The Ingobyi Activity is a five-year cooperative agreement to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing neonatal, child and maternal mortality in Rwanda. The Ingobyi Activity builds upon the tremendous gains Rwanda has made in the health sector as well as previous USAID investments in the health sector to provide a healthier, more productive future for all Rwandans. Ingobyi improves the availability, quality and utilization of RMNCH and malaria services with resilience and sustainability. The Activity partners with the Government of Rwanda (GOR) to build on the country’s considerable achievements, guided by national health strategies, goals, objectives and data.
Position Summary
The Collaborating, Learning, and Adapting (CLA) Specialist will work as an integral part of Ingobyi Activity MEL Team. S/he will report directly to the Implementation Scientist. The objective of this position is to strengthen and promote a culture of reflection, critical thinking, learning, and adaptation across the project and among project partners. S/he will be a leader, subject matter expert, and focal point for CLA tasks and initiatives of Ingobyi Activity. Her/his main tasks will be to:
Strategic planning and action
Work with the Implementation scientist and Ingobyi technical team to develop a rigorous, but realistic learning agenda, a core ‘package’ of learning products, and processes that are well integrated with other M&E and broader project activities.
Integrate learning opportunities into established processes and organize reviews of program activities to reflect on programmatic learning based on implementation experience and monitoring data.
Based on learning, review results chains and theories of change, and suggest programmatic changes.
Support project staff and partners to review innovative pilot activities linked to the program’s learning agenda to cultivate a culture of reflection and learning.
Work with the technical team and mentors to identify positive deviants and ensure those are documented and develop mechanisms to disseminate those lessons and integrate the lessons in development programming.
Assess the state of CLA integration in the project. Develop an action plan for strengthening CLA and track progress.
Fill critical gaps in Ingobyi staff technical understanding related to the achievement of project objectives, by organizing learning workshops and other information exchange events to promote knowledge and learning among Ingobyi staff and partners.
Contribute to annual work planning process.
Coordination and collaboration
Collaborate with technical staff, implementation managers, key stakeholders, and partners to identify data needs and share lessons related to the achievement of program objectives and channel lessons learned into Ingobyi’s strategic planning processes.
Supervision, capacity strengthening and documentation
Supervise the program’s communications officer who will develop and manage the program communications plan and platforms to effectively share information with internal and external stakeholders, nationally and internationally
Contribute to the program’s technical briefs, infographics, newsletters, and other internal and external communication materials.
Support identification of best practices and organize learning events to share lessons learned and best practices internally and with partners.
Document and share progress and outcomes of high-impact interventions such as mentorship and rapid response teams for learning purposes.
Build capacity of project staff to adapt activities and innovations based on learnings.
Perform any other duties assigned by the supervisor.
Qualifications
Master’s degree in Public Health, Epidemiology, Statistics, or related health field.
At least 8 years of experience in knowledge management, M&E, organizational learning and/or strategic learning in an international development context.
Familiarity with the concept of adaptive management/CLA, and demonstrated experience using a mix of informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to strategic planning and performance improvement.
Experience providing leadership, supervising staff, managing multiple complex project components, and convening people across technical teams to build consensus and achieve outcomes.
Experience contributing to the design and implementation of a development project’s strategic communication strategy required.
Demonstrated superior writing, reporting, and oral presentation skills.
Fluency in written and spoken English required. Working knowledge of French a plus.

SUMMARY OF ROLE
The Implementation Scientist will work as an integral part of the Ingobyi Activity MEL Team. S/he will report directly to the MEL Director. The Implementation Scientist will lead many of the activities on the learning agenda, particularly implementation science research activities.
ESSENTIAL FUNCTIONS
Strategic planning and management of research activities
Develop an action-oriented implementation research agenda, program evaluations in close collaboration with the CLA specialist and other technical team members.
Draft concept notes and develop protocols for all implementation science activities, submit concepts and protocols to MEL Director for review, HQ and US and local IRBs as required.
Ensure all learning and research activities follow IntraHealth’s and national standards, including the protection of human subjects and are implemented in a timely manner and according to protocols; particular emphasis on maintaining appropriate regulatory documentation and ensuring informed consent procedures for all aspects of research studies, including, but not limited to, the protection of confidentiality.
Manage study teams, including field/study coordinators, data collectors, and entry clerks, to implement research/learning activities appropriately.
Ensure that data collected through research projects are properly handled, entered and analyzed. This will include ensuring that there are appropriate databases to track and analyze data-including ensuring the reliability and accuracy of collected data.
Conduct workshops to guide the development, implementation, and dissemination of learning activities.
Prepare or oversee the preparation of study reports, journal articles, conference posters or presentations to disseminate findings of learning/research activities.
Ensure high-quality implementation of research activities, consistent with Rwandan national health guidelines, protocols, information and reporting systems.
Work with MEL and other technical staff to develop high-quality conference papers, abstracts, and presentations.
Work with MEL and other technical staff to publish project research/studies in national and international journals.
In collaboration with the other MEL and other Ingobyi team members, work with the MOH and RBC to establish procedures for documenting, disseminating, and adapting or incorporating learning to improve performance of RMNCH and malaria services and outcomes.
Conduct technical briefing meetings or workshops with the technical teams and MOH/RBC partners to present global advances RMNCH and malaria research, as well as updates from Ingobyi’s learning agenda.
Work with program staff to ensure that lessons learned from project evaluations are applied to influence improvements in the quality of service provision.
Keep track of learning, document and recommend scale up of high impact approaches/interventions.
Contribute to the development of Ingobyi Activity annual action plans, budgets, and reports.
Collaboration, reporting, and supervision
Establish and maintain good working relations and collaboration with the relevant MoH technical working groups, as well as other higher-level stakeholder groups, such as the School of Public Health.
Provide regular reports and updates on implementation science research and learning activities.
Build IntraHealth International Rwanda’s capacity in research.
Supervise the CLA specialist.
Perform other tasks assigned by supervisor.
Requirements
Abilities/Skills
Master’s Degree in public health, epidemiology, biostatistics, demography or other relevant health areas.
Proven experience as a research/ study coordinator/implementation scientist.
Minimum 8 years of experience in RMNCH/malaria or other public health research in a development context.
Proven expertise in quantitative and qualitative research techniques, reporting, documentation, data analysis, and presentation
Programmatic, administrative, and financial skills needed for developing research plans, project work plans, and budgets.
Strong technical skills, including the ability to process and analyze data using one or more statistical software packages such as SPSS or Stata and MaxQDA.
Computer skills in Excel, Word, PowerPoint, Outlook, and Access – others, such as ODK or survey CTO are a plus.
Basic understanding of RMNCH services and health-related issues, with a global focus.
Demonstrated management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors.
Ability to work effectively with diverse multicultural teams.
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
Strong oral and written communication skills, including demonstrated technical writing skills for publication and presentations in English; working knowledge of French is a plus.

About Ingobyi Activity
The Ingobyi Activity is a five-year, USAID-funded, project designed to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, with the goal of reducing neonatal, child and maternal mortality in Rwanda, working collaboratively with the Ministry of Health (MOH). Ingobyi Activity builds upon the tremendous gains Rwanda has made as well as previous USAID investments in the health sector to provide a healthier, more productive future for all Rwandans.
Summary of role
The Senior Malaria Specialist will support the implementation of malaria prevention, diagnosis and treatment interventions by providing capacity building and supportive supervision to health facility personnel within the targeted zones of the Activity. S/he will plan and coordinate project activities in close collaboration with MOH central level and district management teams, partners and health facilities. S/he will work in concert with the DCOP and zonal technical teams to ensure optimal integration of malaria services, into MNCH and family planning interventions, with a focus on improved community case management and referrals, as needed. In collaboration with the technical team, s/he will liaise with zonal coordinators, districts and health facilities to improve the accessibility and quality of services offered by providers and community health workers to ensure a client-centered approach along the continuum of care.
Essential functions
The Senior Malaria Technical Specialist will perform the following key functions:
Technical leadership and capacity strengthening/training
provides technical leadership to ensure integration of malaria interventions in both the demand and supply side activities of the project;
provides technical leadership in design, development, planning, implementation, and capacity-building of specific malaria technical components of programs.
provides timely and adequate technical support to the districts to strengthen service delivery and improve malaria prevention, diagnosis, and treatment interventions, including tools to guide service quality and integration with other service delivery components of the project;
contribute to the design and implementation of innovative capacity building approaches, including on the job training and mentorship to build the competencies, attitudes and motivation to optimize the performance of front-line health workers (nurses, clinicians and community health workers) for quality malaria service delivery and data use to improve service access and quality;
maintains a constructive dialogue and technical exchange with other technical counterparts to effectively support health workers for appropriate integration of malaria prevention, diagnosis, and treatment with other services at all levels of care;
ensures that project implementation of the malaria strategy adheres to the appropriate national, global strategy and remains technically sound; and
provides technical assistance to the development or adaptation of evidence-based tools to support integration of quality malaria services.
Planning, representation, and coordination
responsible for planning and scheduling own workflow and timetables, within malaria technical area;
develops and maintains collaborative relationships with donors, districts level officials/DHMTs, implementing partners, relevant ministries and agencies, public and private sector entities and is consistently maintained and viewed as a knowledgeable resource in malaria area; and
represents the Ingobyi Activity to external entities at related professional and technical meetings and conferences.
Monitoring, evaluation, and reporting
in collaboration with the M&E team, reviews, analyzes, and evaluates the effectiveness of malaria interventions and uses data to lead the design of improvements that will ensure the quality of implemented technical activities and systems at all levels;
participates and provides logistical support in the planning and implementation of assessments, operations research, and knowledge management activities; and
documents lessons learned, case studies and successes, and disseminates within project and to key malaria stakeholders.
Qualifications
The idea candidate should possess the below qualifications and experience:
Education
Degree in medicine; or a master’s degree in nursing; or a master’s degree in public health, epidemiology, and entomology; or relevant master’s degree in social sciences with nursing or medical background.
Experience
minimum of 8 years of experience implementing maternal and child health programs, including malaria;
minimum of 8 years of experience in supporting MoH (central and decentralized levels) in malaria programs in the country;
experience working with USAID-funded projects is preferred;
proficiency in Kinyarwanda and English, French will be an advantage;
strong organizational and writing skills, for writing case studies, documenting lessons learned and reporting on program results; and
previous experience in organizing and providing training and capacity building to staff and partners.
