About the Job Position
RODI is seeking an experienced Design, Monitoring and Evaluation Specialist (DME) to drive our organization’s efforts in assessing and improving program effectiveness and impact. DME Specialist will be responsible for developing and implementing robust monitoring and evaluation frameworks, systems, and processes to track progress, measure outcomes, and inform decision-making. This role requires analytical skills, attention to detail, and the ability to translate data into actionable insights for continuous improvement.
Key Responsibilities
- Support the development and implementation of the organization’s monitoring and evaluation strategy, in alignment with program goals, objectives, and donor requirements.
- Design and implement comprehensive monitoring and evaluation frameworks, including logic models, theory of change, performance indicators, data collection plans, and reporting mechanisms including participatory monitoring and feedback mechanisms for communities.
- Provide strategic support on data collection, analysis, and management of quantitative and qualitative data to track program outputs, outcomes, and impact. Ensure data quality, integrity, and confidentiality throughout the process.
- Plan and conduct evaluations, including baseline assessments, mid-term reviews, and end-of-project evaluations, to assess program effectiveness, efficiency, relevance, and sustainability.
- Analyze evaluation findings and performance data to identify trends, patterns, and lessons learned. Synthesize complex information into clear and concise reports, presentations, and recommendations for stakeholders.
- Provide training and technical assistance to staff and partners on monitoring and evaluation concepts, methods, tools, and best practices. Build internal capacity for data collection, analysis, and utilization.
- Promote knowledge sharing and learning within the organization by documenting and disseminating best practices, case studies, success stories, and lessons learned from monitoring and evaluation activities.
- Collaborate with program managers, donors, government agencies, and other stakeholders to ensure alignment of monitoring and evaluation activities with program objectives and stakeholder expectations.
- Promote efforts to continuously improve monitoring and evaluation processes, tools, and methodologies based on feedback, evaluation findings, and emerging trends in the field.
- Design Monthly, quarterly and annual reports of the organization

Qualifications and experiences
- Must be Rwandan
- At least a Bachelor’s degree in applied economics, Statistics, Economics, Monitoring and Evaluation with 6 years of working experience.
- Master’s degree in applied economics, Statistics, Economics, Monitoring and Evaluation with at least 4 years of experience
- At least 3 years of experience in monitoring and evaluation positions, research, or related roles, preferably in local NGO or International NGOs
- Strong understanding of monitoring and evaluation concepts, methodologies, and tools, including quantitative and qualitative data collection and analysis techniques.
- Proficiency in statistical analysis software (e.g., SPSS, STATA,) and data visualization tools,
- Strong communication skills, with the ability to effectively present complex information to diverse audiences.
- Knowledge of donor reporting requirements and compliance standard
- Experience working with donors, implementing partners, and government agencies on monitoring and evaluation activities.
- Excellent in English, communication, and presentation and knowledge of French is an advantage

About the Job Position
The Finance Manager will manage and oversee the financial operations of Rwanda Organization for Development Initiatives (RODI). Main duties will include, but are not limited to maintaining accurate financial records, preparing and analysing financial reports, and ensuring compliance with Rwanda’s financial and tax regulatory standards. This role will play a critical role in managing and reporting financial transactions and grant-funded project financial transactions, ensuring compliance with funding requirements.
Key Responsibilities
- Maintain the financial health of the organization.
- Responsible for day-to-day finance and accounts operations.
- Provide financial reports and interpret financial information to the senior management team while recommending further courses of action.
- Follow up and manage all organization accounts.
- Prepare timely financial statements, annual financials and budget plans.
- Follow up on the management and maintenance of all organization assets.
- Assist, follow up and oversee the organization’s procurement of goods and services.
- Develop a mechanism for monitoring and controlling budget utilisation of the organisation’s activities.
- Manage the organization’s financial accounting, monitoring and reporting systems and ensure all reports are shared with the senior management team promptly.
- Ensure timely preparation of the monthly, quarterly and annual financial reports.
- Develop external relationships with appropriate contacts, e.g. auditors, bankers and statutory Institutions.
- Make sure all Finance data has been entered into our accounting system (quick book) in a timely manner.
- Ensure timely preparation of all monthly and quarterly returns and other taxes.
- Ensure the timely preparation of the monthly payroll in compliance with all statutory taxes as per Rwanda tax law.
Qualifications and experiences
- Must be Rwandan
- Master’s Degree in Accounting or Finance with 5 years of working experience with at least two years in a senior accountant/Finance Manager Position;
- Bachelor’s Degree in Accounting or Finance with at least 7 years of working experience with at least two years in a senior accountant/Finance Manager Position;
- Working Experience in internal audit external audit firms as an auditor for at least 5 years will be an added advantage
- Having or enrolled in intermediate CPA or ACCA certification is an added advantage. Being a member of the Institute of Certified Public Accountants of Rwanda is an advantage.
- Strong knowledge of accounting principles, budgeting, financial regulations, and taxation laws in Rwanda and none governmental organizations ;
- Proficiency in accounting software (QuickBooks Online or Desktop) and MS Office suite, with advanced skills in Excel for financial analysis.
- Strong communication skills, with the ability to effectively present complex information to diverse audiences.
- Knowledge of donor reporting requirements and compliance standard

About the Job Position
RODI is seeking an experienced Project Manager to drive our organization’s efforts in project management. This role requires analytical skills, attention to detail, and the ability to translate data into actionable insights for continuous improvement.
Key Responsibilities
- Experience in project management(development and implementation)
- Develop strategic plans, action plans, operational plans and budget plans and ensure the implementation, management, supervision and evaluation of programs and growth by the fields of the project;
- Coordinate and supervise project’s implementations by fields of the project;
- Organize baseline survey for identification of project’s beneficiaries/partners.
- Organize participatory planning of the project’s action plans.
- Organize periodic planning of the coordination: Weakly, Monthly, and Quarterly work plans.
- Manage and supervise technical staff;

Experience in financial management

- Prepare all terms of references (ToR), scopes of work (SoW) and Concept notes, according to the planned activities and planned budget.
- Ensure efficient management of assets allocated to the projects by RODI and Donor’s financial procedures
- Develop annual budget and operating plan; monitor & approve budget issues, day to day financial matters within approved budget;
- Prepare the monthly and quarterly requisitions for in funds according to the budget plan and assume the management of transferred funds according to the financial procedures.
- Manage financial resources for projects in accordance with the financial policies and procedures of RODI.
Experience in monitoring and evaluation (M&E)
- Organize and facilitate regular planning and participatory project review baselines, mid-term and end-line surveys in collaboration with the technical team and officers;
- Work with the project’s M&E staff and technical staff to develop M&E plans and assist them in designing and use of relevant monitoring tools
- Conduct regular monitoring field visits and track the progress of implementation;

- Work closely with the project team to establish, develop and maintain contact information and good working relations with Government Institutions and other partners and Participants ;

- Represent RODI and project partners in the meetings, platforms, and, JADFs meeting at the local level;

- Plans and coordinates the initiation of research study protocol, and the establishment of operating policies and procedures;
- Promotes research capacity building among community-based organizations and student groups;
- Prepares research ethics board applications;
- Plans, implements, and maintains data collection and analysis systems in support of research protocol; may coordinate the collection and analysis of research data.
- Recruits, instructs, and coordinates research subjects and/or volunteers, as appropriate to specific study objectives and work scope;
