About Plan International

Plan international Rwanda opened in January 2007 and is currently working in the Eastern and Southern Provinces of Rwanda in the districts of Gatsibo, Bugesera, and Nyaruguru with the sponsorship program, 10 districts with grant projects, and in all 6 districts hosting refugee camps. Its program interventions are focused on child poverty alleviation in the domains of child protection, sexual reproductive health and rights, early childhood development and economic security, and community resilience. The country office is at Kacyiru, Gasabo District of Kigali City.
1.1 Project Background
As a child-centered community development organization, Plan International Rwanda in collaboration with Plan International Denmark has secured funds from The Lego Foundation to implement a project entitled ”PLAY MATTERS FOR CHILDREN IN EMERGENCY: CHILD CENTERED RESPONSE TO COVID-19”.This project will be located in the Congolese and Burundian refugee camps in Rwanda (Mahama, Kigeme, Gihembe, Kiziba, Mugombwa, and Nyabiheke). The project aims at empowering parents and Early Childhood Education/Early Childhood Development caregivers to build a strong foundation to ensure that development and learning for children aged 3 – 6 years (864 girls and 576 boys) continues during the school and ECD centers closure and after reopening.
1.2 Objectives
1.2.1 Overall Project Objective:
The proposed project aims at empowering parents and Early Childhood Education/Early Childhood Development caregivers to build a strong foundation to ensure that development and learning for children aged 3 – 6 continues during the school and ECD center’s closure and after reopening.
1.2.2 Specific Objectives of the project:
- Early childhood caregivers have an improved ability to facilitate learning through play with children aged 3 to 6
- Parents and children have appropriate information on the COVID-19 pandemic and practice prevention measures to minimize contamination in the refugees’ camps
- Children continue learning through play while the ECD centres are closed, and final-year children are prepared to enroll in primary school.
- Rationale
Rwanda as a nation has made significant advancements in the access to education for both boys and girls, especially at the primary school level. However, as a strategy to mitigate the Covid-19, in Rwanda, schools were closed on 15 March 2020. Plan International Rwanda in efforts to keep learning to happen, will provision of toys for learning to 360 families that will facilitate learning through play.
- Target group
Plan International Rwanda is targeting 370 vulnerable families from Congolese and Burundian refugee Camps.
- Methodology
Plan International Rwanda will provide toys for learning to 360 vulnerable families to follow Learning Through play. Lists of the most vulnerable families will be generated from the different Congolese and Burundian refugee camps, to whom Plan International Rwanda will distribute the toys for learning after purchase. The Playmatters Volunteers in collaboration with Plan staff will support to make sure that this activity is well implemented by ensuring that the provided materials are used properly and through close monitoring and follow-up, to prevent them from being sold by any of the beneficiaries.
After the distribution, The Playmatters Volunteers in collaboration with Plan staff conduct field visits to monitor and check how the toys for learning have been useful to beneficiaries and know the reached number (direct and indirect) and will develop field visit reports as a reference for future projects.

- RFP SUBMISSION AND ACCEPTANCE
Respondents shall prepare responses in compliance with all instructions outlined in the terms of reference. Respondents must provide a cover letter and the requested information and submit it to Plan International Rwanda by the stated deadline. Participation in the competition is open on equal conditions to all national companies or enterprises specializing in the above field with a valid trading license.
- MINIMUM QUALIFICATIONS
Interested applicants should provide a proposal covering the following:
- Be licensed to conduct business in Rwanda;
- Have the expertise and organizational resources to provide quality services( three good completion certificates of the similar work/field in the production of ECD Learning and playing materials.
- Have a documented and verifiable track record; (VAT)
- Must be committed to respecting deadlines of delivery within the agreed time-frame;
- Familiarity with PLAN operations and safeguarding policy will be an advantage.
- F) Detailed financial proposal including transportation fee rates of all items to related costs including taxes.
