Terms of Reference

1. RATIONALE

PURPOSE OF THE CONSULTANCY:

To provide technical support to develop a costed methodology document for Health-SDGs monitoring in
Rwanda.

BACKGROUND:

The Sustainable Development Goals (SDGs), adopted globally in September 2015, call for a world free of
poverty, disease and hunger. Good health is essential to sustainable development. SDG Goal 3, which promotes
healthy lives and well-being for all at all ages, includes Universal Health Coverage (UHC), which is critical to
achieve the Health SDGs.
Countries own the monitoring and reporting of the SDGs. However, the statistical systems of countries to
report on the SDGs varies. There is thus a need to strengthen data systems in countries for better SDGs
monitoring.
As the directing and coordinating authority on international health, the World Health Organization (WHO) has
the duties to report health-related SDGs data.
Rwanda has integrated the Africa Agenda 2063 and the SDGs into its national development agenda. The
country selected 27 Health SDGs for reporting, among which 12 (44%) don’t currently have a baseline (Table 1,
Annexes).
In view of the above, the WHO is working with the key stakeholders for Health-SDGs in Rwanda, namely the
Ministry of Health (MoH) , Rwanda Biomedical Center, National Institute of Statistics of Rwanda and other
relevant ministries, institutions and agencies to strengthen SDGs monitoring in Rwanda.

2. WORK TO BE PERFORMED

The Organization expects the international consultant to develop a costed methodology document for Health-
SDGs with missing baseline as well as facilitating a two-day validation workshop with key national
stakeholders, which will help to finalize the report.
The work is expected to start in early October 2021, which includes developing the costed methodology
document, facilitating the validation workshop and the final report.
The outputs and deliverables can therefore be defined as below:
Output: To provide an expert methodological support on Health-SDGs monitoring, including costing;
Deliverable 1: Development of related methodology materials, including working sessions with key
stakeholders;
Deliverable 2: Coordination and training for the 2-day workshop;
Deliverable 3: Final report including specific actions to monitoring Health-SDGs in Rwanda.
3. TECHNICAL SUPERVISION
The consultant will receive the contact details of the Technical Officer responsible for the consultancy
(AHO & rSIS), who will ensure consistency with the information set out in the Outputs section.
The consultant is responsible for reporting any issue that may occur during the consultancy which might
jeopardize the completion of their work.

4. SPECIFIC REQUIREMENTS
LANGUAGE:

Working proficiency in English.

EDUCATION:
Essential:

– Degree in health statistics or information systems.
– Training or specialization in health informatics, with academic qualification at master’s degree level.
– Familiar with the monitoring of SDGs
– Working experience with UN agencies.
– Hands-on teaching experience.
Desirable:
– Good contacts with governmental stakeholders, including the National Institute of Statistics of Rwanda.
– Previous experience with SDGs monitoring and implementation in the African Region and in Rwanda.

EXPERIENCE:

A minimum of 12 years of work experience including with the United Nations (UN) Agencies; and
development of major policy documents in Rwanda.

SKILLS AND COMPETENCIES:

IT solutions in SDGs monitoring including the monitoring of Health-SDGs. Past experience in SDGs
monitoring in Rwanda is an added advantage.
5. PLACE OF ASSIGNMENT
This consultancy will take place in Kigali.
