BACKGROUND

 

The IUCN-International Union for Conservation of Nature, Rwanda Country Office in collaboration with The Governments of Rwanda and the Netherlands are in the process of implementing a 3-year programme (May 2019 to April 2022) – “Landscape Restoration and Integrated Water Resources Management in Sebeya and other Catchments” – The Project . IUCN’s role is to provide Technical Assistance (TA) for the Landscape management and Integrated Water Resource Management. The TA Project has the overall purpose of “Increased livelihood and conservation Benefits in Sebeya (& other) catchments from restoration & improved local land management”. IUCN is therefore seeking to recruit the position of a Technical Advisor for Landscape Restoration and Governance with excellent skills in both Natural Resource Management and Governance to enrich the implementation of the project.

This will be an international recruited position. The expert will be located within the Ministry of Environment, Rwanda and water Forestry Authority offices.

 

 

JOB DESCRIPTION

The Technical advisor for Landscape Restoration and Governance expert will take responsibility for the overall village to catchment land use planning and implementation of agreed actions. The technical advisor will coordinate the Short Term Technical Assistance (STTA) for the Training of Facilitators (ToF) plan and supervise the initial series of village-based Land Use Plan (LUPs), and, together with the procurement officer, recruit national service providers (for example, NGOs) to ensure the village LUPs can be scaled up (across the whole of the Sebeya catchment through micro-catchments) and out (to other catchments in Rwanda, up to a total of 5). With the team, and especially the knowledge management expert, the TA will assist with policy influence with a focus on bringing lessons from village and catchment- based implementation to scale and for awareness raising.

 

 

SPECIFIC DUTIES:

 

• Provide technical direction and assistance for all landscape governance and landscape restoration -related activities at the national, sub-national, and local levels.
• Provide technical support to develop restoration measures in close collaboration with other stakeholders
• Support national and subnational development strategies, policy and other development plans to embed landscape approaches
• Provide technical direction and assistance in activity planning for increasing the technical capacity of Rwanda officials at the national and district and village levels to implement inclusive and transparent sustainable and resilient landscape activities.
• Support legal land tenure and/or use instruments, as well as community land use planning, as a basis for integrated landscape management
• Advise on Land use management, integrated water resource management and support participatory stakeholder dialogues Support the review and upgrade landscape / Catchment restoration Opportunity Assessment and development plans, using appropriate methods, to ensure effective implementation;
• Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation for the sector’s related activities
• Support in programme implementation including procurements, operational planning, preparation of ToRs for special studies and its supervision, preparation of decisions for disbursement of funds etc.
• Ensure adaptive planning at the village to catchment land use planning and implementation of agreed actions
• Guide effective biodiversity management in the selected landscapes by community-based institutions according to the plans developed
• Supervise the planning and implementation of livelihood opportunities supporting restoration measures
• Support the designing and implementation of Community Environment Conservation Fund linked to the village planning process including development of detailed fund management guidelines
• Facilitate landscape stakeholder’s dialogue processes
• Ensure smooth communication with the (internal) project team and external partners
• Perform other duties as may be assigned from time to time.

 

 

 

REQUIREMENTS

 

• At least a Master’s degree, preferably a PhD in Natural Resource Management, Sustainable land management Forestry, Agroforestry or an interrelated discipline

• Advanced degree in international development or relevant area will be an added advantage.

• Minimum 10 years of experience providing technical expertise to land use and land planning, Sustainable Land and water resources management, Agroforestry , or governance projects, preferably in Africa

• Demonstrated and successful experience working with civil society and community-based organizations as well as national and sub-national government authorities.

• Demonstrated experience in capacity development, participatory stakeholder dialogue facilitation required; experience in land-use planning preferred.

• Prior experience in a high-level position under a donor-funded program

• A strong team player with excellent interpersonal skills and the ability to work in a high-profile, fast-paced environment

• Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations

• Experience in natural resource management governance, particularly in conservation and forest land management and Integrated water resources management preferred

• Excellent command of English and strong verbal and written communication skills

• Sound command of the French Language both written and spoken
