The Ingobyi Activity is a five-year cooperative agreement to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing neonatal, child and maternal mortality in Rwanda. The Ingobyi Activity will build upon the tremendous gains Rwanda has made in the health sector as well as previous USAID investments in the health sector to provide a healthier, more productive future for all Rwandans. Ingobyi will improve the availability, quality and utilization of RMNCH and malaria services with resilience and sustainability. The Activity will partner with the Government of Rwanda (GOR) to build on the country’s considerable achievements, guided by national health strategies, goals, objectives and data.

 

SUMMARY OF ROLE:

IntraHealth seeks District Health Data Analyst for the USAID Ingobyi Activity for Western Zone to be based in Rubavu district. This position will be reporting to zonal Coordinator with close collaboration with MEL Team based at Main Office and with dotted reporting line to the Senior Data Demand & Use Advisor.

The District Health Data Analyst will be responsible for promoting a culture among DHMTs and health facilities to review and interpret their own routine data and use the evidence to prioritize, plan and implement interventions aimed at improving RMNCH and malaria outcomes in the supported districts. s/he will be serving at least 5 districts in Western Zone catchment area

 

 

Essential Functions:

• Work with districts to annually select a list of key RMNCH indicators that will be tracked and reviewed by DHMTs during quarterly meetings and to determine their baselines and set annual targets.
• Provide districts with technical assistance in analyzing data for the selected indicators and generation of data visualizations as needed. Support the development of presentations on progress of the selected indicators toward achieving the set targets for DHMT and quarterly review meetings.
• Share national level data with DHMTs using a color-coded scorecard showing comparison in the performance against priority RMNCH indicators between districts in order to foster/motivate data driven actions.
• Ensure that districts and facilities have the capacity to generate, interpret and utilize DHIS-2 data dashboards to identify performance gaps, perform root cause analyses and develop evidence-based action plans aimed at addressing the gaps.
• Support districts and facilities to compile data from different systems, including death audits, accreditation assessments, ISS/DQA, mentoring reports and PBF evaluations in order to make integrated action plans that include gaps identified through all these parallel systems.
• Contribute to periodic reporting through facilitation of all data collection and compilation efforts in their respective zone for program indicators not reported through DHIS-2.
• Any other tasks assigned by supervisor or the MEL team.

 

MINIMUM REQUIREMENTS

 

Education & Experience:
1. Bachelor’s degree in public health, epidemiology, statistics, demographics, social sciences or related field
2. A minimum of five (5) years working experience in monitoring and implementing programs in development field, preferably health (reproductive, maternal, newborn, child health, and malaria)
3. Experience and working relationship with DHMTs and health facility level staff
4. Experience with USAID reporting regulations and requirements highly preferred
5. Conversant with DHIS2 functionalities.
6. Demonstrated ability to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality
7. Proficiency in statistical databases (SPSS, EPI-info) and other software packages with strong data analysis and data management skills.
8. Experience using geospatial analysis software (ArcGIS) a plus

Position Summary

The M&E Advisor will work as an integral part of Ingobyi Activity MEL Team. S/he will report directly to the Implementation Scientist. The objective of this position is to strengthen and promote a culture of reflection, critical thinking, learning, and adaptation across the project and among project partners. S/he will be a leader, subject matter expert, and focal point for in-house program monitoring tasks and initiatives of Ingobyi Activity. Her/his main tasks will be to:

 

Strategic planning and action

• Responsible for providing statistical support for all learning leads in sample size determination, sampling methodology, database development, data cleaning, development of analysis plans and conducting complex statistical analyses for investigators as needed with minimal supervision.

• Lead the monitoring of Ingobyi Activity’s progress toward desired outcomes by working closely with the technical teams to select, analyse and visualize trends of priority indicators and by measuring and disseminating progress toward set targets an ongoing basis.

• Monitor the implementation status of the project’s annual work-plan activities and ensured that all technical teams in the project to stay on track in implementing their scope of activities within the set timeframes.

• Contribute to the routine collection, compilation, cleaning, analysis, interpretation of program data from DHIS-2, complementary reports and Ingobyi records as well as target setting for PMP indicators.

• Work with the Implementation scientist to integrate learning with other M&E and broader project activities by organizing reviews of routine data, result chains and theories of change, and suggest programmatic changes.

• Work with the technical team and mentors to identify positive deviants and ensure those are documented and develop mechanisms to disseminate those lessons and integrate the lessons in development programming.

• Fill critical gaps in Ingobyi staff technical understanding related to the achievement of project objectives, by organizing learning workshops and other information exchange events to promote knowledge and learning among Ingobyi staff and partners.

• Contribute to annual work planning process.

 

Capacity strengthening and documentation

• Contribute to the program’s technical briefs, infographics, newsletters, and other internal and external communication materials.
• Support identification of best practices and organize learning events to share lessons learned and best practices internally and with partners.
• Document and share progress and outcomes of high-impact interventions such as mentorship and rapid response teams for learning purposes.
• Build capacity of project staff on principles of data management and use.
• Perform any other duties assigned by the supervisor.

 

Qualifications

• Master’s degree in Public Health, Epidemiology, Statistics, or related health field.
• At least 8 years of experience in knowledge management, M&E, organizational learning and/or strategic learning in an international development context.
• Ability to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to strategic planning and performance improvement.
• Experience convening people across technical teams to build consensus and achieve outcomes.
• Demonstrated superior writing, reporting, and oral presentation skills.
• Fluency in written and spoken English required. Working knowledge of French a plus.
