Job Summary:
The Inclusive Nutrition and Early Childhood Development (INECD) activity will promote nurturing and responsive care practices, especially in the areas of health, functioning, nutrition, and early childhood development (ECD) for caregivers and children. Specifically, the activity aims to improve health and nutrition outcomes among women of reproductive age and adolescents and improve infant and young child feeding practices. It also aims to address child development gaps and significant unmet physical rehabilitation and assistive technology (rehab/AT) and social inclusion needs for infants and children. The activity will focus on community-level service delivery, community-health facility linkages, and district-level capacity development, as well as address issues of inclusion and participation, including access to programs and services for children and adults with disabilities, in line with Government of Rwanda priorities.
The coordinator will manage, coordinate, and monitor project activities in INECD’s Central Cluster and relationships with project stakeholders to assist the achievement of the Inclusive Nutrition and Early Childhood Development (INECD) project objectives and advancing AEE’s work serving the poor and vulnerable. Your project management/coordination skills and knowledge of the program area will ensure that AEE delivers high-quality programming and continuously works towards improving the impact of this project.
Roles and Key Responsibilities:
- You will lead technical, budget management, monitoring, and reporting cluster’s activities through most of the project cycle – start-up, implementation, and close-out – in line with AEE’s program quality principles and standards, donor requirements, GoR’s policies, and strategy, and good practices.
- Participate with INECD technical and grant teams in Local implementers annual planning, budgeting, and compilation of monthly, quarterly, and annual reports (both reports to donor and government).
- Manage/coordinate cluster’s team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
- Ensure learning properly accompanies cluster project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL
Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
- Engage and strengthen partnerships relevant to INECD applying the appropriate application of partnership concepts, tools, and approaches.
- Represent the organization with different working groups, relevant partners and relevant local government and community actors for INECD areas.
- Coordinate activities required for ensuring the financial, material, and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with project staff on timely submission of financial reports to facilitate proper tracking of resource use.
- Identify staff capacity needs and technical assistance needs of project staff and contribute to capacity strengthening and required interventions to support quality project implementation.
- Work closely with MEAL Officer to ensure that the MEAL system effectively tracks district-level project performance, providing additional support as needed.
- Assist with preparation of trend analysis reports and disseminate results. Review project documentation to ensure the project file is complete with all required documentation and is filed per AEE and donor requirements.
- Coordinate and compile project deliverables coming from partners and AEE staff at the cluster level to ensure the submission of timely and high-quality reports and plans.
Basic Qualifications
- Postgraduate Diploma in International Relations or in the field of nutrition, ECD or disability inclusion, or another related field is required.
- Minimum of 4 years of work experience in project management, ideally in the field of nutrition, ECD, or disability inclusion, and for an NGO.
- Additional experience may substitute for some education.
Required Languages
- Oral and written fluency in English and Kinyarwanda. French is a plus.
Travel – The position is Kigali based.
Must be willing and able to travel to the field, up to 50 % of the time.

AEE seeks a Monitoring and Evaluation Officer to handle her portion of INECD aspects of monitoring and evaluation (M&E). The M&E Officer shall implement strategies designed to assure the quality of data collection, collation, entry, analysis, and reporting through consistent application of the existing monitoring and evaluation Standard Operating Procedures (SOPs) and other guidelines.
Primary Functions & Responsibilities:
- Responsible for monitoring and evaluation project performance in accordance with the logical framework and reporting requirements.
- Receive, review, analyze, validate, enter/code, and store various program data streams as submitted by field operations staff. Prepare and collate these into relevant formats for preparing reports and feedback for decision support.
- Share analyses and trends with project team members to help synchronize project decision-making processes with M&E results.
- Ensure M&E information is shared and flows transparently within the project team and to other organizational levels as appropriate.
- Work closely with the Project Coordinator to help ensure that project work plans are on target to meet deliverables in a timely and effective manner.
- Contribute to AEE’s understanding of the effectiveness of technical training packages.
Basic Qualifications:
- Qualifications at degree level in business management, economics, statistics, development studies, international relations, or other relevant area of study.
- At least 2 years of experience with M&E methods and approaches, including designing, planning, and implementing M&E systems, analyzing and reporting using a logical framework, and other strategic planning approaches.
- Proven ability to work with various M&E methods and approaches.
- Experience working with inclusive nutrition and early childhood development preferred.

AEE works closely with CARE to improve rural sanitation and handwashing services and products. AEE with its partner CARE will promote market-based sanitation.
Isooko y’Ubuzima WASH Activity (IUWA) is a five-year USAID funded project that aims to improve access to water and sanitation services. The project will focus on 3 main components led by different consortium members: (1) Improving Decentralized WASH Governance; (2) Improving Rural Drinking Water Services and (3) Improving Rural Sanitation and Handwashing Services and Products.
Position Roles and Responsibilities
1. Project planning and implementation (45% LoE)
- Under supervision of the IUWA Sanitation Project Manager, the National Project Coordinator will lead and coordinate planning and implementation of rural sanitation activities—demand creation and financing for market-based sanitation—under component 3 of IUWA WASH Project approved proposal and work plans, and in compliance with relevant donor guidelines, quality standards and best practices in market-based sanitation.
- Collaborate with IUWA WASH consortium members to ensure utilization of relevant resources, tools, and materials.
- Coordinate the development and alignment of the detailed implementation plan and approved budget
- Provide support to respective field teams in timely fashion to ensure implementation and achievement of agreed milestones.
- Champion implementation of the sanitation marketing strategy in collaboration with District sanitation centers, sanitation product entrepreneurs, and other actors as appropriate.
- Facilitate mobilization and capacity building of identified community structures such as hygiene focal points, village agents, Village Savings and Loan Associations, District Sanitation Centers, and Community Hygiene Clubs to ensure delivery of project results.
- Strengthen linkages between VSLAs, MFIs and sanitation entrepreneurs to increase access to affordable rural sanitation finance and sanitation products.
- Ensure implementation of the social and behavior change strategy, promote adoption of key WASH behaviors, and address harmful gender norms that prevent women and girls from benefitting from WASH investments
- Conduct regular progress reviews on implementation, identify challenges and capacity gaps, and ensure timely flow of information to respective Program Coordinators/Managers.
- Together with finance and administration, lead the preparation of appropriate documentation for procurement of goods and services and ensure effective utilization of project resources in accordance with donor and AEE guidelines
- Effectively participate and contribute to joint planning and review sessions with consortium partners/teams
2. Monitoring, Reporting, and Learning (35% LOE)
- Participate in the development of technical and innovation tools related to market-based sanitation and hygiene interventions, in collaboration with respective MEL, Quality Assurance, and component leads and technical advisors.
- Collaborate with respective program teams to undertake assessments, reviews, and evaluations that capture the priorities of targeted communities.
- Ensure roll out and application of relevant MEL procedures and activities including the use of approved monitoring tools to collect data
- Conduct regular field monitoring visits, provide feedback and recommendations to relevant Program and Management teams as appropriate
- Both formal and information reporting and learning related to what is working and what is not working at the field/community-level for the market-based sanitation and sanitation financing approaches will be needed. The national coordinator will be the primary liaison for communicating these findings and needed program adaptations to CARE and the IUWA consortium.
- Ensure timely preparation and submission of quality monthly, quarterly, bi-annual, and/or annual technical and financial reports for internal and external purposes; clearly capturing implementation status against agreed work plans and results.
3. Staff management and capacity building (15% LoE)
- Supervise field coordinators, field officers, and M&E Officer, strengthening their capacities and ensuring regular performance management.
- Identify capacity building needs of the team and coordinate capacity building initiatives as appropriate
- Ensure staff adhere to AEE policies, code of conduct as well as rules and regulations upheld by the consortium
4. Coordination and Representation (5% LoE)
- Represent AEE in relevant forums and meetings, both internal and external, and provide timely information and feedback to relevant program and management teams

Qualifications:
Desired skills:
- At least a degree in international development, WASH, finance, public health, business, education, or another relevant/related field

Job Summary:

You will efficiently perform accounting services through documenting AEE’s financial transactions by compiling, analyzing, and verifying account information, preparing account entries, and delivering financial reporting services.
Roles and Key Responsibilities:
- Set and monitor sound accounting and financial reporting procedures for INECD Project staff following established standards. Ensure setup and maintenance of all data required for processing financial transactions for assigned project.
- Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
- Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
- Assess, evaluate, and monitor financial management processes in accordance with policy and strengthen the capacity of project staff in financial accounting and transactions.
- Monitor burn rate and alert relevant AEE staff of due payments/liquidations and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.
- Prepare various periodic and ad hoc financial reports and perform variance analysis to assist AEE staff with decision-making. Assist with budget maintenance for proper management of financial resources.
- Provide information to AEE staff, and partners on financial accounting policies and procedural compliance issues and deliver training and other capacity-building activities.

AEE is a Christian local relief, development, and advocacy organization established in 1987 and dedicated to working with children, families, and their communities to address root causes of poverty and injustice. AEE’s relief and development work is accomplished through programs of health, nutrition, agriculture, education, peacebuilding and reconciliation, emergency response, and youth/women entrepreneurship. AEE works closely with CRS Rwanda to promote Inclusive Nutrition and Early Childhood Development initiatives in both rural and urban settings.
Job Summary:
The Inclusive Nutrition and Early Childhood Development (INECD) activity will promote nurturing and responsive care practices, especially in the areas of health, functioning, nutrition, and early childhood development (ECD) for caregivers and children. Specifically, the activity aims to improve health and nutrition outcomes among women of reproductive age and adolescents and improve infant and young child feeding practices. It also aims to address child development gaps and significant unmet physical rehabilitation and assistive technology (rehab/AT), and social inclusion needs for infants and children. The activity will focus on community-level service delivery, community-health facility linkages, and district-level capacity development, as well as address issues of inclusion and participation, including access to programs and services for children and adults with disabilities, in line with Government of Rwanda priorities.
AEE seeks a Monitoring and Evaluation Officer to handle her portion of INECD aspects of monitoring and evaluation (M&E). The M&E Officer shall implement strategies designed to assure the quality of data collection, collation, entry, analysis, and reporting through consistent application of the existing monitoring and evaluation Standard Operating Procedures (SOPs) and other guidelines.
Primary Functions & Responsibilities:
- Responsible for monitoring and evaluation project performance in accordance with the logical framework and reporting requirements.
- Receive, review, analyze, validate, enter/code, and store various program data streams as submitted by field operations staff. Prepare and collate these into relevant formats for preparing reports and feedback for decision support.
- Share analyses and trends with project team members to help synchronize project decision-making processes with M&E results.
- Ensure M&E information is shared and flows transparently within the project team and to other organizational levels as appropriate.
- Work closely with the Project Coordinator to help ensure that project work plans are on target to meet deliverables in a timely and effective manner.
- Contribute to AEE’s understanding of the effectiveness of technical training packages.
Basic Qualifications:
- Qualifications at degree level in business management, economics, statistics, development studies, international relations, or other relevant area of study.
- At least 2 years of experience with M&E methods and approaches, including designing, planning, and implementing M&E systems, analyzing and reporting using a logical framework, and other strategic planning approaches.
- Proven ability to work with various M&E methods and approaches.
- Experience working with inclusive nutrition and early childhood development preferred.
- Excellent interpersonal, oral, and written communication skills are a must.
- Ability to generate innovative solutions in work situations/environment.
- Ability to manipulate data using quantitative software such as SPSS and STATA preferred.
Required languages: Fluency in both Kinyarwanda and English is required.
Travel: Undertake visits to the field as necessary to enforce and validate data collection techniques and to identify where adaptations might be needed to ensure continuous quality of project data.
Knowledge, Skills, and Abilities:
- Strong planning skills and ability to work independently within agreed workplans and timelines and generate solutions to changing situations.
- Good communication skills that allow regular interface with a diverse team both in the field and in back-room operations.
- Willingness to spend time working and travelling in project sites located in rural areas.

Isooko y’Ubuzima WASH Activity (IUWA) is a five-year USAID funded project that aims to improve access to water and sanitation services.
