Advisor for Digital Government

in the Cluster Digital Transformation & Digital Economy Rwanda 

A.   Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology).

The Cluster Digital Transformation & Digital Economy is home to several GIZ projects, which supports the Rwandan government on the implementation of concrete activities and projects all over the country. These projects include topics like promoting the development of digital solutions for the public sector, develop national strategies, Start-up ecosystem support, artificial intelligence as well as building digital skills and digital literacy for the economic and social development of Rwanda. The projects within the Digital Transformation Cluster are implemented under the guidance of the Ministry of ICT and Innovation (MINICT) and with other sector ministries, local and international private companies, research institutions and the civil society.

An essential part of the portfolio of the Cluster focuses on supporting our partners during the development and implementation of concrete initiatives and projects in several parts of Rwanda in close collaboration between public and private stakeholders.

The Cluster Digital Transformation & Digital Economy Rwanda is currently looking for an experienced Individual, to support the existing teams in project management as well as business analytics for the position as an Advisor for Digital Government.

B.   Responsibilities

The Advisor is responsible for:

  • Plan and manage projects within the scope of the cluster Digital Transformation & Digital Economy.
  • Plan and manage cross cluster projects supported by the cluster Digital Transformation & Digital Economy.
  • Support the Government of Rwanda in their role as a product owner by acting as a product owner as well as building capacity for the team members.
  • Develop and foster partnerships with governmental and other relevant actors in the field of digital government.
  • Support the implementation of trainings and other capacity development measures for government stakeholders on digital government topics.
  • Organize workshops to design implementing options for ICT building blocks.
  • Support Rwandan stakeholders in participating in the global and regional communities of practices for the use and implementation of the ICT building blocks.
  • Effectively managing a network of local and regional project partners as well as steering of consultants and other service providers
  • Support planning, procurement processes, financial management and monitoring of the project activities
  • Contribute actively to reports (regular and ad-hoc), PR materials, and other related tasks to reporting and communication.
  • Coordinate closely and ensure alignment with global GIZ.

C.   Tasks

The Advisor performs the following tasks:

Project management, Partnerships & Network Management:

  • Actively support project planning for the strengthening of digital government in Rwanda and the region.
  • Plan and manage project according to recognized project management methodologies.
  • Prepare and manage consultancy assignments and financing agreements and monitor service providers in completing their tasks.
  • Support in monitoring and evaluation (M&E) of project activities, and reporting
  • Manage meetings and events with partners, service providers and other relevant stakeholders (preparation, implementation, follow-up)
  • Support knowledge management and public relation of the programme, including documentation of lessons learnt, best practices, case studies and success stories.
  • Support progress updates to BMZ and other stakeholders.
  • Preparation of contracts, including Terms of Reference and other project documents
  • Management of subcontractors and supervision consultancies and studies
  • Ensure effective monitoring and evaluation of activities.
  • Support in the field of communication, public relations, preparation of fact sheets, including social media and newsletters.
  • Facilitate administrative and logistical procedures for activities in coordination with the GIZ administration team.

Business Consultancy:

  • Coordinate the design and implementation of innovative ICT projects.
  • Lead the business analysis of solutions, working closely with project teams to identify user requirements and business needs.
  • Develop and document business cases, user stories, and functional requirements for solutions.
  • Conduct market research and analysis to identify new solutions and emerging technologies that can be leveraged to support project objectives.
  • Work with project teams to ensure that solutions are effectively integrated into existing systems and processes.
  • Provide guidance and support to project team members on business analysis activities.
  • Contribute to the scaling of best practices from Rwanda to other countries in Africa.

D.   Required qualifications, competences, and experience.

1.    Qualifications:

  • University degree in a STEM field.
  • Certification as Project Management Professional (PMI) or similar
  • Certification as a Product Manager or similar

2.    Professional experience:

  • At least 3 years of work experience in digitalization and/or public administration
  • Proven experience in project management (conceptualisation, planning, coordination, steering, monitoring)
  • Very good understanding of digital government, data governance frameworks incl. data protection, IT security and data sharing, as well as of digitalization challenges of public administrations
  • Proven skills and experience in networking and fostering partnerships. An existing network in digital government in Rwanda, and/or internationally is an asset.
  • Experience in working with and/or advising government institutions on digital topics; a focus on public service delivery is desirable.
  • Knowledge of the Rwandan legal and policy frameworks on privacy, data governance and IT security are considered a strong advantage.
  • Work experience in development cooperation is desired.
  • Proven experience as product owner and scrum master in professional context

3.    Other knowledge, additional competences

  • Proactive in the development and implementation of ideas and proposals
  • Able to work under little supervision but at the same time being a real team player.
  • Fine-tuned organizational skills, self-organized.
  • Ability to build and manage internal and external relationships and build strategic partnerships and networks.
  • Good knowledge of English, Kinyarwanda
  • Willingness to upskill as required by the tasks to be performed.
