitization, and Monitoring and Evaluation Officer. |

||
With support from Project Coordinator (remote), draft and finalize written mid and end of project narrative technical report. |

||
Onboard and support hiring of project team. |
|
||
Liaise with Pact Rwanda finance and operations team to ensure accurate project accounting in line with procedures and processes. |

Provide supervision and management for all direct reports and oversee the establishment and functioning of a strong, effective senior leadership team. |

Invest in consistent team building to increase cohesion between staff. |

Support continued growth of project staff through strategic, deliberate internal capacity building. |

Bachelor’s degree and 7+ years relevant experience or equivalent combination of education and experience, including 3 years of management experience. |

Experience in project and/or research management working throughout the project lifecycle, or demonstratable transferable skills from previous projects including undertaking research projects in Rwanda |
|
Demonstrated technical knowledge and experience of energy and lighting markets, stakeholders, regulatory frameworks, financing, infrastructure, systems, and processes in Rwanda. |

Proven ability to lead a technical team. |
|
Excellent communications skills, including stakeholder engagement through presentations, meetings, chairing committees, and updates to government stakeholders |
|
English and Kinyarwanda fluency, written and verbal, is required. |

Strong Word, PowerPoint, and Excel skills. |
|
Qualitative and quantitative research experience with stakeholders and communities in Rwanda. |
