JOB OPPORTUNITY

SUPPLY CHAIN COORDINATOR

World Vision (WV) Rwanda is a child focused Christian humanitarian organization implementing development programs in 28 Districts of Rwanda.

World Vision Rwanda seeks to hire two (2) highly qualified, dedicated and experienced nationals for the position of Supply Chain Coordinator.The position will be based in Kigali at Head Office and reporting to the Supply Chain Manager.

Purpose of the position:

The job holder is a key player in procurement planning in order to deepen our commitment to the most vulnerable children. He/she is responsible for coordination and implementation of all procurement processes in ensuring timely acquisition/provision of goods and services for WV Rwanda business.

The major responsibilities include:

  1. Contribute to cross-functional planning activities to support clusters, regions and projects.
  2. Support development of consolidated annual procurement plan and implementation plan.
  3. Proactively work on the implementation plan to initiate strategic sourcing activities in timely manner.
Comprehensive sourcing plan/timetable in place
30% Strategic Sourcing

  1. Develop a sourcing strategy after analyzing internal spend and external supply market.
  2. Establish vendor selection criteria to guide the evaluation for their pre-qualification.
  3. Conduct vendor evaluation to identify potential vendors and develop negotiations plans.
  4. Facilitate the selection of pre-qualified vendors.
  5. Monitor market and vendors’performance
  • Pool of pre-qualified vendors in place
  • Long term framework agreements with vendors in place
  • % of negotiated savings and calculated savings from baseline
  • Regular vendors’performance reports in place
40% Buyer Role

  1. Ensure timely processing of procurement requests within acceptable lead times.
  2. Receive and review purchase requisitions for completeness and accuracy, and identify sources of supply if needed.
  3. Ensure that all Purchase Requisitions for technical items, works and/or services have been validated by the technical lead for specification accuracy.
  4. Perform sourcing event through the system using the Purchase Requisition raised.
  5. Ensure the specifications for goods, works and services are clear and complete, and budget is available for the purchase request before the purchasing process is initiated.
  6. Issue tenders and provide analysis of tenders and include technical recommendations for Procurement Committee.
  7. Lead negotiations with vendors and ensure that savings are realized.
  8. Screen the selected vendor through Watchdog against the blocked party list (or sanctions list).
  9. Generate Purchase Order or Blanket Purchase Order from selected and approved suppliers.
  10. Ensure sourcing documents are attached to the appropriate Provision sourcing event.
  11. Maintain all documentation relating to conducted sourcing event.
  • Programmes implementation supported on time
  • All sourcing events for spot buys are done through Provision
  • Available Tender documents, Bill of Quantities, ToR’s approved by technical person
  • Issue Purchase Order with savings realized on the tender
  • Screening Watchdog report available
  • Monthly report on issued Blanket POs available.
10% Procurement Committee Secretariat

  1. Plan for Procurement Committee on regular basis.
  2. Recommend bid evaluation methods and prepare bid analysis reports for consideration by the Procurement Committee.
  3. Act as secretary to the Procurement Committee.
  • Financial and bids evaluation report available.
  • Availability of approved Procurement Committee Minutes

Qualifications: Education/Knowledge/Technical Skills and Experience

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.

  • University Degree in Procurement and Supply Chain Management, Law, Business Administration, Economics or related field.
  • 3 years’ experience in Procurement and Supply Chain Management
  • Strong negotiation skills
  • Ability to analyse and report on Supply Chain Management and financial metrics
  • Ability to work independently to efficiently meet deadlines
  • Ability to work under pressure and to effectively handle multiple tasks without compromising quality
  • Strong understanding of market analysis, supplier performance evaluation, supplier development and management
  • Well organized, with a high degree of accuracy, attention to detail and ability to priorities
  • Communication skills with strong English language capability (written and oral)

Preferred Skills, Knowledge and Experience:

  • Partly having a CIPS qualification
  • Strong computer skills and solid background working with modern office software
  • Strong writing skills
  • Critical thinking and innovative, with an ability to research, analyze and evaluate components of supply chain processes
  • Self-motivated with strong communication skills and the ability to work in a fast-paced dynamic environment
  • Experience of working with NGO or UN bodies
  • Ability to work in a cross-cultural environment

World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of Risk Management & Legal Advisor. The position will be based at Head Office in Kigali, reporting to the National Director.

Purpose of the position:

Together with National Office leadership this position will be responsible for coordinating the development and implementation of WV Rwanda’s Risk Management Program.

The position will also offer sound legal advice to the leadership to ensure appropriate employee relations and contracts management and that WV Rwanda is compliant to legal standards of the country.

The major responsibilities include:

  • Provide sound guidance and work with Senior Leadership to contribute to the development and implementation of the organization’s risk management program in a manner that fulfills the mission and strategic goals of the organization.
  • Leads, facilitates, and advises all departments in assessing risks and designing risk management programs.
  • Take lead in the development and implementation of systems, policies and procedures for identification, collection and analysis of risk related information in consultation with the appropriate technical staff.
  • Develop and maintain an updated Risk Register to prioritize specific risks to WV Rwanda Ministry and ensure that regular monitoring of risk is carried out by the Leadership.
  • Document and ensure communication of key risks to the Leadership on a Monthly basis, and determine whether risk reduction recommendations have been tracked and implemented.
  • Prepare for, coordinate, organize and participate in periodic Enterprise Risk Management Committee meetings: primarily providing reports on the achievements of the Risk and Compliance function and producing the minutes of the ERM Committee meetings.
  • Prepare the monthly ERM report for the National Office’s Monthly Management Report that is submitted to the Region.
  • Contribute towards the maintenance of effective internal control systems in the entire World vision Rwanda office by ensuring that risk identification is embedded in the routine operating procedures of the organization
  • Coordinate investigations of incidences that may result to loss of WV Rwanda assets, support the recovery of lost assets and communicate deterrent Measures; this includes working closely with both Internal and external auditors, WVR Attorney, Insurance agents, Security department etc.
  • Participate in special assignments and investigations including but not limited to Tips Offs, Anonymous reports, whistle blowers, and bring it to the level of the Integrated Risk Reporting (IRR)
  • Participate in activities that ensure WVR complies with donor (grant requirements) and government (statutory and legal) regulations and identify risk areas. Risks identified incorporated and updated in the risk register.
  • Coordinate committees related to risk management, safety, and quality improvement.
Legal Compliance 40%
  • Advise the Leadership on any legal issue that comes up.
  • Ensure that WV Rwanda (WVR) practices and processes are law compliant and advise accordingly where there are gaps.
  • Support Line Managers and Leadership in the area of grievance, discipline and employee relations.
  • Ensure that World Vision Rwanda conforms to the local tax laws.
  • Liaise with the Labor Inspector for hiring, litigation or termination issues and advice management on this regard.
  • Liaise with the Immigration Department for work permit and visa related issues and communicate the requirements to candidates and/or visitors in advance.
  • Support and advise the Leadership in developing legally compliant policies, all types of contracts and employee related policies.
  • Support the WVR in any legal issue either with staff or contractor liaising with organization’s lawyer
  • Represent WVR in dealing with externally contracted legal firms as well as represent WVR in court whenever necessary or applicable.
Capacity building 10%
  • Facilitate capacity building sessions to WVR Leadership, Management, staff and implementing partners regarding Risk management including:
  1. The risk management strategy
  2. their respective responsibilities in carrying out the risk management program
  • Train, coach and motivate line managers on legal compliance matters including their responsibility in legal compliance for the organization.

  • Any other duties as may be assigned by the Supervisor.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.

Minimum education and experience required:

  • Bachelor’s degree in law studies or other related field.
  • At least 5 years of relevant work experience.
  • Clear understanding of the Labour law and other relevant laws of the land
  • Excellent analytical, planning, organizing and management skills
  • Ability to work independently to efficiently meet deadlines
  • Ability to work under pressure and to effectively handle multiple tasks without compromising quality
  • Ability to handle sensitive information and discern risk areas of organization and work with management to mitigate or prevent, to protect the staff, organizational image, assets and other resources
  • Communication skills with strong English language capability (written and oral)

Preferred experience, technical Skills & Abilities:

  • Master’s Degree in relevant field
  • Experience of working with NGO or UN bodies
  • Ability to work in a cross-cultural environment
  • Self-starter (proactive), Problem solver and Innovative
  • Appropriate skills and experience in the capacity building and training of staff and partners
  • Membership to professional bodies would be an added advantage
