1. Brief Description of DUHAMIC-ADRI 

DUHAMIC -ADRI is a Kinyarwanda acronym that stands for DUHaranira AMajyambere y’ICyaro – Action pour le Développement Rural Intégré, translated as “We strive for the Development of the Rural Community” in English.

We are a non-profit organization located in Kigali, the capital city of Rwanda, in Kicukiro District, Niboye Sector. Officially operating in Rwanda since 12th July 1985

2. Program Overview

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ project; Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda trough supporting MSE owners and high-potential entrepreneurs to launch or grow their businesses sustainably and builds agricultural skills that increase productivity and diversity in response to market needs and opportunities, all with sustainable climate-smart principles.

SERVE Project will be implemented in 10 districts namely Rulindo, Gakenke, Nyabihu, Rubavu, Rwamagana, Kayonza, Kirehe, Ngoma, and Huye. The project targets youth aged between 18 and 35 years and 70% of them must be women engaged in or with the potential to engage in agricultural businesses and smallholder farming, also known as SMEs.

3. Activity description

While the CVCA process increased awareness and strengthened local understanding of climate risks, it also revealed a significant gap between knowledge and practical implementation of identified adaptation measures. Most farmers and local institutions lack the resources, tools, and infrastructure necessary to operationalize the prioritized actions identified during the CVCA adaptation mapping exercise.

Specifically, limited access to irrigation systems, rainwater harvesting facilities, and pest management kits constrains the adoption of sustainable practices such as efficient water use, regular irrigation, pest and disease control, and soil and water conservation. This situation continues to expose farmers to recurring production losses and livelihood instability caused by climate shocks.

In response, DUHAMIC-ADRI proposes to translate the CVCA recommendations into tangible, field-level interventions by equipping farmer groups and local authorities with essential water management and pest control equipment, and by demonstrating climate-smart agricultural practices. These interventions are designed to enhance the adaptive capacity and productivity of SERVE project participants while strengthening local ownership and the sustainability of climate adaptation efforts.

5. Lots distribution and target beneficiaries

The proposed support targets farmers and farmer groups operating within the ten SERVE project districts (Rubavu, Rulindo, Gakenke, Nyabihu, Rwamagana, Kayonza, Kirehe, Ngoma, Nyamagabe, and Huye). Beneficiaries were identified through the CVCA process, which highlighted sectors and communities most vulnerable to climate shocks such as drought, floods, and pest infestations.

6. Scope of Work

The scope of work for this activity is defined for both the selected service providers and DUHAMIC-ADRI/SERVE project team as follows:

a) Responsibilities of the Service Providers:

  • Supply and deliver high-quality equipment in the agreed quantities and specifications:
    • 8 solar-powered irrigation kits
    • 120 sprayer pumps
    • 200 watering cans
    • 30 rainwater harvesting tanks
  • Ensure timely delivery of all equipment to the designated locations across the ten project districts.
  • Provide installation services and training for irrigation kits:

b) Responsibilities of DUHAMIC-ADRI / SERVE Project:

  • Identify and coordinate with the target beneficiaries, farmer groups, and local authorities for equipment distribution.
  • Facilitate access to distribution site.
  • Provide technical support and supervision during installation and training on usage of distributed materials.
  • Monitor and document equipment usage, maintenance, and farmer adoption of climate-smart practices.

All the equipment will be distributed upon distribution plan

7. Procurement procedures

A. Qualifications and experience

Interested firms/companies should possess:

  • Proven experience in supplying solar-powered irrigation equipment.
  • Demonstrated expertise in providing training and technical support.
  • Knowledge of local conditions in the above-mentioned 10 districts.
  • Proven experience in supplying rainwater harvesting tanks

B. Application 

This is a public tender for companies operating in Rwanda. Interested firms/companies are invited to submit their offers containing the following documents

  1. Application letter addressed to DUHAMIC-ADRI Executive Secretary.
  2. Copy of the company registration certificate issued by RDB
  3. A valid Taxe clearance certificate
  4. A valid RSSB certificate
  5. Proof of using EBM
  6. At least two certificates of good completion, each accompanied by their respective contracts or purchase orders for similar supplies. (Certificates without the corresponding contracts or purchase orders will not be considered.)
  7. Commitment letter to implement planned activities with the period not exceeding one week (5 working days) countable one day after signature of the contract.

8. Safeguarding clause

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.

DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. Child and vulnerable abuse, exploitation, harassment, discrimination, and human trafficking are strongly prohibited behaviours.
