TENDER FOR SUPPLY OF SFL KITS TO WORLD RELIEF RWANDA

1. Introduction and Background

World Relief is a global Christian humanitarian organization that has been operating in Rwanda Since 1995. Our mission is to boldly engage the world’s greatest crises in partnership with the church.

In collaboration with the World Food Programme (WFP), World Relief Rwanda is implementing the SheCan Project, an initiative designed to empower smallholder farmers, particularly women and youth. The project aims to enhance agricultural productivity and income by improving access to affordable productive loans, strengthening financial literacy, promoting digital inclusion, and facilitating access to diverse financial products and gender-responsive support.

In regard to the above, World Relief Rwanda would like to hire a temporarily supplier of saving kits that will be used by Farmer Learning Groups (FLGs) from Cooperatives in 19 Districts of Rwanda.

2. Objective of the Assignment

The objective of this tender is to procure high-quality and durable SFL Kits that meet the specifications detailed below, to support the efficiency of saving methology for FLGs in Cooperative.

3. Scope of Work

The selected supplier shall be responsible for:

• Supply of 886 SFL Kits as per the technical specifications.
• Packaging and labeling.
• Transportation to 19 Districts of SheCan project Implementation (Gasabo, Bugesera, Kamonyi, Ruhango,
  Nyanza, Huye, Gisagara, Nyamagabe, Nyaruguru, Gakenke, Musanze, Nyabihu, Karongi, Rutsiro,
  Nyamasheke, Kirehe, Ngoma, Kayonza, and Gatsibo)
• Provision of warranty and after-sales support

5. Eligibility and Qualification Criteria

Interested suppliers must meet the following criteria:

• Bidders must be legally registered entity
• Bidders should have at least 2 years of experience in similar supplies
• Bidders should provide at least 2 references for similar contracts
• Bids must include a detailed quotation with unit prices.
• Bidders must submit sample kits upon request
• Have an EBM machine
• Have a tax clearance from Rwanda Revenue Authority
• Bidders must indicate delivery timelines

6. Duration of the Assignment

The assignment is for a period of not more than 30 calendar days.

The supplier will report to World Relief Rwanda’s SheCan Savings for Life Officer on a day-to-day management of the process. However, the team will be ultimately answerable to the Operations Coordinator.

7. Tendering Process

• Copy of your company registration
• Comprehensive Curriculum Vitae with three (3) names of referees,

• Track record of similar assignments conducted by the applicant or a recommendation letter from the organizations in which the SFL kits provision was done. 

• Bidders should submit hard copies in a sealed envelope clearly marked: “Tender for Supply of SFL Kits to World Relief Rwanda” and indicating the lot applied for to the World Relief Rwanda office/Reception at KG 5 Ave, KigaliKacyiru Sector, not later than October 29, 2025 at 10:00 a.m. Late submissions will not be considered.
