Job Description
– Establish model housing plans in rural settlement;
– Prepare certificates certifying that construction of buildings is in conformity with approved plans;
– Prepare and issue construction permits and monitor compliance with construction plans;
– Ensure that all buildings comply with the relevant laws and regulations (Town and Country Planning Act, Environment Law, Condominium law, Master Plan and Zoning Guidelines, Rwanda building control regulations etc);
– Report to relevant superiors and stakeholders
– Identify and propose new housing sites and infrastructure;
– Establish a housing plan for the district;
– Evaluate programs and housing projects in rural and urban areas;
– Evaluate the identification of resettlement sites in the town centres and estates;
– Develop programs to raise public awareness on different types of urban housing;
– Ensure the follow up of technical studies of urban planning and habitat;
– Establish mechanisms to observe the standards of urban planning and habitat.

Job description
– Implement the District’s strategy on community health and sanitation in line with national policies and programs;
– Organize and conduct public awareness campaigns at the Sector level on health and sanitation issues, including diseases and
malnutrition prevention and control;
– Supervise the quality of services rendered by health facilities at the Sector level and consolidate data on the situation of subscription
to medical insurance schemes (including Mutuelle de Santé);
– Monitor the allocation and use of funds intended to support community health and sanitation for vulnerable people.

– Conduct financial and administrative inspection of public schools (elementary, primary, secondary and TVET schools) in line with the directives of the District, Laws and regulations;
– Conduct administrative inspection of private schools (elementary, primary, secondary and TVET schools) and other informal education providers in line with the directives of the District and Laws and regulations;
– Inspect the hygiene in schools in accordance with sanitation measures;

Job description
– Implement the District’s animal resources strategy and programs in line with national policies and strategies;
– Organise training sessions, public awareness campaigns and disseminate new livestock technologies among beneficiaries;
– Identify, map and monitor animal diseases prevailing in the Sector and advise on preventive and reactive measures to be taken;
– Distribute veterinary inputs (including carrying out artificial insemination) and improvement of animal breeds;
– Keep and update the register of associations, co-operatives and individuals involved in fishing activities registered in the Sector;
– Implement programmes for improvement of marketing outlets for animal products including their certification.

Job description
– Deputize the Executive Secretary of the Sector in his or her absence;
– Supervise the planning, budget execution processes and manage the personnel of the Sector;
– Prepare periodic cash flow plans, fund requests and coordinate payments for goods and services delivered by operators to the
Sector;
– Verify the accuracy of books of accounts, filing and ensure their compliance with public financial management practices;
– Advise technically the Executive Secretary of the Sector on all matters pertaining to resource utilization.
– Keep registers of annual inventories of assets of the institution and calculate annual depreciation of fixed assets.
