About ASA International (Rwanda) Plc

ASA International (Rwanda) Plc is a for-profit, deposit-taking microfinance institution licensed by the National Bank of Rwanda. Incorporated in 2014 and operational since 2016, it is a subsidiary of ASA International—one of the world’s largest international microfinance institutions, operating in 13 countries across Asia and Africa and listed on the London Stock Exchange.

ASA Rwanda provides small, socially responsible loans to low-income entrepreneurs, primarily women, to support income-generating activities. The institution operates using the efficient and sustainable ASA Model of microfinance, with a growing presence of 37 branches across the country.

Introduction

ASA International (Rwanda) Plc invites qualified and experienced security service providers to submit quotations for the provision of unarmed security guard services across its branch network. This tender aims to establish a framework agreement for the supply of security personnel, with deployment based on operational needs.

Scope of Services

The successful bidder will be expected to provide professional unarmed security guard services to ASA International (Rwanda) Plc branches. The scope includes but is not limited to:

• Guarding premises during day and/or night shifts
• Monitoring and controlling access to facilities
• Reporting incidents and maintaining security logs
• Ensuring the safety of staff, clients, and property

Estimated Requirement

• Total number of guards: 37×2=74
• Deployment will be gradual and based on actual needs during the contract period.

Contract Type

This will be a framework agreement valid for an initial period of one year, renewable based on performance and mutual agreement. Orders will be placed on an as-needed basis.

Submission Requirements

Interested bidders must submit the following in a single PDF document:

• Company profile and valid registration documents
• Proof of experience in providing similar services (minimum 3 references)
• Color photographs of proposed guards in uniform
• Valid tax clearance and statutory compliance certificates
• Financial proposal (monthly rate per guard, inclusive of all statutory obligations)

Evaluation Criteria

Quotations will be evaluated based on the following weighted criteria:

• RDB registration certificate
• Valid tax clearance certificate
• RSSB compliance certificate
• Proof of EBM invoicing

Proof of payment of a non-refundable fee of 10,000 Rwf, deposited to:

• Bank: Bank of Kigali

Failure to submit any of the above documents may result in disqualification at the administrative stage.

• Technical Evaluation (50%)

• Relevant experience and client references
• Qualifications and training of proposed guards
• Color photographs of proposed guards in uniform
• Supervision and reporting structure
• Response time and incident handling procedures

Financial Evaluation (30%)

• Competitiveness of the proposed rates
• Clarity and completeness of the financial offer
• Cost-effectiveness in relation to the technical proposal
