Background

The Office of the Auditor General (OAG) is Rwanda’s Supreme Audit Institution. It derives its mandate from Articles 166 and 167 of the Constitution of the Republic of Rwanda, further detailed in Law N° 79/2013 of 11/09/2013 determining the mission, organisation, and functioning of the Office of the Auditor General of State Finances.

The OAG has legal personality, financial and administrative autonomy, and is responsible for:

  • Auditing and reporting on accounts of all public entities, local administrative entities, public enterprises, parastatal organisations, and projects;

  • Conducting financial, compliance, performance (economy, efficiency, and effectiveness), and special audits of expenditure;

  • Conducting accountability, management, and strategic audits in the institutions mentioned above.

To fulfil its mandate, the OAG seeks to recruit competent and skilled staff in the following positions:

I. PERFORMANCE AUDITORS

Job Summary
Performance Auditors conduct performance audits of government agencies, programs, or activities. New recruits will receive tailored training in performance auditing. Performance Auditors analyse management practices and operations either individually or in audit teams, assist in audit planning, conduct audit phases, and contribute to report writing.

Key Responsibilities

  • Understand audited agencies, programs, or activities.

  • Develop and carry out audit tests and procedures.

  • Gather and analyse operational and performance data.

  • Conduct staff interviews and analyse findings.

  • Assist in audit report writing.

  1. Performance Auditors (Specialising in Economics)

    • Job Level: 5.V

    • Vacancies: 2

    • Requirements:

      • Bachelor’s degree (Upper Second-Class or above) in Economics

      • Not more than 30 years old

      • At least 2 years proven work experience

      • Rwandan citizenship

  2. Performance Auditor (Specialising in Education)

    • Job Level: 5.V

    • Vacancies: 1

    • Requirements:

      • Master of Education (Curriculum & Instruction, Educational Management & Leadership, Arts in Educational Studies, or Science in Educational Research & Evaluation)

      • Not more than 30 years old

      • At least 2 years proven work experience

      • Rwandan citizenship

  3. Performance Auditor (Specialising in Agriculture)

    • Job Level: 5.V

    • Vacancies: 1

    • Requirements:

      • Bachelor’s degree (Upper Second-Class or above) in Agricultural Economics, Agribusiness, Agronomy, or Crop Production

      • Not more than 30 years old

      • At least 2 years proven work experience

      • Rwandan citizenship

  4. Performance Auditor (Specialising in Environment)

    • Job Level: 5.V

    • Vacancies: 1

    • Requirements:

      • Bachelor’s degree (Upper Second-Class or above) in Environmental Studies or Environmental Management

      • Not more than 30 years old

      • At least 2 years proven work experience

      • Rwandan citizenship

Additional Skills Required:

  • Strong communication skills

  • Results-oriented

  • Ability to audit in automated environments

  • Attention to detail

  • Analytical and problem-solving skills

II. INFORMATION SYSTEMS AUDITORS

Job Level: 5.V
Vacancies: 7

Requirements:

  • Bachelor’s degree in Business Information Technology, Information Systems Management, or Computer Science

  • Not more than 30 years old

  • At least 2 years proven work experience

  • Rwandan citizenship

III. FINANCIAL ASSISTANT AUDITORS

Job Level: 5.II
Vacancies: 17

Requirements:

  • Bachelor’s degree in Accounting (Upper Second-Class or above)
    OR a Bachelor’s degree in any field with at least an intermediate level of CPA/ACCA

  • Not more than 28 years old

  • Rwandan citizenship

Additional Skills:

  • Excellent oral and written communication

  • Ability to work under pressure and deliver accurate results

IV. ACCOUNTANT

Job Level: 4.VI
Vacancies: 1

Requirements:

  • Bachelor’s degree in Accounting (Upper Second-Class or above)

  • Intermediate CPA/ACCA qualification

  • At least 3 years proven work experience as an accountant in the public sector

  • Not more than 30 years old

  • Rwandan citizenship

Additional Skills:

  • Integrity, innovation, and results orientation

  • Strong interpersonal and communication skills

  • Ability to meet deadlines and manage multiple tasks

V. PUBLIC RELATIONS AND COMMUNICATION OFFICER

Job Level: 4.VI
Vacancies: 1

Requirements:

  • Bachelor’s degree in Public Relations, Communications, Journalism, or related field

  • At least 3 years proven work experience in communications

  • Not more than 40 years old

  • Rwandan citizenship

Additional Skills:

  • Strong copywriting, proofreading, and editing skills

  • Photo/video editing and graphic design skills

  • Strong communication, presentation, and organizational skills
