2. About Feed the Future Rwanda Hinga Weze Activity

The objective of the five-year USAID Feed the Future Rwanda Hinga Weze Activity is to sustainably increase smallholder farmers’ income, improve the nutritional status of Rwandan women and children, and increase the resilience of agriculture and food systems to the changing climate.  To achieve the goals of the Hinga Weze Activity, five value chains will be specifically targeted: high-iron beans, orange flesh sweet potato (OFSP), Irish potato, maize and horticulture. The Activity is being implemented in the following ten districts of Rwanda: Gatsibo, Kayonza, Bugesera, Ngoma (Eastern Province); Nyabihu, Rutsiro, Ngororero Nyamasheke, Karongi (Western Province); and Nyamagabe (Southern Province).

Assignment Background Information

Hinga Weze operates and interfaces with beneficiaries from the districts mentioned above, and the monitoring data is often collected through routine project records and beneficiary tracking data, such as attendance lists for training sessions, farmer/producer records, and association records. The selection of these beneficiaries have followed specific criteria tied to the three components of Hinga Weze as designed in the causal model following HW motto: “Produce more, sell more, and eat more nutritiously”.

As part of the integration strategy, Hinga Weze intends to recruit an STTA to Map Hinga Weze existing and new beneficiaries across all Hinga Weze districts.  The total number of beneficiaries to map and to categorize is 140,333 beneficiaries who are in the 10 districts of HW as detailed in the table below. The deadline for this assignment to be completed by August 9, 2019.

4. Assignment Objective(s) and Purpose

The objective of this assignment is to come up with one beneficiary master list from all components across all the ten districts. This will be done through categorization of all beneficiaries based on those who have been supported or need support in agricultural productivity (Seeds, GAP, ISFM, CSA) and agro-dealership, those who have been supported or need support in nutrition gender and food safety, those who have been supported or need to be linked to market access and to access finance, and those who have been supported or need support in aggregation of produce, to access PHHS technologies and equipment; youth and women supported in different ways through HW interventions.

5. Period and Place of Performance

 This assignment will commence from July 22, 2019, and will be carried out in all ten Hinga Weze districts of intervention.

Duties and Responsibilities

The post holders will report to the Director of Monitoring and Evaluation.  He/She will work with district teams and Hinga Weze component leads to come up with one beneficiary master list from all Hinga Weze components in all the ten districts of operation.

Specifically, the consultant will perform the following duties:

• Come up with one beneficiary master list from all Hinga Weze components in all the ten districts of operation. The master list should clearly show individual names, a household name, age, sex, national identity details, phone contacts, district name, sector name, cell, & village names, type of support/intervention received from Hinga Weze and should be classified in categories based on their needs of support
• Discuss and review the beneficiaries’ selection criteria designed by HW team and adjust where deemed necessary
• Categorization of all beneficiaries based on those who need support in Agricultural productivity, those who need support in nutrition, those who need to be linked to the market. The consultant shall consider all subareas under each component.
• Work closely with the outreach, productivity, market, business & finance and nutrition officers and community volunteers to define geographic sites based on set criteria such as (consolidated land, terraces, potential to access HW grants, potential to access market. High prevalence of malnutrition, presence of current HW beneficiaries).
• Come up with specific recommendations for Hinga Weze Integration to ensure effective causal model implementation across all its beneficiaries

7. Deliverables

a)    Develop one final beneficiary master list from all components.
b)    Develop a comprehensive categorization of beneficiaries. Emphasis will be put on those who need support in agricultural productivity, those who need support in nutrition, those who need to be linked to market, etc…). Consideration will also be put on defining geographic sites based on set criteria such as consolidated land, terraces, potential to access grants, potential to access markets, prevalence of malnutrition, presence of current HW beneficiaries, among others to be mutually agreed.

Required Skills and Core Competencies

• Holding at least a bachelors’ degree in Project Management, Agriculture, computer science, Information Management, Economics, public health, and any other relevant academic background.
• Experience designing and managing beneficiary monitoring and database systems.
• At least 5-years relevant experience in routine monitoring and conducting household surveys.
• Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
• Strong experience conducting mixed methods in research, including conducting interviews, focus group discussions as well as quantitative methods is highly desired.
• Proven computer skills including Microsoft office Suite, including knowledge of common statistical analytical software packages like E-views, SPSS, R, STATA, NVIVO; and data collection platforms like ODK, ONA, ENA, SurveyCTO and Kobo Toolbox.
• Fluency in Kinyarwanda is mandatory, spoken and strong writing skills in English to prepare reports and oral presentation, excellent communication in English is desired
• Proven experience in working with USAID funded projects in Rwanda is an added advantage
