People and Culture (HR) Coordinator –Payroll Administration and HRIS

World Vision is a child-focused Christian humanitarian organization implementing development programmes in 28 Districts of Rwanda. Our interventions are currently reaching more than 1.5 million people.

World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced national for the role of People and Culture (HR) Coordinator. This critical position will be based at the Kigali Head Office and reporting to the People and Culture Manager.

Purpose of the position: 

The job holder is responsible for Human Resource Information Systems (HRIS) management, payroll administration, and statutory deductions and declarations within World Vision Rwanda.

HRIS (OurPeople System) Administration and Management.

  • As the WV Rwanda OurPeople system super user, maintain and update the WV Rwanda HR data in the Our People (HRIS) system.
  • Update all the People and Culture (P&C) data in the system
  •  Ensure that all available OurPeople system modules are fully operational with accurate and complete information for decision making
  • HR data maintained and updated in the OurPeople system
  • Zero error status of our people dashboard
  •  Our People system is fully operational with 100% accuracy and effectively utilized

Payroll Administration

  •  Collate and review all payroll related documents in preparation for payroll processing.
  • Compile and analyze monthly WV Rwanda staff compensation and benefits data in the payroll software
  •  Ensure accuracy and timeliness payment of the monthly salaries.
  •  Manage staff issues related to compensation and benefits
  • Keep the payroll system updated at all times
  •  Liaise with the payroll software service provider for any required support
  •  Provide support in conducting market surveys and benchmarks that will ensure that WV Rwanda stays competitive within the labour market
  • Prepare monthly declarations for Social Security contributions and income tax accurately and timely
  • Prepare all final payments for exiting staff
  • Process payments for casual staff, interns, and other payments processed by P&C
  • Accuracy and timeliness of the payroll ensured
  • The payroll system updated
  • Accuracy and timeliness of Social Security and Income tax declaration
  • Final pay for exiting staff is processed accurately and timely
  •  Good relationship maintained with the service provider

Capacity Building and Reporting

  • Train and assist WV Rwanda staff on the use of the our people (HRIS) system’s Employee Self Service and Manager Self Service options.
  • Produce reports and analysis from the OurPeople (HRIS) System for data quality assessment and other key performance measures required by WV
  •  Produce reports on staff turnover and workforce planning for senior leadership decision making
  • our people system users supported effectively
  • Timely and updated reports produced for decision making

Minimum education, training, and experience requirements to qualify for the position:

  • University Degree in Business Administration, Human Resources Management, Information Systems, or any other related field
  • A minimum of 2 years in HRIS and Payroll Administration
  • Excellent use of HR Information Systems
  • Proficiency in Systems Applications
  • Advanced knowledge on the use of Payroll systems

World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced national for the position of Literacy Boost Facilitator for the Food for Education /Home Grown School Feeding project. The position will be based in Rutsiro District – Tunga Cluster, reporting to the Literacy Boost Coordinator.

Purpose of the position:

 The Literacy Boost Facilitator will have technical accountability in overseeing the implementation of all project activities in their geographical area.  He/she will also play a critical liaison role between World Vision & districts-based education stakeholders including Technical Specialists.  The Literacy Boost Facilitator will be accountable to the Literacy Boost Coordinator for project deliverables.

Facilitate Food for Education (FFE)/Home Grown School Feeding (HGSF) project planning and implementation through relevant and appropriate project models in the district area, while coordinating with other technical specialists to ensure cross-cutting themes are adequately integrated in the detailed implementation plan.

Project activities implemented effectively at the district level

Liaison and collaboration

 

 

Working with the cluster structure to identify and build strategic linkages, relations, collaborations, and networks with partners and other stakeholders in implementation at the district level and integrate Cluster education project activities with the district and MINEDUC development plan.

WV (FFE) presence in key district education forums

Training

 

 

Mobilization of PTAs, SMCs, SGACs, DEOs, SEOs, volunteers, and other relevant stakeholders, etc., and conducting training to build capacities on improved education methodologies.

Well-equipped committees and volunteers at the district level

Monitoring, Evaluation, Accountability, and Learning (MEAL)

 

 

Support the DME team in the development of Education programs monitoring and evaluation system, development and/or adaptation of tools, and adoption of the tools.

Produce timely, accurate, compliant, and quality reports for WV and mandatory WFP, Government, and other stakeholder reports

Consistent tracking of indicators and quality reports

Resource Mobilization

 

 

Contribute to the development of concept papers and proposals for funding agencies

Meaningful contribution to Resource Acquisition efforts by GAM team

Qualifications: Education/Knowledge/Technical Skills and Experience

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:

  • Must have a Bachelor’s degree in Education (Languages), Pedagogy, or social sciences.
  • At least 2 years working in education projects.
  • Strong background in pedagogy, or innovating community development
  • Experience in instructional approaches, material development, instructional toolkit preparation, current classroom organization.
  • Excellent project management skills
  • Excellent written and verbal communication skills, including report-writing and formal communication skills.
  • Must have a valid motorcycle riding license and able to ride.

 Preferred Knowledge and Qualifications

  • Strong negotiation skills
  • Strong skills in networking with Health/Hygiene sector stakeholders.
  • Experience in developing a sound proposal and concept notes
