Key duties and responsibilities

  1. Coordinate counter verification of invoices
  2. Develop CBHI counter verification policies and procedures and ensure their successful implementation
  3. Elaborate and regularly review requirements and criteria for counter verification of CBHI invoices
  4. Assess CBHI medical verification reports and identify CBHI invoices suspected of fraud
  5. Select CBHI invoices qualified for counter verification
  6. Receive and review counter verification of the voucher report comparatively with tariffs or others related document
  7. In collaboration with relevant internal and external stakeholders, coordinate activities related prevention, detection and investigation of fraud and prepare reports accordingly
  8. Analyse incidents reports and prepare related reports
  9. Support medical counter verification activity in RSSB branches if need be
  10. Ensure timely preparation and submission of reports of the Counter Verification function
  11. Manage and evaluate staff under his/her supervision
  12. Perform any other duties related to Counter Verification function as may be assigned from time to time

Knowledge, experience, and qualifications required

  • Master’s’ Degree in Public Health, Pharmacy, Hospital Management, Nursing, Health Sciences, Health Administration, Hospital Administration or any other relevant field preferably with 4 years’ relevant experience, 2 of which should have been in supervisory role

OR

  • Bachelors’ Degree in Public Health, Pharmacy, Hospital Management, Nursing, Health Sciences, Health Administration, Hospital Administration or any other relevant field preferably with 6 years’ relevant experience, 2 of which should have been in supervisory role

Key competencies

Technical Competencies:

  1. The role holder must have knowledge in public health policies and medical procedures
  2. The job holder must understand social security laws and procedures
  3. The incumbent should have benefits analysis and planning
  4. The job holder must be proficient in cost benefits analysis

  2. Review calls for application to Health Service Provider interested in partnership with CBHI scheme
  3. Coordinate the assessment of submitted application files, identify eligible applicant and review related reports
  4. Coordinate inspection visits to health service providers requesting for partnerships and ensure related reports are prepared
  5. Establish and manage partnership contracts with health service providers and ensure quality healthcare services
  6. Monitor the execution of partnership contracts with Health Service Providers and ensure adherence to contract obligation
  7. Coordinate the preparation and the review of eligibility criteria for partnership
  8. Ensure good relationships with potential health facilities and existing partners
  9. Communicate and present information to stakeholders about all contract-related matters

  1. Coordinate activities related to verification of CBHI medical invoices from contracted health service providers
  2. Analyse medical benefits provided in accordance to medical procedures or medicines standards in place
  3. Diagnose medical abnormal cases or any vouchers in that require reconciliation before payment
  4. Identify gaps and risks in the medical verification process and suggest ways of improvement
  5. Monitor and supervise RSSB medical invoicing activities in health facilities
  6. Contribute to medical fraud management including fraud prevention, detection and investigation and recommend on action to be taken by competent authorities
  7. Coordinate follow-up of hospitalised patients and emergence cases at Hospital level
  8. Regularly submit all invoices verified to the Manager, Medical Benefits for approval
  9. Consolidate the CBHI medical verification reports from CBHI verification staff
  10. Initiate the payment of verified invoices according to RSSB service charter and propose the invoices to be counter verified
  11. Ensure the compliance to the standards by medical providers and CBHI Beneficiaries
  12. Analyse the costs of medical services and make recommendations for improvements and cost containment

Key Duties and Responsibilities

  1. Participate in developing inspection plan for Health Facilities and follow up its implementation
  2. Conduct health facility inspection activities to ensure compliance with applicable rules, regulations and standards and preparation related reports
  3. Ensure regular monitoring of health facilities partners using a checklist based on established and approved standards and guidelines
  4. Participate in the development and review of processes and procedures manual of the function
  5. Conduct investigation in health facilities and report detected fraud and malpractices
  6. Participate in the preparation and the implementation of the strategic and annual plans and related budgets for the Health Facilities Inspection function
  7. Monitor and evaluate services delivered to RSSB beneficiaries at health facilities
  8. Engage with relevant internal and external stakeholders in the course of work while upholding and promoting RSSB’s image
  9. Participate in various meetings (internal and external forums) and provide comments/ opinions on matters affecting or concerning the function
  10. Prepare and timely submit periodic and annual reports as required
  11. Ensure filing all administrative documents and reports related to inspection of health facilities
  12. Report to the Lead Health Facilities Inspection on any suspicious activities found during inspection
  13. Participate in the preparation and ensure the implementation of the strategic and annual business plans and related budgets of the Health Facilities Inspection function
  14. Perform any other duties related to Health Facility Inspection function as may be assigned from time to time

Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in Public Health, Pharmacy, Health Administration, Hospital Administration, Health Sciences, Insurance or any other relevant field preferably with 2 years’ relevant experience

OR

  • Bachelor’s Degree in Public Health, Pharmacy, Health Administration, Hospital Administration, Health Sciences, Nursing, Allied Professionals, Insurance or any other relevant field preferably with 4 years’ relevant experience

Key competencies

Technical Competencies:

  1. The role holder should possess strong knowledge of the health industry, health sector regulations and standards
  2. The incumbent must have sound knowledge of health and social security legislation, relevant laws, policies and procedures
  3. The role holder must demonstrate strong understanding and knowledge of cost benefit analysis
  4. The incumbent must demonstrate an in depth understanding of metrics and procedures to define health benefits

Behavioural Competencies:
