COMMUNICATION AND OUTREACH SPECIALIST at MINISTRY OF ENVIRONMENT (Deadline: 15 October 2019 )

Job Description

•Support the Ministry of Environment (MoE) in designing and implementing an effective communication strategy, reaching out to all relevant stakeholders
•Produc effective communications materials;
•Support in maintaining and updating the Ministry website especially;
•Support in organizing awareness
– raising events, media trips, Projects campaigns;
• Assist in development of Project publications, fact sheets, booklets, leaflets;
•Assist in organization of meetings/workshops and events at central and local levels;
•Maintain press clips/files clips, films, photos, promotion materials, leaflets, brochures, etc;
•Implement other activities identified in the communication strategy.
•Collaborate with mass media through activities such as organizing projects sites visits , facilitating photo coverage and TV footage and utilizing both web based and traditional media as appropriate
•Help establish, document, review and refine process of working collaboratively with partners, including meetings, joint projects, information sharing
•Support the Ministry to write stories, opinion pieces, press releases and news about important achievements to be placed in the National and international medias well as in local and regional websites
•Assist the MoE with advocacy activities including support to public events, launching ceremonies, celebration of environment and climate change themes, filed visits and workshops
•Assist in preparation of written materials including speeches, talking points, articles, press releases, responses to coverage about the Ministry in the media
•Assist in preparation, organization, and reporting of important sector events including the JSR, SWG, as well as high profile meetings with Government and Development Partners
•Social media: Generate content and management ; provide support to social media accounts in facebook, twitter, and youtube. Work with communications lead to draft and implement an online and social networking strategy which will support and emplify all of the above priority areas
•Produce MoE Annual Report (Edit, Design, Layout…)

Job Profile

•Master’s Degree in Communications, Multimedia communications, Marketing, Journalism, Public Relations and Communication, Languages with 3 years of professional working experience in communication.
•Or A0 in the above academic fields with 5 years of professional working experience in communication.
In Addition, the Position holder should have

•Excellence in written and in Oral Communication skills
•Fluency in English and Kinyarwanda
•Knowledge of French an added advantage
•Speaks clearly and persuasively in positive or negative situations;
•Listens and gets clarification;
•Responds well to questions;

ENR/RBM&E DATA MANAGEMENT SPECIALIST at MINISTRY OF ENVIRONMENT

Job Description

• Undertake and lead data collection for the ENR RBME indicators
• Verify and ensure quality of collected data to inform management of performance and decision making
• Identify and develop new sector performance indicators
• Work with the planning, M&E teams to update the sector Key Performance Indicators
• Develop and maintain the sector performance indicators description sheets and metadata base
• Produce dashboards, presentations and reports through the ENR/RBME system
• Develop and implement validation rules for sub sector and district reports
• Identify new baseline studies to be carried out and supervise their implementation
• Develop partnership to get data from other existing systems and ensure data generation and sharing
• Regularly monitor and evaluate information and data systems that could affect analytical results.
• Assess system performance and make recommendations for software, hardware, and data storage improvements.
• Develop and implement procedures for effective data management.

 

Job Profile

•Master’s degree in Statistics, Applied Statistics, Mathematics, Applied Mathematics, Economics, Environmental Economics with a 3 years professional working experience in data management and/or monitoring & evaluation
•Or a Bachelor’s degree in the above fields with 5 years’ professional working experience in data management and/or monitoring & evaluation

Job Description

•Develop project proposals aiming at implementing Environment and Natural Resources(ENR) Sector building plan.
•Support Environment and Natural Resources(ENR) Sector in building organizational, institutional and individual capacities.
•Develop the required capacity development quality standards and progress monitoring framework across the Projects under the Ministry of Environment.
•Preparation of annual capacity development plans, budgets and performance contracts in the program projects and ensure a successful alignment to government’s strategic direction of transformative leadership and citizens’ engagement.
•Provide support on partnership building on capacity building between the Ministry and other relevant government institutions in the country as well as various Legal Training Institutions within and outside the country.
•Design capacity assessment tools that can be used as a base
– line measurement and guide for capacity building plan design.
•Design and implement a strategy for delivering community capacity building and training in areas covered by Strengthening Capacities to ENR Sector Program for socioeconomic transformation of communities
•Submit scheduled project progress reports on activities, results, resource utilization, and contributions to updating of issue/risk log on capacity building activities of the program.

Job Profile

 

•A Master’s Degree in Human Resource Management, Business Administration, Public Administration or Management with 3 years professional working experience in a capacity building area.
•Or a Bachelor degree in the above academic fields with 5 years professional working experience in a capacity building area.
•Extensive experience in the context of capacity development including production of the required strategies, plans and monitoring frameworks;
•Experience in engaging stakeholders from private and public sectors both in the national and international development context;

Job Description

•Review and Audit the ENR RBM&E System for system improvement (resolve potential identified problems).
•Update features and capabilities of the ENR RBM&E System
•Work with MoE M&E, ICT teams to review Indicators, Meta data and data values in the system
•Review and redesign where necessary Subsector datasets to reflect revisions generated from both national and district level users
•Integrate geographical coordinates for tracking activities related to water catchment indicators, forestry indicators and other indicators as relevant
•Implement Security protocols including SSL certificate for the application.
•Work with MoE staff to implement a standard application backup mechanism to ensure the safety of the system.
•Build the capacities of the Sector ICT Staff

Job Profile

•Master’s Degree in computer engineering, computer information and communication technology, electronics and Telecommunication engineering. Certified in A+N+Linux+ and MCITP or MCSE, MCSA is required; Certification in CCNA and Server is an added advantage
•Or a Bachelor’s Degree with an experience of 5 years in the above fields
