BACKGROUND

The IUCN-International Union for Conservation of Nature, Rwanda Country Office in collaboration with The Governments of Rwanda and the Netherlands are in the process of implementing a 3-year programme (May 2019 to April 2022) – “Landscape Restoration and Integrated Water Resources Management in Sebeya and other Catchments” – The Project. IUCN’s role is to provide Technical Assistance (TA) for the Landscape management and Integrated Water Resource Management. The TA Project has the overall purpose of “Increased livelihood and conservation Benefits in Sebeya (& other) catchments from restoration & improved local land management”. IUCN is therefore seeking to recruit the position of a Team Leader/ Project manager with excellent skills in both technical and managerial to oversee the overall delivery of the project. The team leader will ensure close collaboration with all technical staff, government counterparts to ensure effective and suitable development, monitoring and evaluation of an integrated and coherent programme. This will be an international recruited position. The expert will be located in the IUCN-Rwanda offices and will work on a daily basis with the Rwanda Water and forestry Authority (RWFA) and Ministry of Environment and other partners including SNV and APEFA.

 

JOB DESCRIPTION

MAJOR RESPONSIBILITIES:

The Team Leader will take lead responsibility for the delivery of the programme in terms of overall planning, implementation and reporting. The expert will ensure that the project is gender responsive and integrates gender in all action areas. He/she will ensure that the necessary inputs for implementing actions are delivered in a timely manner.

 

 

SPECIFIC DUTIES:

 

Overall project management and delivery
• Provide overall technical and managerial oversight and leadership for the project.

• Manage project cycles (planning, implementation, monitoring, reporting) ·

• Oversee recruitment, provide technical guidance, train and motivate of the project team

• Oversee the hiring and manage subcontracts and consultants including providing technical guidance

• Oversight the delivery of the project results and measures in accordance with the approved log frame and time schedules

• Provide Strategic Leadership and programme development for landscape management and Water resources management in Rwanda

• Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures.

• Oversee field operations, project administration, logistics and procurement.

• Supervise program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors.

• Ensure full compliance with all IUCN, Plan, and other fiduciary regulations.

• Serve as the principal liaison with the Government of Rwanda, IUCN and other donors; and project partners and stakeholders to ensure effective program implementation and build lasting relationships.

• Ensure the development of good quality strategic, and annual plans, including the development and regular monitoring of programme and project work plans;

• Ensure strong links between communications/knowledge management and programme coordination and delivery

• Perform other duties as may be assigned from time to time.

 

 

REQUIREMENTS

• At least a Master’s degree in Natural Resource Management, Environment Studies or International Development studies, or a related discipline. A PhD would be an added advantage.

• At least 10 years’ work experience with at least 5 years in senior level leadership positions

• Strong skills and experience in programme/project development and management encompassing budgets, financial management, contracts management, fund mobilization, donor and stakeholders’ relations, knowledge management, M&E, project design, risk analysis and mitigation, reporting, quality assurance, technical advice and oversight and managing performance of programme staff;

• Strong knowledge of landscape restoration approaches preferably in tropical countries such as Rwanda.

• Significant experience managing large-scale, multi-year globally funded programs, with a strong track record of successfully managing environment and/or water resource management including previously serving as project manager, team leader or in Africa preferably Eastern Africa

• Demonstrated experience in managing diverse teams composed of both international and local teams

• Proven experience in working with government institutions, s coaching and mentoring of other teams

• Demonstrated knowledge and experience in results-based management

• Demonstrated knowledge of gender, climate change and proficiency in managing development projects that mainstream both gender and climate change.

• Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor-approved monitoring and evaluation systems.

• Experience collaborating with diverse stakeholders, such as local NGOs, government officials, donor representatives, and local and international staff.

• High and proven level of flexibility and adaptability.

• Excellent command of English and strong verbal and written communication skills. Sound command of the French Language both written and spoken

IUCN therefore seeks to recruit the position of a Technical advisor for IWRM and Catchment Planning to support in the implementation of landscape restoration and integrated water resources management in Rwanda.

 

This will be an international recruited position. The expert will be based within Ministry of Environment, Rwanda Water and Forestry Authority offices and will work on a daily basis with the rest of the team

 

 

JOB DESCRIPTION

MAJOR RESPONSIBILITIES:

The Technical Advisor for IWRM and Catchment Planning will work with the Programme Coordinator, the Hydro informatics and Information Systems (GIS) expert, and the Landscape Restoration and Governance Advisor and will be the technical lead for water management interventions both planning and technical delivery. The technical advisor will work in close collaboration with district and catchment level officers as well as the national level to ensure that the catchment plans meet the standards for Government of Rwanda (GoR) and water management infrastructure are implemented including technical design and supervision. The main role of the Expert is to lead the catchments planning process as well as micro-catchments plans development. He/She will work closely with a Team of Staff from RWFA and the GIS Expert

 

 

 

SPECIFIC DUTIES:

 

• Liaison with the Programme Team leader and landscape restoration advisor and the GIS expert in implementing related project activities

• Providing advice on the development of new Integrated Water Resources Management (IWRM) regulation
• Provide technical support to development and implementation of catchment plans, Micro catchment action plans in close collaboration with landscape restoration and governance advisor.
• Conceptualizing and implementing capacity development of established water governance and decentralised management structures
• Supervising short and long term consultants, including the elaboration of Terms of Reference, managing the consultants’ work, and ensuring quality delivery
• Support the Rwanda Water and Forestry Authority (RWFA) in providing technical expertise and reviewing or evaluating engineering design reports for water retention/detention facilities, storm drains, water storage, flood control facilities, or other hydraulic structures and ensure quality delivery;
• Review technical drawings and plans, their Bill of Quantities and specifications of each item and materials proposed, their implementation plan proposed by the design company/engineer, and suggest improvements, if necessary;
• Conceptualize and implement a capacity building program in related topics through the development of training materials and delivery of training courses in water resources planning and modelling to the RWFA Staff;
• Provide support to the RWFA in supervising short and long term consultants, including the elaboration of Terms of Reference, managing the consultants’ work, and ensuring quality delivery;
• Work together with RWFA to develop hydrologic models and Hydraulic models which will support the water resources planning, development of water storage and floods control infrastructures in Rwanda;
• Perform any other duty as may be assigned from time to time

 

 

REQUIREMENTS

 

 

• MSc or PhD in a relevant field preferably Water Engineering, Environmental Engineering, Hydrologist, or Water resources management.

• At least 8 years of proven practical experience in Water resources planning, development of water storage and flood control infrastructures ;

• Demonstrated of proven practical experience in using HEC-HMS, HEC-RAS, any other open source tool suitable for hydraulic structures modeling (reservoir planning, dam break analysis, etc.);

• Maintaining active networks on IWRM and related topics with donors, government and other stakeholders at national level

• Demonstrated affinity with the social, political, gender aspects of catchment-level IWRM

• Experience in working for an international organization is an added advantage

• Demonstrate proven practical experience in using GIS and MATLAB or Python;

• Demonstrate knowledge on climate change scenario development for engineering design ;

• Demonstrated experience in adaptive management, as applied to climate change adaptation projects and ecosystems management;

• Work experience in African countries preferably eastern Africa region in the water sector is preferable

• Demonstrable political, advisory and facilitation skills

• Demonstrable experience in engaging with governmental institutions

• Excellent technical leadership and understanding of surface water, catchment planning, ground water, water legislation and regulations and water resources modelling

• Maintaining active networks on IWRM and related topics with donors, government and other stakeholders at national level

• Demonstrated affinity with the social, political, gender aspects of catchment-level IWRM

JOB DESCRIPTION

The Technical advisor for Landscape Restoration and Governance expert will take responsibility for the overall village to catchment land use planning and implementation of agreed actions. The technical advisor will coordinate the Short Term Technical Assistance (STTA) for the Training of Facilitators (ToF) plan and supervise the initial series of village-based Land Use Plan (LUPs), and, together with the procurement officer, recruit national service providers (for example, NGOs) to ensure the village LUPs can be scaled up (across the whole of the Sebeya catchment through micro-catchments) and out (to other catchments in Rwanda, up to a total of 5). With the team, and especially the knowledge management expert, the TA will assist with policy influence with a focus on bringing lessons from village and catchment- based implementation to scale and for awareness raising.

 

 

SPECIFIC DUTIES:

 

• Provide technical direction and assistance for all landscape governance and landscape restoration -related activities at the national, sub-national, and local levels.
• Provide technical support to develop restoration measures in close collaboration with other stakeholders
• Support national and subnational development strategies, policy and other development plans to embed landscape approaches
• Provide technical direction and assistance in activity planning for increasing the technical capacity of Rwanda officials at the national and district and village levels to implement inclusive and transparent sustainable and resilient landscape activities.
• Support legal land tenure and/or use instruments, as well as community land use planning, as a basis for integrated landscape management
• Advise on Land use management, integrated water resource management and support participatory stakeholder dialogues Support the review and upgrade landscape / Catchment restoration Opportunity Assessment and development plans, using appropriate methods, to ensure effective implementation;
• Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation for the sector’s related activities
• Support in programme implementation including procurements, operational planning, preparation of ToRs for special studies and its supervision, preparation of decisions for disbursement of funds etc.
• Ensure adaptive planning at the village to catchment land use planning and implementation of agreed actions
• Guide effective biodiversity management in the selected landscapes by community-based institutions according to the plans developed
• Supervise the planning and implementation of livelihood opportunities supporting restoration measures
• Support the designing and implementation of Community Environment Conservation Fund linked to the village planning process including development of detailed fund management guidelines
• Facilitate landscape stakeholder’s dialogue processes
• Ensure smooth communication with the (internal) project team and external partners

REQUIREMENTS

 

• At least a Master’s degree, preferably a PhD in Natural Resource Management, Sustainable land management Forestry, Agroforestry or an interrelated discipline

• Advanced degree in international development or relevant area will be an added advantage.

• Minimum 10 years of experience providing technical expertise to land use and land planning, Sustainable Land and water resources management, Agroforestry , or governance projects, preferably in Africa

• Demonstrated and successful experience working with civil society and community-based organizations as well as national and sub-national government authorities.

• Demonstrated experience in capacity development, participatory stakeholder dialogue facilitation required; experience in land-use planning preferred.

• Prior experience in a high-level position under a donor-funded program

• A strong team player with excellent interpersonal skills and the ability to work in a high-profile, fast-paced environment

• Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations

• Experience in natural resource management governance, particularly in conservation and forest land management and Integrated water resources management preferred

JOB DESCRIPTION

MAJOR RESPONSIBILITIES:

The Hydro database and GIS Expert will work with the team of the RWFA/WRMD and other Technical Advisors namely, the water resources engineering advisor and the catchment planning and landscape restoration advisor. The main role of the Hydro databased and GIS expert is to provide technical assistance for the improvement, management and use of the following tools related to integrated water resources management in Rwanda; Aquarius database, IWRM-Geoportal, File Server, Integration of telemetry stations, Water portal, water permit, CROM DSS tool, etc. He/She will work closely with a Team of Staff from RWFA/WRMD in the area of Data collection, hydrometry, water user’s system management, GIS and IT.

 

 

 

SPECIFIC DUTIES:

 

• Liaison with the directors of units, water resources monitoring staffs , catchment planning and landscape restoration Advisor and the water resources engineering advisor in implementing related project activities;
• Work together with RWFA/WRMD Key staff and provide support for setting up the data processing flow in AQUARIUS Database;
• Support the integration in AQUARIUS Database of new acquired water resources monitoring stations (all technology included);
• Support the integration in AQUARIUS Database of database systems of partner’s organizations like Meteo- Rwanda, etc.
• Facilitate the implementation and integration of water monitoring reports and hydrological bulletins templates in AQUARIUS Database;
• Upgrade the RWFA/WRMD geoportal and water portal, with a frond-end more user friendly based on Java Scripting tools;
• Work together with the GIS Officers of RWFA/WRMD on geographic data processing and uploading in the Geo-Database (Geoportal);
• Work together with the IT staff of RWFA/WRMD on the operationalization of the file server;
• Propose, develop and implement a solution for RWFA/WRMD documents management and archiving;
• Upgrade the scripts that integrate the new or existing telemetric stations in AQUARIUS Database, to a solution with graphic user interface based on Node.js technology;
• Work together with IT staff of RWFA/WRMD, Water Monitoring Team and Water User Officers to upgrade the water portal and water permit system to the latest stable version of Drupal8 with more features;
• Work together with Catchment management officer, GIS Officer and catchment planning and landscape restoration advisor to update and upgrade the existing CROM DSS;
• Conceptualize and implement a capacity building program for related topics through the development of training materials and delivery of training courses on Hydro-database tools for water resources planning and management to the RWFA/WRMD Staffs;
• Provide support to the RWFA/WRMD in supervising short and long term consultants, including the elaboration of Terms of Reference related to hydro-database and managing the consultants’ work, and ensuring quality delivery;
• Perform any other duty as may be assigned by RWFA/WRMD.

• Must have excellent IT skills (e.g. MS Office, online research, scripting, GIS etc.); ability to learn new tools is an asset
• Must have excellent organizational skills with the ability to manage and prioritize own workload
• Must be an excellent team player and is expected to work well in a multicultural and multidisciplinary environment
• Committed to continuous learning and proactive and mature attitude towards self-development;
• Ability and willingness to travel
