
TERMS OF REFERENCE FOR THE RECRUITMENT OF A CONSULTANT TO DEVELOP A
GENDER STRATEGIC PLAN 2026-2030 WITHIN INADES-FORMATION RWANDA
1. Presentation of INADES- Training Rwanda
INADES-Formation Rwanda is a non-governmental organization under Rwandan law. It belongs to a
pan-African network, INADES-Formation, which is currently established in ten countries: Burkina Faso, Burundi, Cameroon, Congo (DRC), Ivory Coast, Kenya, Rwanda, Tanzania, Chad, and Togo.
INADES-Formation is the common name for “African Institute for Economic and Social Development – African Training Center”. INADES-Formation Rwanda was established in 1976. It obtained legal personality by Ministerial Order No. 119 of August 22, 1977, revised by Ministerial Order No. 75/11 of April 18, 2006. Since May 29, 2013, INADES-Formation Rwanda has been officially recognized as a national NGO in accordance with Law No. 04/2012 of February 17, 2012 governing the creation and operation of NGOs in Rwanda and has received official approval from the Rwanda Governance Board (RGB).

4. Mission of INADES-Formation Rwanda
The mission of INADES-Formation Rwanda is to “work for the social and economic promotion
of, giving particular importance to their free and responsible participation in the transformation of their societies .”
5. Context
5.1. Introduction
Since 2016, INADES-Formation Rwanda has been committed to gender promotion through the adoption and implementation
of a dedicated policy. This policy aimed to define concrete strategies and actions to catalyze the integration and promotion of gender equality and equity within the organization.
In 2023, an in-depth evaluation of the implementation of this policy was carried out, accompanied by an update adapted to the new realities and challenges encountered. Following this evaluation, it was recommended to develop a gender strategic plan for the period 2026-2030, in order to ensure a more targeted, coherent and sustainable approach to the promotion of gender within INADES-Formation Rwanda.
It is within this framework that the organization wishes to recruit a consultant responsible for developing this strategic plan, as well as its associated operational plan.
5.2. Objectives and tasks of the consultant
The consultant’s main mission will be to support INADES-Formation Rwanda in the development and definition of implementation of a gender strategic plan covering the period 2026-2030. In this capacity, he/she will have to carry out a series of specific activities aimed at analyzing the existing gender policy and defining appropriate strategies. The other tasks described below are part of the responsibilities expected to ensure effective and sustainable management of gender issues within the organization. These tasks are as follows:
- Consult the INADES-Formation Rwanda gender policy already updated;
- Develop a strategic gender plan 2026–2030, taking into account the results of the evaluation/diagnosis of the existing gender policy;
- Develop effective strategies and mechanisms for implementing the 2026–2030 gender strategic plan;
5.3. Deliverables
Deliverables expected from the consultant are:
1. Make an initial report with the methodology and work plan
2. Analysis note of the existing gender policy of INADES-Formation Rwanda presenting the strengths, weaknesses, opportunities and challenges of the updated gender policy of IFR, based on the results of the assessment/diagnosis available from IFR. This deliverable will serve as a basis for the development of the new gender strategic plan.
3. Gender Strategic Plan 2026–2030 including:
-
- The vision, mission, strategic objectives and priority areas of intervention;
- A results matrix (logical framework or performance framework);
- A forecast budget and an implementation schedule;
- A participatory monitoring and evaluation strategy.
4. Strategies and mechanisms for implementing the 2026–2030 gender strategic plan: An annex document
defining:
-
- The roles and responsibilities of stakeholders;
- Capacity building approaches;
- Mechanisms for coordination, accountability, resource mobilization, and adaptation
to the context.
5.4. Deadline for completion
The time required to complete this mission is estimated over a period of 90 days.
5.5. Profile and qualifications of the consultant
The consultant sought must:
- Have at least a bachelor’s degree in the fields of sociology, gender
and development and other related fields; - Have at least 10 years of experience in the field of gender and development;
- Have a strong interest in gender issues;
- Have successfully completed similar missions in NGOs;
- Have the ability to make a strategic plan and a spirit of analysis, discernment, synthesis and good interpersonal skills;
- Master the French language;
- Knowing the English language would be an asset.
5.6. Application procedure
Interested candidates should submit:
- A technical proposal (understanding of the terms of reference, methodology, work plan);
- A financial proposal (consultation fees and additional costs;
- One or more CVs of individuals highlighting relevant experience;
- At least two examples of similar missions carried out.
5.7. Date and place of submission
