Promotion of Economy and Employment Program
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, and Energy.
Our Program of “Promotion of Economy and Employment (Eco-Emploi) will focus interventions on selected economic sectors, among them the wood sector. The expert for the Forest Management and Economics of Eco-Emploi will be the focal person within the program for all interventions related to forest management and economics aiming to streamline the timber supply for the wood industry in Rwanda. He/ She will communicate on behalf of the program with the various stakeholders in the forest management and economy, coordinate and steer the design and implementation of program activities in this specific sector.

A. Responsibilities
Forest Management and Economics Advisor is responsible for
- Coordinating the knowledge sharing on forest management and economics topics between the program and partners in the wood sector
- Supporting the core group of the wood sector and related partner organizations in the development of the operational plan and activities
- Supporting the coordination and implementation of activities related to the forest management and economics and enable synergies between the program components.
The Expert for Wood Economy performs the following tasks:
B.Tasks
1. Focal Person for Forest Management and economics
Forest Management and Economics Advisor will:
- Act as the focal person for all forestry related topics within the Eco-Emploi program
- Be the contact person for all partners and stakeholders in forestry topics interacting with Eco-Emploi
- Facilitate the interactions of the wood sector core group
- Attend the workshops and conferences related to forestry topics in Rwanda and shares necessary information with the Eco-Emploi team
- Analyse and examine developments in the forest management and economy.
- Interact with selected stakeholders in secondary cities and countryside locations
2. Coordination of activities
Forest Management and Economics Advisor will:
- Assists the wood sector core group to identify and select activities/ priorities
- Identify opportunities for innovative projects and approaches
- Supports the implementation of the projects related to forest management aiming the production of industrial timber
- Report on the implementation and impact of projects related to the Forest Management and Economics.
3. Support of the thematic components of Eco-Emploi
Forest Management and Economics Advisor will:
- Advise the components of Eco-Emploi for forests management and economy related activities
4. Other duties
Forest Management and Economics Advisor will:
- Support knowledge sharing within the Eco-Emploi team and the components related to Forest Management and Economics
- Assist the Component Manager for Wood Sector Development to compile and analyse necessary data and information about the wood economy and activities of the respective core group
- Perform other duties and tasks at the request of line manager
C. Required qualifications, competencies, and experience
Qualifications
- Master’s degree in forestry, forest economics, business, or equivalent experience.
Professional experience
- At least 5 years’ professional experience in project management
- Demonstrated on-the-job skills in forest management and economics
- Knowledge and/or work experience in the forestry sector for the production of industrial timber is a requirement
Other knowledge, additional competences
- Understanding of the stakeholder landscape of the wood economy
- Understanding of micro and macro-economic conditions impacting forestry related investment domestically and internationally.
- Expertise in domestic log and stumpage prices as well as import/export timber price trends.
- Analytical and statistical skills to independently provide a variety economic analysis as required.
- Professional use of MS office and ideally GIS software
- Data analysis and draft processing skills to generate technical and professional reports.
- Very good knowledge of English, ideally a knowledge of German and/or French
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
- Willingness to travel and readiness for consulting and coordination activities in rural
This position is also open for neighbour countries applicants. But the contract for this position is regulated by GIZ Rwanda national personnel employment policy and Rwandan Law.
