Other Agencies that GGGI supports and work with include Rwanda Utilities and Regulatory Authority (RURA), Rwanda Green Fund (FONERWA), Water and Sanitation Corporation (WASAC) ltd and Rwanda Development Bureau (RDB). At the municipality level, GGGI Rwanda supports City of Kigali and Secondary Cities including Musanze, Rubavu, Rusizi, Nyagatare, Muhanga and Huye.

GGGI Rwanda program offers policy and investment advice to several national and municipal counterparts with the objective of promoting sustainable urban development. The program is supporting Inclusive, Climate Resilient & Green Urbanization in Rwanda for Sustainable Economic Growth that results in climate change resilience and improved livelihood. The thematic focus for the Rwanda program includes Circular Economy and sustainable waste management, Sustainable transport, Sustainable Landscape, Green Building & Construction, Climate Resilient urban development, and cross cutting areas (job creation, gender equality and social inclusion, capacity building and knowledge sharing and Green investment).

OBJECTIVE/PURPOSE OF THE ASSIGNMENT

As part of the ongoing Waste to Resources: Improving Municipal Solid and Hazardous Waste Management in Rwanda. GGGI is supporting the City of Kigali to strengthen systems to address data issues and minimize waste pressure at the Nduba dumpsite.

The systems at the Nduba dumpsite site being implemented include the weighbridge and the sorting and separation of the dry recyclables. The main purpose of the assignment will be to facilitate the supervision of the implementation of the project to Nduba dumpsite and other project activities at large.

SCOPE OF WORK

The Waste Management Supervisor Consultant will be based at GGGI Rwanda Country Office on a full-time basis and report to the Senior Officer, Sustainable Waste Management. S/he will support the Rwanda country program in implementation of the Waste to Resources: Improving Municipal Solid and Hazardous Waste Management in Rwanda.

S/he will have the responsibility of supervising both Civil works and installation of the sorting and separation of the dry recyclables, monitor bills of quantities for the sorting and separation of the dry recyclables. The consultant will also be more active on other project infrastructural activities by supervising and monitoring the installation of the Reverse Vending Machine (RVM), and Recovery Gas Reclaimant System at Enviroserve.

S/he will be engaging with private and public stakeholders proactively and independently. S/he will work closely with MININFRA, CoK, MoE, Sub-national governments, other GGGI country teams and experts at HQ plus other development partners and private sector stakeholders.

Main tasks include:

• Responsible for the contract administration in line with GGGI regulations.

• Prepare a template containing the outline, format, and content of activities of the supervision services for the following, but not limited to, supervision documents:

–       Daily site supervision

–       Photo-documentation/recording of the construction activities (before, during, and after)

–       Reporting to GGGI (weekly, Monthly)

–       Health and Safety Component

–       Quality Control of the materials

–       Quality control of the works done

–       Verification of the quantities of work done and certification for payments,

–       Managing periodic progress meeting with designers, contractor and GGGI

–       Managing the substantial completion procedures

–       Bi-weekly monitoring visits during the Defects Liability Period

–       Managing the final Completion procedures.

• Responsible for the day-to-day supervision of the works to ensure compliance by the work contractor with the designs, namely the drawings, technical specifications, and bill of quantities,

• Organize weekly site meetings that will include a site visit to the project site.

• Gathering all data needed for the successful implementation of the pilot project regarding solid waste management in City of Kigali especially at Nduba dumpsite.

• Identifying possible additional information regarding Nduba dumpsite and sorting plan that could be tackled with the framework of the project.

• Identifying follow-up and future activities to be developed after the implementation period.

OUTPUT/REPORTING REQUIREMENT/DELIVERABLES

1   Pre-construction works.

–       Review of submitted drawings.

–       Review of the detailed engineering designs

–       Review of bills of quantities and specifications

–       Planning and managing supervision of the construction activities

2, 2.1 During the construction activities of the sorting and separation facility

–       Control and monitoring of construction activities

–       Review and approval of samples and workmanships

–       Managing the project contract specifications

–       Provide technical expertise wherever required.

–       Managing and controlling time and budget

2.2 Monitor the installation of RVM and Gas Reclaimant System

–       Supervise the installation of RVMs in City of Kigali

–       Supervise the installation of the Recovery Gas Reclaimant System at E-waste Facility in Bugesera

3  Installation of the sorting and separation facility & Defect Liability Period

–       Follow up on the supply and delivery of the sorting and separation equipment.

–       Monitor testing of the sorting and separation of the equipment

–       Monitor the operation of the sorting and separation facility during the defect liability period and then come up with a list of unfunctional components of the facility if any.

–       Identifying follow-up and future activities to be developed after the implementation period.

–       Identifying possible additional information regarding Nduba dumpsite and sorting plan that could be tackled with the framework of the project.

–       Ensuring success and closure of the project

QUALIFICATIONS/EXPERIENCE/EXPERTISE

The candidate shall be a Rwandan national with engineering and extensive experience in supervision of construction of facilities.  The candidate shall ensure the supervision of the structural works and ensure conformity of the works with the structural designs. The candidate shall be analytically strong and have good experience in writing and developing technical reports in English language.

Key qualification requirements include:

•            University degree in Civil/Structural engineering, Waste Management Engineers, or related field.

•            At least 6 years of post-education experience

•            At least 4 years of designs and site supervision experience in any type of civil works and installation of the equipment

•            At least 2 site supervision experiences in similar facility construction, such as warehouses

•            Fluent in English and Kinyarwanda

•            Valid registration with a professional association of Engineer is highly recommended.
