UNDP RFP Opportunity 2025: Greening the Future – Impact Assessment (Deadline: 19 August, 2025)

UNDP has launched a Request for Proposals (RFP) for its regional initiative titled “Greening the Future: Advancing Rights and Stability”. This multi-country program is designed to support the Eastern Partnership region, initially focusing on Georgia and Moldova, with the possibility of expanding to additional countries within the Eastern Neighbourhood and Western Balkans. A key element of the initiative is its regional component, which aims to strengthen policy dialogue and share knowledge across Eastern Europe, Central Asia, and Western Balkans.

This RFP seeks to engage qualified vendors or institutions to develop practical guidance and methodologies for conducting multidimensional impact assessments that measure:

• Social
• Environmental
• Economic
• Human development impacts of green transition policies and programs.

These assessments will inform policy formulation and capacity-building initiatives for governments, the private sector, and civil society stakeholders.

Objectives of the Assignment

The selected vendor will be responsible for:

• Developing standardized guidance for conducting green transition impact assessments aligned with national and regional priorities.
• Designing methodologies and tools for collecting and analyzing data across social, environmental, economic, and human dimensions.
• Conducting pilot assessments in three selected countries to test and validate the frameworks.
• Providing capacity-building recommendations for public institutions, businesses, and community organizations.
• Delivering actionable outputs that can support evidence-based decision-making and strengthen institutional trust during just transition processes.
