0. Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.
GIZ, commissioned by BMZ, is implementing the project Sustainable Mechanization of Value Chains through Innovative, Gender-Sensitive Business Models in partnership with Germany Machinery Rings Foundation and Volkswagen. Funded by the i4Ag global fund under SI AGER, the project aims to improve access to mechanization services, enhancing the livelihoods and climate resilience of Rwandan smallholder farmers and SMEs.
As part of this initiative, GIZ’s Sustainable Mechanization (i4Ag) project, in collaboration with its partners, invites companies to express their interest in supplying high-quality post-harvest equipment. These tools will support Machinery Rings’ activities, including proper management of agricultural produce and increase their shelf life.

- Other requirements:
All machines should be new and matching the specifications given and technical support should be provided.
Delivery place: The selected company will be required to deliver the implements to Bugesera/ Gashora, where the project is being implemented,
Delivery period: The supplier is expected to deliver equipment within 45 days after signing the contract.
Reception of implements:
- The technical team will carry out the reception of the implements and conduct a thorough verification of their specifications to ensure they are functioning as expected.
- A joint technical evaluation with the supplier right after delivery followed by a final internal review on the Machinery Rings side.
After sales services: Hands-On Training for Operators will be provided by the supplier to ensure the operators can use and maintain the equipment properly, reducing the risk of misuse and early wear.
Payment: GIZ will not issue any advance payments. After delivery and billing, payment will be made within 15 days.
- Eligibility criteria
Participating companies must meet the following eligibility criteria:
- The company must have experience in supplying different brand/categories of agriculture equipment. 2 Letters of Reference from the past 3 years must be provided.
- The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA).
- The company must confirm in writing that the offer is valid until at least 30 days after the submission period has ended.
Please submit the documentary evidence for the above criteria. Non-submission/Partial submission of documents mentioned above by any supplier will lead to a rejection of the entire offer.
- Technical offer
Technical assessment will be based on the technical specifications provided in the table above against technical specifications of the items proposed by the supplier.
- Technical offer must include a table that shows items proposed and complete specs (Brand, model, pictures,)
- For a bidder to be technical eligible, the technical specification of each item proposed must meet the technical requirements as described above. The offer must provide clear and complete technical specifications of items proposed.
- Financial Evaluation
- The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements.
- The financial offer must indicate the unit price of each item and total price as per quantities given. The offer must be in RWF and VAT exclusive, if applicable (The amount of the offer will be regarded as exclusive of VAT in the case where there is no information about VAT).
- Submission of the offer
Your offer must be submitted to RW_Quotation@giz.de until latest 31.08.2025 with the subject: “91189743-Company name”.
The offers must be sent in one email with two separate files in PDF format (Financial and Technical) as attachments. The technical offer must include eligibility documents above listed and a table with technical specifications/pictures of items proposed . The price must not be included in the technical offer.
If the emails exceed the default email size of 30MB, offers can be exceptionally submitted through https://filetransfer.giz.de/, as indicated. The subject of recipient notification must be edited with the subject indicated and the notification message must includethe password to access the files.
Offers submitted through any other sharing platform, as google documents or similar will not be considered.
