Context: Through the Government of the Republic of Rwanda, Water and Sanitation Corporation (WASAC) has received funds from the African Development Bank (AfDB), to finance the Rwanda Sustainable Water Supply and Sanitation Program (RSWSSP) Part of these funds is intended to cover eligible payments for the recruitment of Electro-Mechanical Engineering Expert to provide technical assistance in the program implementation and capacity building to WASAC staff.
  8. The Assignment: The objective of the consultancy services is to provide technical assistance to the client for the preparation, design and implementation of electro-mechanical, automation components in water and sanitation projects under the program. The consultant will ensure that all projects related activities are carried out in accordance with the standards and best industry practice, while at all – time ensuring quality, cost effectiveness and timely completion. He/she will mentor and build the capacity of WASAC staff in developing and improving technical knowledge and understanding in electrical and electronics, mechanical and automation processes of water and waste water infrastructure design and construction. To assist the client with review and approval of proposed process designs. To assess the condition of existing treatment plants and pump stations and propose energy optimization measures. To assist the client with preparation of regular status reports for the program and other reports that may be required, as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to program implementation.

  11. Qualification requirements:

The assignment will be implemented by the Water and Sanitation Corporation (WASAC) as the Executing Agency. The assignment will be for a fixed period of one eyar with possibility of extension subject to needs, satisfactory performance of the consultant and availability of funds.

  •  He/she shall have at least bachelor’s degree in Mechanical or Electromechanical Engineering
  • – He/she shall have at least ten (10) years of general experience,
  • – He/she shall have at least Five (5) years of specific expertise and full-time demonstrated experience in electro-mechanical and automation installations of water and/or sanitation equipment,
  • – Having actively participated in detailed studies (designs) of at least two (2) water/sanitation pumping stations and/or two (2) electro-mechanical plants, as an electromechanical expert,
  • – Having actively participated in construction of at least two (2) electro-mechanical plants within water or sanitation projects, as an electromechanical expert,
  • – Having actively participated in at least one (1) design and build project to deliver electro-mechanical solutions,
  • – Highly motivated and with a strong desire to promote technical excellence within project teams.
  • – Have excellent written and verbal skills (English or French) when communicating with stakeholders including technical and non-technical parties.
  • – Flexible approach to work including occasional to regular construction site visits.

12.Qualification:

At least Master’s Degree in Procurement or supply chain management with a background in civil engineering or water supply or sanitation engineering.

· Minimum of 12 years of professional experience in the relevant field of procurement, especially in capacity building field is an advantage;

· Proven knowledge and practical experience of ten (10) years in the procurement of goods and related services, works, and consultancy services within the framework of international financing conditions including AfDB and world Bank;

· Good knowledge and understanding of International and National Procurement law and regulations;

· Experience in procurement of large water supply and sanitation projects

· Prior experience as consultant in conducting procurement operations, trainings, coaching and on job mentoring;

· Having a practical experience in using E-procurement system

· Computer literate with very good knowledge of MS Office (Word, Excel, Access, Power point)

· Being fluent in English or French and having a working Knowledge of other language.

Part of these funds is intended to cover eligible payments for the recruitment of an individual consulatnt to assess the level of compliance of the RSWSSP projects with the applicable Environmental and Social requirements.
  8. The Assignment: The objective of the consultancy services is to assess the level of compliance of the projects with the applicable Environmental and Social requirements under RSWSSP program. For each individual project, the qualified external consultant retained by the client are expected to:
  • review the Bank’s environmental and social policies’ requirements, including climate change and gender;
  • to review the applicable national legislations, regulations, norms, standards and procedures;
  • to review the status of compliance with the loan conditions on Environmental and social safeguards relevant to the project being audited;
  • to review available reports on the project including the project appraisal report, the Loan/grant agreements, the project periodic implementation reports, any relevant documentation and records available and necessary for the assessment of the project E&S performance;
  • to organize an opening meeting with the auditee’s management;
  • to determine and agree on the scope, methodology and specific set of criteria for the compliance audit with the Project Implementation Agency;
  • to evaluate the actual capacity for managing and monitoring implementation of agreed mitigation measures and related ESA documents applicable to the project;
  • to hold consultation(s) with the relevant regulatory agencies and stakeholders;
  • to carry out project site inspections to assess project implementation activities including contract management and related environmental and social risks and impacts;
  • to prepare a comprehensive report and
  • to organize a closing meeting with the auditee’s management and those responsible for the functions audited.

 

9.The Consultant will sign a contract for a period of one year with possibility of extension subject to needs, satisfactory performance of the consultant and availability of funds. The consultant shall perform the Services during the period of four calendar months over each year.

The selected Consultant should meet the following minimum requirements:

  • At least a master’s degree in Environmental and Social Development related disciplines.
  • A minimum of eight (8) years of relevant professional experience in environment and social auditing. Experience in the broad areas of environmental and social assessment and, in environment management and monitoring, is an advantage.
  • Experience in developing and managing the implementation of ESIAs, ESMPs, RAPs for international financed projects. Experience in developing and managing the implementation of ESIAs, ESMPs, RAPs for African Development Bank funded project would be an added advantage.
  • Experience in the project host country (Rwanda) would be an added advantage
  • Being on the List of Rwanda Association of Professional Environmental Practitioners (RAPEP) with valid license.
  • Experience conduction ESA studies and/or Environmental and social audit will be an added advantage.

  • MSc. in Civil or Water Engineering.
  • At least twelve (12) years of relevant experience in water/sanitation projects technical professional activities, Six (6) of these working as a Technical Design Specialist or equivalent.
  • Experience within a Water and/or Sanitation Engineering Design and Construction environment. Civil engineering experience in delivering water/sanitation network infrastructure projects in cities is desirable.
  • Experience of working with design and build contractors to deliver the implementation of engineering solutions.
  • Experience of leading the delivery of designs for water/sanitation network infrastructure.
