Role overview
The Project Support Officer is responsible for regular monitoring of the implementation, a compilation of lessons learnt and field level reports and communicating project results with Project Manager for action required. The Project Support Officer reports to BLF PM and works closely with DCs, volunteers, primary actors, VSO partners and other stakeholders.
The Project Support Officer is not a line manager, he is key in informing field staff performance management though 360 degree and following to his intense engagement with them especially on planning, reporting, and accountability on plan delivery.
Skills, qualifications, and experience
Programme quality monitoring
1. Coordinating work plans
The Project Support Officer is responsible for working closely with District Coordinators and Programme Manager to review and ensure the district plans are consistent with the project priorities, compile the District plans (orientation plan, School visit plan; etc.) in one BLF field plan and keep updating it as necessary.
2. Supporting field delivery
The Project Support Officer will follow up to the implementation of the approved district plans and will ensure tracking the implementation of each district plan to measure delivery performance of each district coordinator before the next planning meeting.
3. Supporting field coordination and monitoring
The Project Support Officer is responsible for timely follow up on different communication and actions with District Coordinators, meticulously monitor the agreed actions and plans on weekly basis and flag the delayed activities for timely action.
4. Project Support Officer is responsible for facilitating monthly reflection/review on previous monthly plan performance, identification of leanings and therefore facilitating experience and best practice sharing within team. The review verifies whether implemented activities benefitted the right people and contributed towards transforming their lives; whilst identifying the successful approach for documentation and widespread. The Project Support Officer shall inform timely remedial actions to realign any identified deviations within the subsequent plans.
The Project support officer will keep updated learning log for further reference.
5. Steer progress reporting
This Project Support Officer will work with Programme Manager for documenting learnings and compilation of reports from District Coordinators and volunteers, and relevant stakeholders.
She/he is responsible for compilation of monthly, quarterly, bi-annual and annual progress reports and project completion reports.
She/He will prepare a reporting calendar to ensure timely narrative and financial reporting.
She/He is responsible for coordinating parties involved in the preparation, review and approval of reports, ensuring advance notice is provided, review feedback is incorporated in the reports and all reports are approved and signed-off before submission.
She/he in consultation with BLF Programme Manager and M&E Advisor, is responsible to ensure proper data collection tools are available and applied to meeting all reporting needs (internal, donor and partners reports)
She/He is also responsible for analysis and interpretation of data and use of data to evaluate the implementation VFM.
The Project Support Officer will play a key role in compilation of success stories, lesson learnt and other important BLF events from the field for the internal and external communication after review and approval of the PM.
6. Streamlining communication
The Project Support Officer is a communication focal person centralizing all field communications and ensure follow up for timely required actions. She/He will engage with staff and volunteers and will interact with Project Manager to ensure proper feedback is provided in timely fashion.
7. Keeping records and filling
The Project Support Officer will monitor records keeping and filing of key important information in BLF s/offices to ensure reported data are well supported with evidence but also the other key project information is safeguarded.
10.Accountability
Support the programme teams to set up an appropriate mechanism to respond to complaints/concerns/feedback from primary actors.
Ensure primary actors’ complaints/concerns/feedback items are logged into a system to allow learning and continuous improvement.
Receive accountability data from field, analyze it and share with the Country office.
While working with programme teams, ensure primary actors’ participation, especially children in all programme activities.
Qualifications, attributes, and skills
Education: University degree in Education, project management, M&E, management Statistics, M&E, education, and HR
At least, 3 years’ experience as M&E officer or 5 years as a project officer with strong knowledge of MEL methods.
Skills in designing and implementing information management and performance measurement frameworks.
Strong interpersonal and organizational skills, and ability to work independently and under pressure
Proven analytical and problem-solving skills
Strong computer proficiency, particularly with Microsoft Excel, Word and PowerPoint, and the ability to use analysis software packages like SPSS, etc.
Experience using mobile devices (tablets, GPS, etc.) in the data collection
Commitment to and understanding of VSO vision, mission, values and principles
Excellent verbal and written skills in English. Knowledge of French is an asset.
