Title: Assessment Advisor
Project: USAID Soma Umenye (Rwanda)
Project Summary
USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, USAID Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.
Project Goals
USAID Soma Umenye aims to achieve the following two goals:
To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.
To achieve the above goals requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and the Rwanda Education Board (REB).
Principal Duties and Responsibilities
Rwanda Education Board (REB) implements assessment at all levels of basic education, and in 2019 adopted a system of a comprehensive assessment for all subjects and levels from Primary 1 through Secondary 6. Comprehensive Assessment aims to inform learning at the classroom level as well as provide regular comparative data for informed decision making from the school up to the central level. To this end, the system of assessment aims to develop standard benchmarks for learning in all subjects and levels, aligned with an accountability framework.
The Assessment Advisor will support the ESA (Examinations, Selection, and Assessment) Department of REB to design, implement, and monitor the comprehensive assessment system. The Assessment Advisor will provide critical, timely, and high-quality work.
With the Head of Department (HoD) of ESAD, provide ongoing and ad hoc assessment advice and support on a range of assessment issues.
Support the undertaking of necessary desk reviews, workshop facilitation, and development of appropriate tools to implement the comprehensive assessment system.
Lead on the development of learning benchmarks in all subjects/levels of basic education, including TTCs.
Lead on the development of an assessment accountability framework, including reporting and monitoring systems from school to central level.
Assist the HoD/ESAD to conduct capacity assessments for the design and implementation of a long-term capacity building and training program on assessment.
Enhance REB’s logical framework focusing on data collection/analysis systems and necessary processes to regularly measure achievement throughout the education system.
Identify potential areas of collaboration amongst stakeholders and brings them to the attention of the REB Head of ESA Department for action as appropriate.
Job Qualifications
Master’s degree in education, research, assessment or related technical field and seven years of experience in positions of progressively increasing responsibility.
Demonstrated knowledge of M&E frameworks, formative assessment practices, etc.
Demonstrated ability to effectively engage education-sector stakeholders to build collaborative relationships that promote effective project implementation.
Experience working effectively with stakeholders to develop and implement policies.
Experience working with senior government officials and knowledge of Rwanda’s education sector strongly preferred.
Experience promoting equity in learning outcomes among boys, girls, and children with special needs preferred.
Demonstrated exemplary diplomatic, communication, and interpersonal skills.
Written and spoken English proficiency is required. Kinyarwanda language skills are a plus.
Location of Assignment: The location of assignment is Kigali, Rwanda with intermittent travel throughout the country. The advisor will work from REB offices.
Duration of Assignment: One-year renewable
Supervision: The Assessment Advisor will report directly to the Head of ESA Department in REB as well as the USAID Soma Umenye chief of party or his designee.
Expected Salary: Commensurate with salary history and experience.
