
ToRs for Resource Mobilization Consultant (Re-advertisement) at CARE International Rwanda(Deadline: 3 October, 2025)
1. Background
Founded in 1945 with the creation of the CARE Package®, CARE is a leading humanitarian organization fighting global poverty. CARE places special focus on working alongside women and girls. Equipped with the proper resources, women and girls have the power to lift whole families and entire communities out of poverty. In 2024, CARE worked in 121 countries, reaching 53 million people through 1,450 projects.
To advance implementation and long-term sustainability, CARE International in Rwanda (CARE Rwanda) is seeking a dynamic and experienced Resource Mobilization (RM) Consultant to support its long-term efforts in securing strategic funding and strengthening donor engagement. The consultant will support to carryout donor landscaping/mapping, identifying emerging actors, explore innovative funding mechanisms, and propose a strategic approach to leveraging both existing and new partnerships. The consultant will also be expected to provide actionable recommendations for diversifying CARE’s resource base to enhance financial resilience and programmatic impact. This role is ideal for a results-driven professional with a passion for development and a proven track record in fundraising and proposal development.
2. Objective of the consultancy
CARE Rwanda is seeking services of an experienced/competent Resource MobilizationConsulting firm to support its efforts in securing funding through a diversified donor base (traditional and non traditional).
3. Key Roles and Responsibilities
- Review CARE Rwanda work, strategy and ongoing projects/programs to better understand the needs and help position the organization for resource mobilization
- Consult CARE staff to understand the CARE’s vision, mission, and focus areas
- Conduct and document RM SWOT analysis to capture CARE´s strengths and weaknesses and value proposition relative to accessing funds from these donors and identify the primary barriers or constraints which may limit CARE’s access to funding
- Conduct donor mapping and market analysis to monitor trends in donor priorities and funding landscapes
- Documentation of current and prospective donor trends, priorities and risks and how they align with CARE priorities, strategies and capacities
- Comparing CARE Rwanda portfolio with that of other peer organizations
- Prioritize top 10 donors with the highest potential for CARE considering CARE’s 2030 vision
- Proposition of 5 non-traditional donors with significant potentials to grow CARE in the medium term
- Identify good practices among CARE and other INGOs in Great Lakes related to resource mobilization strategies and models which can inform CARE’s resource mobilization strategy in Rwanda
- Review/update the resource mobilization strategy with after review of the CARE’s ongoing work, donor mapping, market analysis and SWOT analysis
- Develop cultivation plans to engage new donors (traditional and non-traditional) and effectively re-engage existing donors
- Develop compellingcommunications and marketing materials for engagement and fundraising to secure funding or raise profile of CARE Rwanda.
4. Expected key deliverables and timelines
The assignment is expected to be conducted in 26 working days stretched over 8 months covering October 2025 to April 2026. The expected end date is 30 April 2026 and conducted in 2 phases.
Progression from Phase 1 to Phase 2 will be contingent upon satisfactory performance in Phase 1. The deliverables under each phase are as follows

5. Supervision and working conditions.
The Consulting Firm will be reporting to the Program Quality and Learning Director.
6. Required Skills and Competencies for the Consultant
- Advanced degree in International Development, Business, Marketing, Business Administration, Communications, or related field.
- At least 10 years of experience in resource mobilization or fundraising
- Demonstrated success in revieweing and developing resource mobilization strategies and donor mapping strategiesfor (I)NGOs
- Demonstrated commercial skills in brokering deals and partnership/funding opportunities
- Experience and expertise in developing and maintaining good relationships with different varieties of donors.
- Excellent writing, communication, and strategic planning skills.
- Ability to work independently and collaboratively in a dynamic environment.
- Experience of working in multicultural contexts.
- Strong analytical, strategic thinking and planning skills
- Demonstrated ability to meet tight deadlines.
- Strong ability to conceptualize and design new interventions (innovation)
- Ability to facilitate and lead a team with or without physical presence (remote management of a team)
7. How to apply
Interested consulting firms are invited to submit their technical and financial proposals, by email
to rwa.procurement@care.org no later than October 3rd,2025, at 5:00 PM Rwanda time.
Applications should include the following:
- A cover letter expressing interest in the consultancy.
- A technical proposal not exceeding seven (7) pages, excluding the cover page, company profile, track record, and annexes such as certificates of completion and statutory documents (e.g., company registration certificate, RRA & RSSB clearance certificates). The technical proposal must cover:
- Understanding of the Terms of Reference (ToR)
- An outline of the methodological approach for the assignment
- An activity schedule covering 34 working days, with a maximum duration of 2 months
- Resumes or CVs of the consultancy team members demonstrating relevant experience for the assignment.
- A detailed budget specifying the consulting firm’s daily rates and the total number of days proposed for each team member. All costs, including professional fees, communications, and consumables, must be incorporated into the total amount.
- A minimum of Three (3) Certificates of completion must be submitted.
