Health Poverty Action is currently implementing a women’s economic empowerment and gender equality project in Rwanda. We are seeking to hire a Rwanda based consulting firm to conduct an end-line evaluation 

Project Title 

“Enhancing Women’s Economic Opportunities, Workplace Conditions, and Gender Equality in the tea sector in the
Western Province of Rwanda”

Background

Health Poverty Action has been working with the tea sector in Rwanda for the past two years to help bring economic empowerment to women in the Western Province of Rwanda. The project prioritizes the creation of new good employment and the improvement of working conditions for effective and sustainable impact.

Health Poverty Action seeks to hire a competent and qualified consulting firm to conduct an end-line evaluation. The overall objective of this evaluation study is to assess the outcomes and impact of the “Enhancing Women’s Economic Opportunities, Workplace Conditions, and Gender Equality in the Tea Sector in the Western Province of Rwanda” project. Specifically, the study will:

  1. Evaluate the extent to which the project has increased access to good employment for at least 1,650 survivors of gender-based violence (GBV), 85% of whom are women, in Nyabihu, Rubaya, and Gisakura tea estates, in line with the GIZ definition of good employment (minimum 20 hours/week for 26 weeks/year, monthly wage of at least 50,977 RWF, and compliance with ILO core labor standards).
  2. Evaluate the extent to which project’s interventions contributed to the improvement in working conditions for 1,773 tea workers (80% women) across the five targeted tea estates (Nyabihu, Rubaya, Gisakura, Rutsiro, and Gatare), focusing on:
    • Income levels
    • Access to personnel development programs
    • Access to internal employee care initiatives (e.g., health care, childcare support, maternity protection)
    • Formalization of employment
    • Workplace and public space safety
    • Corporate representation and gender equality promotion
  3. Explore the sustainability and effectiveness of the interventions and identify lessons learned and best practices for future programming in similar contexts.
