Summary of Duties

Under the direct supervision of the Head of Office in Kigali and the Regional Senior Trade Commissioner of the High Commission of Canada in Nairobi, the Trade Officer major responsibilities include:

  • Promoting trade, investment, and innovation collaboration between Canada and the countries of responsibility (Rwanda and Burundi);
  • Supporting and contributing to the delivery of the International Business Development program at the Office of the Canadian High Commission in Kigali to assist Canadian companies in their international business endeavours. This will include, but is not limited to:
    • Providing services aimed at bringing success to Canadian companies that are active in the countries of responsibility identified by the Office of the High Commission;
    • Working in close collaboration with and supporting the Senior Trade Commissioner of the High Commission in Nairobi;
    • Uncovering opportunities for Canadian companies seeking success in the countries of responsibility; and
    • Conducting or contracting market research on key issues facing Canadian companies in the countries of responsibility;
  • Organizing events and initiatives (including high-level visits of government officials, industry representatives, participation at trade shows and conferences, etc.);
  • Providing timely input into the client relationship management database;
  • Representing the Office of the High Commission in contact with nationals and officials of the countries of responsibility, or other interlocutors;
  • Developing and maintaining awareness of the local environment and building a network of key relationships;
  • Contribute to marketing material with the High Commission in Nairobi to develop social media strategies and campaigns; and
  • Performing other related duties that support the overall work of the office.

This position is open to internal and external candidates who hold current documentation allowing them to work in Rwanda without restriction, who meet all of the essential requirements stated and whose applications are received by the closing date.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process. 

Education:

Candidates will be required to provide proof of the completion of their education.

  • Degree from a recognized university in a field related to the position, including but not limited to: commerce, international business, finance, and economics.

Language:

  • Fluency in English and French (written and oral).

Experience:

  • Three (3) years accumulated experience in:
  • Working in an strategic business position; (trade promotion, business research and analysis to provide strategic advice, briefings and reports;
  • developing and managing networks with clients, partners and/or stakeholders; 

Rated Requirements

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview online, pre-recorded or in-person, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge of:

  • International business opportunities, challenges, and trends within the region;
  • Economic, social and political issues in the region.

Competencies:

  • Work effectively within a team;
  • Excellent judgement to set and maintain priorities, decision making, plan, organize, implement and control simultaneous projects / programs / strategies with minimum direction;
  • Superior interpersonal skills to demonstrate professionalism and tactful interaction with people of various backgrounds and nationalities and establishing credibility with colleagues and senior level industry / government officials;
  • Strong client focus orientation;

Abilities:

  • Strong oral presentation skills;
  • Strong research and analytical skills to gather market intelligence;
  • Ability to develop and maintain an effective network of professional contacts.

Asset Qualifications

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Knowledge of Canada and the Canadian politico-economic environment, as well as Canadian business practices and commercial capabilities.
  • Knowledge international business practices

Operational Requirements

  • Must be willing and able to travel within Rwanda, Burundi, Eastern Africa and to other international locations;
  • Must be able to work planned overtime and overtime on short notice on occasion;
  • Must be available for occasional duties outside normal working hours (i.e., evenings and weekends);
  • Hours of work: Monday to Friday (37.5 hours per week);
  • Annual leave may be restricted during busy periods due to operational requirements.

Conditions of Employment

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

– Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

– Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.

– Vaccination compliance: All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.

– Other conditions of employment:

  • Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
