Terms of Reference for hiring an advertisement and staff recruitment firm
1.Background
CARE is an international nongovernmental organization leading in humanitarian work and fighting global poverty. We seek a world of hope, tolerance and social justice, where poverty has been overcome and people live in dignity and security. CARE International aims to be a global force and a partner of choice within a worldwide movement dedicated to ending poverty.
CARE Rwanda is intending to secure a professional contractor to provide the service of advertisement and staff recruitment service to CARE Rwanda.
CARE Rwanda intends to award a two years contract with the option of an extension at CARE‘s discretion based on its policies and procedures. This contract will be awarded to the bidder that meets all minimum requirements and clearly demonstrates a high degree experience, ability and competency in staff recruitment services.
2. Scope of work
The successful bidder shall provide the services of advertisement and staff recruitment to CARE Rwanda.
Specific activities to be carried out:
- Manage the recruiting process through advertising, headhunting and other professional accepted means
- Receive applications and perform the pre-selection of applicant’s CVs based on the criteria indicated on the specific job description
- Identify eligible candidates and recommend a minimum number to be agreed on with CARE Rwanda for interviewing
- Provide a report on the selection process indicating all the analysis done, together with all applicants and CVs to CARE International in Rwanda.
3. Proposal evaluation criteria
The technical and financial proposal will be assessed using the below criteria:

4. Application Procedures
The application file should contain the following documents:
- A technical proposal, with a clear timeframe and a description of the proposed methodology detailing how the deliverables will be achieved, and the team credentials for similar assignments.
- Detailed Curriculum Vitae of the proposed team to carry out the assignment with clear
roles and functions.
- A financial proposal detailing the various costs associated with the delivery of the above services, in PDF format and must be a separate document from the technical proposal.
- Evidence of the vendor’s experience in doing similar assignments: Copies of similar
- assignments (with evidence for good completion of the previous similar assignments). At least 10 years of experience in recruitment service
- List of major customers in the field of recruiting firm: public, private and International NGOs
- Submit at least 3 references with their contacts and addresses.
- Bank account information including the scanned copy of blank check or document from the bank confirming bank account information (name, account number, swift code, …)
- Consultant firm profile; VAT registration certificate; RDB registration certificate; RRA tax clearance certificate; RSSB tax clearance certificate.
- Certificate of registration in Rwanda with the National Cyber Security Authority (NCSA) as a data controller or data processor.
