TERMS OF REFERENCE (TOR) FOR HIRING A FACILITATOR TO TRAIN SCHOOL-BASED MANAGEMENT STRUCTURES IN 6 SCHOOLS ON LEADERSHIP AND INCLUSIVE SCHOOL MANAGEMENT
1. Background
School-based management structures such as school Executive and Audit Committees (EACs), Parent-Teacher Committees (PTCs), and School Management Committees (SMCs) play a vital role in promoting accountability, leadership, and inclusion in education governance. Strengthening the leadership and management capacity of these structures ensures that schools are governed transparently, equitably, and in a manner that supports the learning and well-being of all children—including girls, children with disabilities, and other marginalized groups.
To enhance their effectiveness, REFAC seeks to hire a qualified facilitator to deliver a capacity building training on leadership and inclusive school management to members of school-based management structures in selected schools.
2. Purpose of the Assignment
The purpose of this assignment is to build the capacity of school-based management structures to apply effective leadership, inclusive management practices, and participatory decision-making that improve accountability and quality education outcomes.
3. Specific Objectives
The training will aim to:
- Strengthen participants’ understanding of leadership principles and effective teamwork.
- Promote inclusive management practices that ensure participation of all stakeholders, especially marginalized groups.
- Enhance knowledge on roles and responsibilities of different school-based management structures.
- Improve transparency, accountability, and communication between schools, parents, and communities.
- Equip members with practical tools to develop school improvement plans that reflect inclusivity and community priorities.
3. Scope of Work
The facilitator will:
- 3Develop a training package and facilitation guide on leadership and inclusive school management.
- Conduct a pre-training assessment to understand participants’ current knowledge and capacity gaps.
- Facilitate interactive training sessions using participatory adult-learning methods (group work, case studies, role-plays, etc.).
- Document key lessons, participant feedback, and recommendations.
- Submit a comprehensive training report including participant attendance, evaluation results, and key recommendations.

- Understanding School-Based Management Structures (SGA, SMC, PTC, etc.)
- Leadership and Team Building in School Governance
- Principles of Inclusive Education and School Management
- Participatory Decision-Making and Conflict Resolution
- Accountability and Transparency in School Resource Management
- Communication, Advocacy, and Community Engagement
- Developing and Monitoring Inclusive School Action Plans

6. Duration of the Assignment
The assignment is expected to last 28 days, including preparation, delivery, and report writing.
7. Required Qualifications and Experience
Bachelor’s degree in Education, Social Sciences, Development Studies, or related field.
Minimum 3 years of experience in community facilitation, citizen engagement, or governance assessments.
Proven skills in facilitation and participatory training methods.
Strong understanding of Rwanda’s education system and inclusive education policies.
Excellent communication skills in Kinyarwanda and English/French.
8. Reporting and Supervision
The facilitator will work under the overall supervision and guidance of the REFAC National Coordinator and under daily coordination of the TWIYUBAKIRE IMIYOBORERE Y’UBUREZI Project Manager to ensure quality delivery and documentation of results.
9. Logistics and Payment
The organization will cover logistical expenses related to venue, training materials, and participant refreshments and the facilitator will receive payment upon submission and approval of the final report and deliverables, as stipulated in the contract.
