Local contract – Full time job, 18 months
PLAY International in Rwanda opened its mission in 2024 and is looking for a Program Manager.
The position will start in September 2024.
Workplace: RWANDA – Kigali – Kicukiro; travel to the districts of intervention is to be expected.
PLAY International
PLAY International is a French NGO founded in 1999 on the conviction that sport is a source of solutions to our social challenges. PLAY International’s main mission is to design and implement education and inclusion projects for children and young people in vulnerable situations, using sport as a pedagogical tool. The NGO works in particular on issues such as access to and retention in school, equality between girls and boys, community reconciliation, health prevention – eating well – moving well – sleeping well – using screens well, changing attitudes to disability… Since its creation, PLAY International has implemented educational and humanitarian projects in France and abroad in over 20 countries, benefiting nearly 1 million children. Today, the association has 6 missions in Burundi, France, Kosovo, Senegal, Comoros and Rwanda. PLAY International is a member of Groupe SOS.

Responsibilities and missions
The Program Manager is responsible for coordinating and implementing the various projects developed by PLAY in Rwanda.
As a guarantor of compliance with donor commitments, he/she promotes the qualitative implementation of projects, in particular by coordinating reporting and monitoring-evaluation. His/her role, which has no managerial responsibilities, is carried out in close collaboration with the rest of the team in Rwanda (mainly the Head of Mission, Pedagogical Coordinator, Program Officer and Finance Officer) and in liaison with PLAY’s head office teams, including the Operations Department, the Finance Unit and the Social Innovation Unit.
He/she supports strategies for implementing activities in projects, contributes to building partners’ capacities, supports the definition of advocacy strategies linked to each project and promotes cross-project capitalization.
Strategic and operational program coordination
- Contribute to the Rwanda mission’s multi-annual and annual program discussions
- Capitalize on expertise to prepare, deploy and update the Rwanda mission’s programs strategy
- Develop new programs in line with the strategic choices of the mission and headquarters
- Ensure the implementation of field activities in conjunction with the rest of the team
- Ensure overall monitoring of activities and coordination with partner organizations
- Formulate recommendations for continuous improvement in the quality of actions
Project monitoring, evaluation and capitalization
- Develop, monitor and evaluate implemented projects, ensuring effective management and efficient budgeting to ensure program accountability (MEAL)
- Support the compilation and analysis of monitoring and evaluation results
- Update and monitor project budgets with the support of PLAY’s mission manager and finance department.
- Oversee the drafting of narrative and financial reports to donors in accordance with their requirements and PLAY International’s internal processes
- Supporting and monitoring external evaluations and audits
Sourcing and monitoring co-financing
- Monitor funding and program opportunities in Rwanda and the East African Region
- Participate in identifying and contacting potential donors in conjunction with the Mission Manager.
- Supervise the drafting of funding applications and support the drafting of responses to country projects, in liaison with the Mission Managers, the finance department and head office.
- Participate in drawing up budget forecasts and monitoring budget execution
Cross-functional support for the Rwanda mission
- Contribute to the organization’s positive image and credibility with external stakeholders to promote the Rwanda mission.
- Be a driving force in proposing topics and advocacy angles for the mission as a whole
- Participate in the drafting of external communication content
- Ensure a constructive relationship with partners, civil society players, government institutions and public or private donors.
Skills required
Experience, Training and Knowledge
- Licence in international relations/international development/humanitarian action and/or education with a compulsory specialization in development project management & cycle; master’s degree is an added advantage.
- At least 3 years’ experience in program coordination and monitoring-evaluation in an NGO in Rwanda
- Knowledge of the education and sports sector & development appreciated
Know-how
- Mastery of procedures and tools for monitoring and evaluating development projects
- Strong writing skills and ability to summarize
- Ability to organize and manage priorities, emergencies and work intensity
- Proficiency in Excel/Word/PowerPoint

Conditions
Start date : 1st September 2024
Contract and duration: 18-month local contract (renewable).
Monthly Gross Salary: 2.200.000 RWF
Location: Kigali – Rwanda.
