Short Summary of the intervention

 

 

The new country programme for the Belgo-Rwandan cooperation 2019 – 2024 will intervene in the urbanisation sector, with the general objective: “The urban infrastructure for inclusive and sustainable economic development is functional and expands further”.

 

Two complementary interventions are foreseen, each with its specific objective:

Specific objective 1: “Sustainable and resilient urban development is enhanced in the districts of Rubavu, Musanze and Rwamagana.”

 

Specific objective 2: “Inclusive economic development is enhanced, especially in the MiR construction sector with a geographic priority focus on the districts of Rubavu, Musanze and Rwamagana.”

The two interventions will be managed together by the intervention manager in Construction and Urban planning.

 

 

 

 

 

Job description

 

The Intervention Manager in construction and urban planning will be responsible for the construction of economic infrastructure and town planning.

He/she will assure the overall joint management of the Urbanisation program, as well as assure the support to integrating Made in Rwanda (MiR) construction materials in the technical specifications, support the research and innovation for construction materials, privileging green technologies for environmental preservation and mitigation to climate changes purposes. He/she will support quality improvement in MiR construction materials as well as the adaptation of the related norms and standards, including through linkage with international expertise, and of the economic infrastructures to be built by the intervention. He/she will support the detailed spatial planning process, introducing the Strategic Structural Planning methodology and GIS/e-management of the urban areas of the supported districts.

 

FUNCTIONS

 

N+1: Resident Representative

Direct hierarchical supervisor of:

o Number of staff in direct link: 8

o Functions: 1 International Expert private sector development / LED; 4 National Technical Experts in engineering, procurement, urban planning, GIS; 2 coordination secretaries at Ministry levels (MININFRA and MINALOC); 1 secretary

 

 

Partners:

 

 

o Ministry of Infrastructure (MININFRA), Ministry of Local Government (MINALOC), Rwanda Housing Authorities (RHA), Local Administrative Entities Development Agency (LODA), District Authorities of Musanze, Rubavu and Rwamagana

Main tasks:

o Will assure the role of intervention manager for both interventions in the Urbanisation program (urban infrastructure, urban planning and support to the Made in Rwanda construction material sector);

o will assure the needed technical expertise to assure the roll-out of the specialization in the Made in Rwanda construction value chain;

o will assure the needed technical expertise to assure the development of integrated spatial and socio-economic plans leading to the development of a medium-term priority investment pipeline;

o will assure the integration of the MiR construction materials in the technical specifications of the infrastructure component of the program;

o will assure the capacity building to the districts of Rubavu, Musanze and Rwamagana in town planning, GIS, e-management;

o will jointly with the Private Sector Development expert support the Belgian contribution to the sector dialogue in the Urbanisation sector.

Expected results of the function:

o Assure the strategic and operational piloting of the intervention + results areas of sector and thematic expert);

o Assure the overall coherence of the program and the coordination between both projects;

o Ensure the overall quality and relevance of the capacity development component of the program especially towards the 3 districts’ local authorities;

o Assure the quality control of all the technical aspects of the program either directly or through consultancies.

 

 

Your profile

 

Master’s degree or equivalent in civil engineering, architecture and town-planning

· At least 5 years of experience in project management in international development projects/programmes especially in urban planning and construction material sectors (international experience is a must)

· History of working with integrated and strategic structural planning and participatory planning, especially with the private sector

· Experience in urban e-management development through GIS

· Experience in local construction materials development

· Demonstrated experience in networking with donors, government officials and the private sector

· Strong understanding of private sector-led approaches to local construction materials market systems development

· Clear and concise writing skills, good communication, presentation and facilitation skills

· Demonstrated strong interpersonal skills and the ability to develop collaborative relationships, especially in a multi-component project with multiple implementation partners

· Ability to work under stressful conditions with no objection to working overtime and undertaking field missions

· Knowledge of the local context is considered an asset

· Fluent in English, basic knowledge of French, Dutch or Kinyarwanda will be considered an asset

· Good knowledge of ICT (Word, Excel, PowerPoint and Database).

Duty station: Kigali – Rwanda, with numerous field mission to Musanze, Rubavu and Rwamagana.

Desired starting date : 1st of July 2019

Duration of the assignment: until the 30th of June 2024

Monthly salary package: (cat.1 – B476) between 5.824,95 euro and 8.124,22 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated depending on the composition of the family and the number of years of relevant experience.
