You are kindly requested to submit quotations for the following itemsin accordance with the specifications listed below. Firms invited by IntraHealth to submit offers for the services described below are under no obligation to do so. Offerors shall not be reimbursed for any costs incurred in connection with the preparation and submissions of quotes.

CONDITIONS REQUIREMENTS
Site Visit A site visit for interested and potential bidders will be organized by IntraHealth/ USAID Ingobyi Activity  as indicated below:

The bidders will arrange for their own transportation to the various sites.

A certificate of site visit will be issued at the end of the visit and will be a key document to be considered during the evaluation of bids.

Requirements

 

 

 

Your bid should be accompanied by the following:

1.  A Valid company registration certificate indicating that the company is in the construction domain

2.  A copy  VAT registration certificate

3.   A valid Tax clearance  Certificate issued by RRA

4.   A valid certificate of clearance from Rwanda Social Security Board(RSSB)

5.   Provision of proof of using EBM.

6.   Provision of a valid non-bankruptcy certificate issued by  RDB

7.   Provision of a bid security of One million Rwandan francs (RWF 1000,000) from banks only and are subject to verification with Banks (bid security from other financial institutions shall be rejected).

8.Financial capacity indicated by access to a credit facility or cash liquidity (indicated by certified financial statements).

9. Certificate of the site visit.

10.  Provide at least three references for related construction works performed, with certificates of completion issued by clients and copies of contracts indicating the minimum contract value of RWF 50,000,000 (Fifty million Rwandan francs). The bidder should also provide contact person for the references provided who may be contacted for the verification and authenticity of the references provided for the works executed and completed in the recent five(5) years. At least 2 references should be related to the construction done in health sectors. Having executed the construction of Isolation facilities in health facilities would be added value.

11. Indicate the key staff: site/project manager and foreman who will be supervising work with their qualifications.

Site Manager should have A0 in Civil Engineering/construction and experience of not less that five years and registered with the Association of Engineers.

Foreman should have at least A1 certificate in Construction with more than 5 years of experience in construction/civil works and registered with the Association of Engineers.

12.   Presentation of methodology: how you intend to execute the work.

13.   Provision of warranty period after completion of renovation work and provisional handover.

14.   Submission of signed, stamped bid and on companys letterhead.

§  Missing any of the above-required documents will lead to the disqualification of the bids.

EVALUATION The evaluation of bids will be as follows:

1. Technical Evaluation: 70%. Only bids with a score of 70% and above for technical evaluation will be considered for financial evaluation.

2. Financial Evaluation: 30%. Price quoted should be inclusive of VAT

Technical Evaluation will be based on the following:

  •  Submission of required documents
  •  Experience of the company: References for similar works and proposed technical staff.
  •   Methodology
  •   Execution / delivery time

GENERAL TERMS AND CONDITIONS Unless otherwise requested, quote on each item separately.  Quotations should clearly state unit price and total price. Quotations must be typewritten or in ink and submitted on company letterhead.

IntraHealth reserves the right to a) reject any and all offers, in whole or in part, for any reason whatsoever, b) waive immaterial requirements, and c) pursue purchasing in a manner that is in the best interest of IntraHealth.

United States law prohibits transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism. The supplier must ensure compliance with these laws in any resultant contract from this RFQ.

PAYMENT TERMS: Payment will be effected in three(3) installements as follows:

1st Installement After completion of the following: Site installation, preliminary works, masonary and supply of materials on-site (including stones, burnt brics, cement, metallic tubes, electrical and plumbing materials, and terrason) and elevation. 40%
2nd Installement After completion of renovation works and acceptance of provisional handover. 55%
3rd Installement Payment of retention fee after a 12 month warranty period, correction of defects and approved final handover. 5%

IntraHealth may extend the closing date to ensure offerors have adequate time to consider answers and reply accordingly.  Late quotes will not be accepted or considered.
