RSD Associate

Organizational Setting and Work Relationships
The RSD Associate is a member of the Refugee Status Determination (RSD) team. S/he is responsible for supporting all activities related to the processing of refugee claims in the Operation. The RSD Associate provides counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR’s RSD procedures, their rights and obligations, including towards the host authorities, and the status of the processing of their claims. In discharging these responsibilities, the RSD Associate liaises closely with Registration, Community Services, Resettlement, and other Protection staff. The RSD Associate is responsible for conducting COI and other research related to RSD and maintaining the Operation’s local repository of relevant information, guidelines and standards. S/he may also assist in drafting RSD Assessments. The RSD Associate assists in compiling and analysing information related to the RSD activities of the Operation, and in drafting related correspondence and reports. The RSD Associate may provide interpretation and/or translation services in cases for which s/he has the required language competencies.

Duties
– Stay abreast of legal, political, security and other developments which impact on the protection environment, and in particular, on protection delivery through RSD.
– Assist in the development of the RSD strategy of the operation and in the annual planning exercise.
– Provide counselling to, and respond to queries from, asylum seekers and refugees, including in the context of the notification of negative RSD decisions.
– Maintain accurate and up-to date records and data related to all work on individual cases.
– Assist in preventing and identifying fraud in RSD through oversight, advice and guidance to UNHCR staff, partners and persons of concern.
– Systematically apply an age, gender and diversity (AGD) perspective in the performance of assigned functions.
– Conduct research on country of origin information (COI) and other issues related to RSD and maintain the Operation’s local repository of relevant information, guidelines and standards accessible to RSD staff in the operation.
– Assist in monitoring RSD trends and in compiling and analysing RSD statistics related to RSD case processing.
– Assist in developing and maintaining processes to ensure that persons of concern, Government authorities and partners have accurate information on the RSD procedures, including UNHCR standards, policies and practice.
– Assist in initiatives to advocate with and support Government authorities and legal partners to establish and strengthen fair and efficient RSD procedures and RSD decision-making.
– Draft correspondence and reports relating to the RSD activities of the Operation.
– Refer individual cases to other functional units in the Operation and/or external partners for appropriate follow-up, in accordance with established criteria.
– Counsel individual asylum-seekers on the reasons for negative RSD decisions, in accordance with the RSD SOPs.

Senior Community-Based Protection Associate

Organizational Setting and Work Relationships
The Senior Community-Based Protection Associate is a member of the Protection Unit and may report to the Protection Officer, Community-Based Protection Officer, or another more senior staff member in the Protection Unit. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Senior Community-Based Protection Associate works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role, the Senior Community-Based Protection Associate is required to spend a substantial percentage of the workday outside the office, building and maintaining networks within communities of persons of concern (PoC). Nature of Position

The incumbent will be a part of the Country Finance Team and will report directly to the Head of Sub-Office in Kirehe. He/She will be part of the management team of the Sub Office in Kirehe.

The individual in this role is expected to have a solid foundation in financial management and strong administrative skills. Beyond these functional competencies, the incumbent should demonstrate proven managerial and leadership abilities, as they will directly supervise a team responsible for administration, IT, Supply, and Transport functions, which could include up to 8 staff members. Prior experience in effectively managing team activities and optimizing performance is essential. In addition to these qualifications, this role encompasses a diverse array of responsibilities, including handling entitlements, contracts, and personnel records, overseeing transportation logistics, managing leave and attendance, and maintaining the office compound. Living and Working Conditions

UNHCR Sub-Office Kirehe is located in the eastern part of Rwanda, near the border with Tanzania. Mahama Refugee Camp, situated within Kirehe District, hosts a significant number of refugees, mainly from Burundi and Congo. Established on 22 April 2015, Mahama Refugee Camp stands as the largest refugee camp in Rwanda. As of August 2023, the camp is home to 61,078 individuals. Kirehe sub-office has approx. 40 staff to cover the needs of refugees in Mahama refugee camp. The incumbent will play a crucial role in supporting the office’s mission in this context.

The Assistant Protection Officer reports to the Protection Officer or the Senior Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff including community-based protection, registration, resettlement and education. S/he provides functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities. These include: statelessness (in line with the campaign to End Statelessness by 2024), Global Compact on Refugees (GCR) commitments, age, gender, diversity (AGD) and accountability to affected populations (AAP) through community-based protection, Child protection, Gender-Based Violence (GBV) prevention and response, gender equality, disability inclusion, youth empowerment, psycho-social support and PSEA, registration, asylum/refugee status determination, resettlement, local integration, voluntary repatriation, human rights standards integration, national legislation, judicial engagement, predictable and decisive engagement in situations of internal displacement and engagement in wider mixed movement and climate change/disaster-related displacement responses. This position entails a specialization in GBV prevention, risk mitigation, and response. The movement of refugees in the region is dynamic as some of the refugees from other countries (Kenya, Tanzania, Uganda,) are arriving in Rwanda for several reasons including family reunification, protection concerns in the first country of asylum and expectation of access to better assistance.

Assistant Resettlement and Complementary Pathways Officer

Organizational Setting and Work Relationships
The position for Assistant Resettlement and Complementary Pathways Officer may be based in Field Offices, Country Operations, Regional Bureaux or Headquarters.

The incumbent’s primary role is to assist resettlement and complementary pathways activities in his/her Area of Responsibility (AOR). Under supervision, the incumbent assists in providing, in close coordination with concerned sections within UNHCR as well as external parties such as resettlement and complementary pathways countries, IOM and NGOs, a continuous support to resettlement and complementary pathways operations by ensuring that polices are correctly implemented and operations are supported in establishing comprehensive protection and solutions strategies.

The Assistant Resettlement and Complementary Pathways Officer takes part in assessing cases for resettlement and/or complementary pathways, conducting interviews as well as monitoring procedural compliance and quality of case submissions. The incumbent does not normally have managerial responsibilities though it rests upon the supervisor of the post to make time specific arrangements subject to a given situation.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
– Stay abreast of political, legal, social and economic developments that have an impact on the protection environment.
– Assist in implementing Standard Operating Procedures (SOPs) for promoting the resettlement of persons of concern as protection tool and promoting access to complementary pathways for admission in the context of comprehensive solution strategies.
– Assist in the development of country resettlement and complementary pathways for admission strategy and annual planning exercise.
– Assist in promoting and monitoring the implementation of UNHCR’s global resettlement and complementary pathways policies, procedures and guidelines.
– Assist in guiding and capacitating the country operation to prepare consistent and quality resettlement submissions, as well as to promote and facilitate access to complementary pathways for admission to third countries.
– Assist in monitoring resettlement activities to ensure progress against targets, transparency and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders.
– Identify, interview, assess resettlement needs, and process persons identified for resettlement following established procedures; undertake field missions as required; provide counselling to individuals.
– Assist selection missions by resettlement countries to the country.
– Identify, interview, and referrer accordingly persons identified with potential to access complementary pathways for admission following established procedures; undertake field missions as required; provide counselling to individuals.
– Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement and complementary pathways for admission process; comply with UNHCR policy and guidelines on HIV/AIDS.
– Assist in mitigating resettlement or complementary pathways related fraud through oversight (including in-country travel), advice and guidance.
– Assist the country operation with group resettlement procedures, including planning, profiling, logistical arrangements, verification and post-verification follow-up.
– Maintain regular contact and close cooperation with resettlement countries and partners to ensure effective resettlement delivery and adherence to adequate protection and resettlement standards.
– Participate, where appropriate, in country-level discussions with resettlement and complementary pathways countries and partners.
– Assist in managing a process to ensure that persons of concern and partners receive up-to-date and accurate information on UNHCR’s resettlement policies and procedures, as well as on complementary pathways for admission opportunities and procedures.

Occupational Safety and Health Considerations:

There are no occupational hazards related to the position. However, on genera health and security matters:

a. Health

There is a district health centre in Kabarore and two district hospitals within 25 kilometers from Kabarore (Kiziguro District Hospital and Ngarama District Hospital) with adequate health infrastructures. There is also one reliable private health centre – HOPE Clinic, and a few pharmacies within Kabarore town. The above facilities have got necessary health equipment including ambulances and therefore able to handle any emergency, parasite and bacterial tests. Service provided can be rated adequate.

b. Security

As with the rest of Rwanda, Kabarore is generally safe. However, few incidents of petty crime and housebreaking have been reported in the past. Staffs are therefore advised to remain vigilant at all times, to ensure they have proper details of their domestic workers and securely lock their valuables in their houses.

Nature of Position

The UNHCR Representation Office in Rwanda principally consists of a refugee population mainly refugees from the Democratic Republic of Congo who have been on the Rwandan territory since 1996 and Burundian refugees who moved to Rwanda due to the volatile situation in Burundi since April 2015. It is composed of the Country Office in Kigali, Sub Office Kirehe, Field Office Karongi, Field Huye, Nyamata Field Office and Field Unit Kabarore.

The Kabarore Field Unit oversees humanitarian activities and interventions in the Nyabiheke refugee camp, which hosts approximately 12,500 Congolese refugees from the DRC, who are in a protracted situation.

The Assistant Resettlement & Complementary Pathways Officer position will be under the direct supervision of the Resettlement & Complementary Pathways Officer in Kabarore Field Unit. The incumbent’s primary role is to support in resettlement case processing to attain the allocated resettlement quotas. The incumbent will take part in assessing cases for resettlement and conducting resettlement case interviews and reviews, as well as monitoring procedural compliance and quality of case submissions. The incumbent will also provide continuous support to resettlement activities by ensuring that resettlement policies are correctly implemented and that the operation is supported in establishing comprehensive protection and solutions strategies. The incumbent’s role may involve managerial responsibilities in supervising, coaching and training junior staff, and assisting in implementing organizational objectives and priorities.

Living and Working Conditions

a. Accommodation and living environment

Kabarore is the district headquarter of Gatsibo District, located in eastern province along the main highway from Kigali to Kagitumba/ Mirema Hills border with Uganda. Kabarore is fairly new, so facilities are still new and there is a lot of ongoing construction of standard housing. Notwithstanding, accommodation is available where national staff can reside easily. Although this might be challenging, initially staff working in the location reside in guest houses within the town which are of an appropriate standard while searching for housing. The average monthly rent for unfurnished houses ranges from 100 USD to 400 USD.

UNHCR office is located along the main highway, next to the district offices. Staffs commute within 45 minutes each way to and from Nyabiheke refugee camp. Access road to the refugee camp is murram. No suitable housing has been identified for staff that is closer to the camp.

Staffs face isolation with no access to stress releasing activities unless they travel on weekends to the capital Kigali which is two and half hours’ drive. Public transport is easily available. However, it tends to be crowded on Friday afternoons as many residents make their way out of the town to Kigali. Consequently, it is a little difficult for staffs intending to travel to Kigali after work to find transport.

No international school available however, local schools are available, and the languages of instruction are Kinyarwanda and English.

b. Statement of Basic Requirements

Shops are available which provide necessary items with imported goods, home furnishings and electrical appliances. There is a daily market for fruits and vegetables, as well as poultry items; fresh produce is available only on the market days (Tuesday and Friday). Meat can be purchased in available butcheries in town. Fish is rare.

c. Supply of water and electricity

Piped water is available from the National Water and Sanitation Corporation institution (WASAC). It is however rationed, and staff are advised to purchase storage containers. Electricity supply is also available but interrupted sometimes.

d. Protection from insects

As any area within the tropical region, flying insects are there especially mosquitos and use of mosquito nets and insect replants is a must.

e. Telecommunications

Mobile network (MTN, Airtel and Tigo) is available and reliable. The Field unit is equipped with Internet and PAMA service. Few modems have been availed to staff for official use. However, for personal use one can easily purchase a modem from the MTN, Airtel and Mango service centers in Kabarore town.
