TERMS OF REFERENCE FOR THE SUPPLY OF MATERIALS TO SUPPORT COMMUNITIES FOR IMPLEMENTING ACTIONS PLANS TO IMPROVE FOOD SECURITY IN NYARUGURU DISTRICT
1.Organizational background
CARITAS GIKONGORO is a service of Gikongoro Catholic Diocese with the vision to have a society where human dignity and the integral development of all people are promoted according to the evangelical values, and its mission is to assist those in need to improve their socio-economic well-being.
To achieve this, Caritas Gikongoro operates through three main departments as Social department, Health department, and the Development department. Apart from those departments, Caritas Gikongoro collaborates with other diocesan services and commissions such as Economat General Gikongoro, Justice and Peace, and Catholic Schools Representation through different joined interventions.
Caritas Gikongoro covers the whole area covered by Gikongoro Diocese, the district of Nyamagabe, and a big part of Nyaruguru district, plus a portion of Nyanza and Huye districts in Southern Province and Karongi in Western Province.
2. Project Background
From August 2018 Caritas Gikongoro in partnership with Trocaire and European Union is implementing in Nyaruguru District the project of Enhancing the capacity and participation of small scale farmers and civil society organizations in decision making and governance processes related to sustainable agriculture and food security in Rwanda aiming at promoting effective participation of small scale farmers (particularly women) and civil society organizations in the development, implementation, and monitoring of agricultural policies and strategies.
Training and technical accompaniment to the target communities to conduct food security vulnerability and risk mapping and analysis is one of the project activities. In that context, Caritas Gikongoro has supported the targeted communities to carry out the food security vulnerability analyses and risk mapping where villages have identified issues of food security in their villages and came up with priorities actions to respond to them.
Currently, under the same project, Caritas Gikongoro is supporting the targeted communities to implement some of these priorities actions including the installation of a kitchen for vegetable production and Promotion of poultry farming to improve the nutrition diet and income; Establishment of tree nursery for agroforestry and fruit trees and provision of lime for improving the agriculture production hence improved food security.
In this context, Caritas Gikongoro would like to invite eligible bidders to submit bids for the design and supply of materials for supporting the communities in the Nyaruguru district for improving their food security. Materials needed, quantity, specification, and place of delivery (Site) are presented in the table below:

3. Application requirements and process
Interested applicants should provide a proposal covering the following:
- Application letter addressed to the Director of Caritas Gikongoro;
- Be licensed to conduct business in Rwanda (RGB Certificate);
- Have a documented and verifiable track record (VAT) and invoicing with EBM receipt ;
- Have the expertise to provide quality services proven by at least three good completion certificates of the similar work/field in production or supply of requested materials ;
- Detailed financial proposal including transportation fee rates of the materials is designed places or other related costs including taxes.
Interested applicants should apply for one Lot or more depending on the expertise. Submissions must be made in a sealed envelope clearly marked the “Supply of materials to support Communities actions in Nyaruguru district”. The Outer envelope should clearly indicate the title of tender, bidder’s name, and his/her email and phone number.
The application should also be done online on the email of Caritas Gikongoro: [email protected] or deposed in hard at Caritas Gikongoro Head Office located at Kabacuzi village, Nyamugali cell in Gasaka Sector, Nyamagabe district not later than the 19th March 2021, before 4.00 pm. Late application will not be considered. Partial or incomplete applications will be rejected. Caritas Gikongoro reserves the right to reject any or all proposal it deems not to be in its best interests.
