SECTOR CAPACITY DEVELOPMENT SPECIALIST AT MINISTRY OF ENVIRONMENT : ( Deadline : 15 October 2019 )

 

 

Job Description

 

•Develop project proposals aiming at implementing Environment and Natural Resources(ENR) Sector building plan.
•Support Environment and Natural Resources(ENR) Sector in building organizational, institutional and individual capacities.
•Develop the required capacity development quality standards and progress monitoring framework across the Projects under the Ministry of Environment.
•Preparation of annual capacity development plans, budgets and performance contracts in the program projects and ensure a successful alignment to government’s strategic direction of transformative leadership and citizens’ engagement.
•Provide support on partnership building on capacity building between the Ministry and other relevant government institutions in the country as well as various Legal Training Institutions within and outside the country.
•Design capacity assessment tools that can be used as a base
– line measurement and guide for capacity building plan design.
•Design and implement a strategy for delivering community capacity building and training in areas covered by Strengthening Capacities to ENR Sector Program for socioeconomic transformation of communities
•Submit scheduled project progress reports on activities, results, resource utilization, and contributions to updating of issue/risk log on capacity building activities of the program.

 

 

Job Profile

 

•A Master’s Degree in Human Resource Management, Business Administration, Public Administration or Management with 3 years professional working experience in a capacity building area.
•Or a Bachelor degree in the above academic fields with 5 years professional working experience in a capacity building area.
•Extensive experience in the context of capacity development including production of the required strategies, plans and monitoring frameworks;
•Experience in engaging stakeholders from private and public sectors both in the national and international development context;
In addition, the Position holder should have
•Mature judgment combined with a proactive, energetic approach to problem solving; excellent interpersonal and communication skills;
•Strong organizational and time management skills;
• Ability to work in team;
•Ability to work under continuous pressure and meet deadlines;
•Energetic optimistic approach to all possible problems;
•Strong computer skills are mandatory

ENR/RBM&E DATA MANAGEMENT SPECIALIST AT MINISTRY OF ENVIRONMENT : ( Deadline : 15 October 2019 )

 

 

Job Description

 

• Undertake and lead data collection for the ENR RBME indicators
• Verify and ensure quality of collected data to inform management of performance and decision making
• Identify and develop new sector performance indicators
• Work with the planning, M&E teams to update the sector Key Performance Indicators
• Develop and maintain the sector performance indicators description sheets and metadata base
• Produce dashboards, presentations and reports through the ENR/RBME system
• Develop and implement validation rules for sub sector and district reports
• Identify new baseline studies to be carried out and supervise their implementation
• Develop partnership to get data from other existing systems and ensure data generation and sharing
• Regularly monitor and evaluate information and data systems that could affect analytical results.
• Assess system performance and make recommendations for software, hardware, and data storage improvements.
• Develop and implement procedures for effective data management.

 

 

 

Job Profile

 

 

•Master’s degree in Statistics, Applied Statistics, Mathematics, Applied Mathematics, Economics, Environmental Economics with a 3 years professional working experience in data management and/or monitoring & evaluation
•Or a Bachelor’s degree in the above fields with 5 years’ professional working experience in data management and/or monitoring & evaluation
In addition, the Position holder should have

STRENGTHENING CAPACITIES OF ENR SECTOR PROGRAM MANAGER AT MINISTRY OF ENVIRONMENT : ( Deadline : 15 October 2019 )

 

 

Job Description

 

•Mobilize resources and work with different stakeholders to coordinate all projects within the Ministry of Environment.
•Ensure effective functioning and coordination of Environment and Natural Resources(ENR) Sector activities through sector working groups (SWGs) and technical /thematic working groups(TWGs)
•Take responsibility and oversee all technical, organizational and financial management aspects of the Strengthening Capacities to ENR Sector Program in line with the implementation strategies and ensure delivery of key milestones on projects.
•Ensures timely reporting to all stakeholders in the Strengthening Capacities to ENR Sector Program implementation and with high standard of quality reports
•Work with government and donor partners proactively to identify future areas of support in Environment and Climate Change.
•Ensure project work plans and budget are in accordance with the agreement signed between the Fund and the Ministry
•Organize formal Program Management and Program Steering Committee meetings with various project stakeholders
•Coordinate and ensure timely submission of annual action plans, budgets and procurement plans for all projects managed under Program;
•Monitoring the Program ‘s progress against the Work Plan prepared by the consultants
•Make sure the GCF funds are managed within and in the limits of the agreed financial management procedures
•Oversee the TAs and other MOE Staff involved in developing and implementation of the Program in the Ministry;
•Ensure regular and quarterly progress reports to facilitate smooth implementation of all programs’ activities
•Provides exemplary leadership to staff of the Strengthening Capacities to ENR Sector Program with a high sense of motivation

 

 

Job Profile

 

•Master’s Degree in Project management, Economics, Business Administration, Public Administration, Management and Environment economics,
•A minimum of 5 years of professional working experience in project/program management in public, private or international development organizations

In addition, the Position holder should have
•Strong leadership and management skills;
•Good planning and organizational skills
•Able to provide policy and technical advice, and guidance on financial matters, commitment to quality; analytical and problem solving skills; good oral and written communication skills;
•Proficient in Project management software
•Should be fluent in English and/or French.
•Conversant with procedures used in managing Donor funded projects.
•Ability to work effectively both independently and in a team based environment
•Demonstrated willingness to be flexible and adaptable to changing priorities
