A.Office/Unit/ProjectDescription
TheParliamentofRwandaisthecountry’ssupremelegislativeauthority,responsibleformakinglaws, overseeing government activities, and representing the interests of the people. It operates under a bicameralsystemcomposedoftwochambers:theChamberofDeputiesandtheSenate.TheParliament plays a key role in shaping national policy, promoting good governance, and ensuring accountability and transparency within public institutions. Through its legislative and oversight functions, it contributes to Rwanda’s vision of sustainable development, democracy, and the rule of law.
Buildingonitscommitmenttoinnovationandefficiency,theParliamentofRwandaisembarkingona comprehensive digital transformation journey aimed at modernizing its legislative processes and improving service delivery. This initiative seeks to leverage digital technologies and artificial intelligence(AI)toenhancetransparency,streamlineparliamentaryoperations,strengthendata-driven decision-making, andfoster greater citizen engagement.By adoptingAItoolsanddigitalsystems,the Parliament aims to become a model of smart governance—responsive, efficient, and aligned with Rwanda’s national vision for a knowledge-based economy.
IncollaborationwiththeRwandaInformationSocietyAuthority(RISA),theParliamentdevelopedthe draft Terms of Reference (ToR) three years ago to guide the design and implementation of an e- Parliament system. The initiative aimed to leverage digital technologies to enhance legislative efficiency, transparency, and citizen engagement.
Given the rapid evolution of digital technologies and the increasing demand for smarter governance solutions, it has become necessary to update the ToR and augment them with system design for the future e-Parliament Platform. The proposed Feasibility Study and Design will identify institutional, technological,andprocessgaps;evaluatereadinessforimplementation;andproposeanupdatedsystem architectureand implementationroadmap.Theoutputswillform the foundationfora modern,secure, and scalable e-Parliament system aligned with current and future technological standards. In addition
toconductingtheFeasibilityStudyandDesign,theconsultantwillalsorevamptheexistingwebsiteof the Parliament.
Rationale
The proposed Feasibility Study seeks to assess institutional readiness, identify technological and capacity gaps, and design an updated, future-proof e-Parliament system architecture aligned with Rwanda’s national digital transformation agenda and UNDP’s Digital Strategy (2022–2025). This initiativealignswithRwanda’sVision2050,theNationalStrategyforTransformation(NST1),andthe Sustainable Development Goals (SDG 16 – Peace, Justice and Strong Institutions), by strengthening thecapacityofParliamenttodeliverinclusive,transparent,andaccountablegovernancethroughdigital innovation. Acomprehensive feasibility study will ensure that the e-Parliament system:
• Strengthensinstitutionalgovernanceand accountability.
• Enhancesaccesstolegislativeinformationandpublicparticipation.
• Improvesoperationalefficiencyandinter-institutionalcoordination;and
• Ensureslong-termsustainabilitythroughappropriatetechnology choicesandcapacitybuilding.
The feasibility study and design phase is therefore critical to inform a sound investment decision, ensuringthatsubsequent implementationis evidence-basedand cost-effective.Thecurrent engagement iscombinedwithanurgentrevampingoftheParliamentwebsitetoensurethatthefoundationaldigital presence and information are provided while waiting for the full eParliament system to be in place.
B.Objectiveofthe Assignment
B.1.Mainobjective
The main objective of the assignment is to conduct a comprehensive Feasibility Study to inform the development of a new, future-ready e-Parliament system.
B.2.Specificobjectives
1.Review and update the existing ToR for the e-Parliament system to reflect new technological and institutional realities.
2.AssessParliament’sinstitutional,policy,andtechnicalreadinessforimplementinganeParliamentsystem.
3.Conductacomprehensivetechnologyandcapacitygapanalysis,identifyinginfrastructure,software,and human resource needs.
4.Develop a system architecture design aligned with international standards and cybersecurity best practices.
5.Design a strategy and prototype for revamping the Parliament and Senate websites, ensuring integrationwiththee-Parliamentecosystemandalignmentwithaccessibility,security,anduserexperience standards.
6.Produceanimplementationroadmap,costingandrevisedToRtoguidethefulldevelopmentphaseofthe e-Parliament system.
