SNV seeks a highly qualified Monitoring, Evaluation & Learning (MEL) officer for a Government of Netherlands-funded (Embassy of the Kingdom of the Netherlands – EKN) horticultural value chain program. Comprised of 5 implementing partners, SNV is the consortium lead comprising of Wageningen University; Center for Development Initiative (CDI), Holland Green-Tech, Agriterra, and The Sustainable Trade Initiative (IDH). Currently SNV’s largest project in Rwanda; the HortInvest project contributes towards the attainment of the mission of the National Horticulture Policy in terms of fast economic growth and rapid reduction in poverty and malnutrition in Rwanda and the objectives of the Rwanda-Dutch bilateral programme aimed at enhanced food security and private sector development. The expected impact will be primarily noticeable in the six target districts in North-west Rwanda.
Job Description
General Job description
The MEL Officer will support the HortInvest programme team in planning, monitoring and evaluation of its project results as well as facilitating learning from those results. The set up and organization of the complete MEL system with data gathering, processing, analyzing, reporting, reflecting and learning as well as the integration of this cycle in the Project Management structure and process form the key of this job description. Furthermore, since HortInvest is implemented by a consortium of 5 partners, which requires maximum alignments between the different components of the programme.
Specific MEL responsibilities
The MEL Officer will undertake the overall MEL activities including defining specific processes, methodologies and tools for MEL and reporting in line with EKN requirements and SNV principles, and meeting the requirements and needs of the other four HortInvest Consortium partners (WUR, IDH, Holland GreenTech, and Agriterra).
The MEL of HortInvest is not just meant to meet the reporting requirements of the donor, but also to gather selected (agreed upon) information to be able to:
Measure intermediate results and to follow the outputs and outcomes of the project towards impact
Receive early warnings when improvements are required
Understand the reasons why some project activities are generating good results and some are not (e.g. why is there low adoption, what are the different factors behind this, etc.)
Acquire inputs for learning, reflection and adapting strategies
Acquire inputs for knowledge agenda and action research topics
Make recommendations to the Team Leader on changes to the project based on evidence of data.
In order to achieve this, the officer is required to undertake the following tasks:
a. Coordinate and Facilitate MEL
Act as a focal point for the planning, implementation, learning and reporting of MEL activities throughout the HortInvest period.
Coordinate and facilitate all the data gathering and processing streams of the HortInvest consortium partners linked to the project activities.
Oversee quality assurance of all field data collection exercises, data management, and analysis (e.g. baseline and end line data from AKVO FLOW and other information flows)
Support the design of surveys and data collection tools using digital data gathering platforms like AKVO FLOW and other tools
Advise on appropriate data collection technologies including the setup of a collective database with storage and management.
Update the results target matrix in AKVO RSR, add based on the learning needs of the consortium extra information lines and compile draft annual plans and reports that are IATI compliant
b. Build Capacity on MEL
Facilitate capacity building process of (consortium) partners and SNV staff on knowledge, skills and competencies necessary for effective MEL through training and coaching,
Design and manage baselines, mid-term and end-line evaluations in compliance with SNV and IOB evaluation policy guidelines, including: development of ToR, support the choice and coordinate and guide the consultant and enumerator teams, support the development of questionnaires and data processing and handling.
c. Data Analysis
Advise senior project management team on project evidence-based results and dissemination of evaluation findings and recommendations with target audiences.
Share findings with programme teams and senior management for accountability purposes as well as for improved project implementation.
d. Organize reflections and lessons learned
Support the project team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes, following the output, outcome and impact pathways of the HortInvest Theory of Change/results chain
Organize the reflection and learning events following the requirements and timelines of the planning & reporting cycle and based on the outputs of the information and data streams.
e. Link to Communication products
Assure that the information flows and products coming out of MEL could easily be used for communication messages to targeted audiences.
Qualifications
Candidate Profile
Education
* Bachelor’s Degree related to statistical analysis preferred. Relevant degrees in social sciences, communication, development studies, agriculture, Horticulture, or a related field.
* Knowledge about agriculture development, particularly in horticulture change.
Experience
Minimum 5-8 years’ experience in setting up and implementation of MEL systems for complex programs.
Candidate should be able to work independently – with minimum supervision and guidance from supervisors.
Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability and learning, including participatory approaches.
Experience in and the ability to facilitate capacity building and training at different levels for MEL and Non-MEL staff.
Work experience in East Africa is an added advantage
Skills and competences
Excellent written and oral English and Kinyarwanda communication skills are required. French language skills are a plus.
Excellent coordination and organizational skills.
Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision.
Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
Experience with statistical packages (e.g. SPSS, STATA) and familiarity with IT applications to support MEL and information management is an added advantage. Well-developed analytical skills.
Ability to oversee the complete MEL needs and Databases.
Skill to facilitate and organize the team into a learning team.
Be curious, open to learn and interested in change processes.
Be gender sensitive.
