BACKGROUND

The IUCN-International Union for Conservation of Nature, Rwanda Country Office in collaboration with The Governments of Rwanda and the Netherlands are in the process of implementing a 3-year programme (May 2019 to April 2022) – “Landscape Restoration and Integrated Water Resources Management in Sebeya and other Catchments” – The Project . IUCN’s role is to provide Technical Assistance (TA) for the Landscape management and Integrated Water Resource Management. The TA Project has the overall purpose of “Increased livelihood and conservation Benefits in Sebeya (& other) catchments from restoration & improved local land management”.

 

This TA Project will embrace both water and sustainable land and water management, using a catchment approach based on a strong participatory landscape planning and restoration approach that strengthens ecosystem service delivery particularly in degraded landscapes. IUCN therefore seeks to recruit the position of a Technical advisor for IWRM and Catchment Planning to support in the implementation of landscape restoration and integrated water resources management in Rwanda.

 

This will be an international recruited position. The expert will be based within Ministry of Environment, Rwanda Water and Forestry Authority offices and will work on a daily basis with the rest of the team

 

 

JOB DESCRIPTION

MAJOR RESPONSIBILITIES:

The Technical Advisor for IWRM and Catchment Planning will work with the Programme Coordinator, the Hydro informatics and Information Systems (GIS) expert, and the Landscape Restoration and Governance Advisor and will be the technical lead for water management interventions both planning and technical delivery. The technical advisor will work in close collaboration with district and catchment level officers as well as the national level to ensure that the catchment plans meet the standards for Government of Rwanda (GoR) and water management infrastructure are implemented including technical design and supervision. The main role of the Expert is to lead the catchments planning process as well as micro-catchments plans development. He/She will work closely with a Team of Staff from RWFA and the GIS Expert

 

 

 

SPECIFIC DUTIES:

 

• Liaison with the Programme Team leader and landscape restoration advisor and the GIS expert in implementing related project activities

• Providing advice on the development of new Integrated Water Resources Management (IWRM) regulation
• Provide technical support to development and implementation of catchment plans, Micro catchment action plans in close collaboration with landscape restoration and governance advisor.
• Conceptualizing and implementing capacity development of established water governance and decentralised management structures
• Supervising short and long term consultants, including the elaboration of Terms of Reference, managing the consultants’ work, and ensuring quality delivery
• Support the Rwanda Water and Forestry Authority (RWFA) in providing technical expertise and reviewing or evaluating engineering design reports for water retention/detention facilities, storm drains, water storage, flood control facilities, or other hydraulic structures and ensure quality delivery;
• Review technical drawings and plans, their Bill of Quantities and specifications of each item and materials proposed, their implementation plan proposed by the design company/engineer, and suggest improvements, if necessary;
• Conceptualize and implement a capacity building program in related topics through the development of training materials and delivery of training courses in water resources planning and modelling to the RWFA Staff;
• Provide support to the RWFA in supervising short and long term consultants, including the elaboration of Terms of Reference, managing the consultants’ work, and ensuring quality delivery;
• Work together with RWFA to develop hydrologic models and Hydraulic models which will support the water resources planning, development of water storage and floods control infrastructures in Rwanda;
• Perform any other duty as may be assigned from time to time

 

 

REQUIREMENTS

 

 

• MSc or PhD in a relevant field preferably Water Engineering, Environmental Engineering, Hydrologist, or Water resources management.

• At least 8 years of proven practical experience in Water resources planning, development of water storage and flood control infrastructures ;

• Demonstrated of proven practical experience in using HEC-HMS, HEC-RAS, any other open source tool suitable for hydraulic structures modeling (reservoir planning, dam break analysis, etc.);

• Maintaining active networks on IWRM and related topics with donors, government and other stakeholders at national level

• Demonstrated affinity with the social, political, gender aspects of catchment-level IWRM

• Experience in working for an international organization is an added advantage

• Demonstrate proven practical experience in using GIS and MATLAB or Python;

• Demonstrate knowledge on climate change scenario development for engineering design ;

• Demonstrated experience in adaptive management, as applied to climate change adaptation projects and ecosystems management;

• Work experience in African countries preferably eastern Africa region in the water sector is preferable

• Demonstrable political, advisory and facilitation skills

• Demonstrable experience in engaging with governmental institutions

• Excellent technical leadership and understanding of surface water, catchment planning, ground water, water legislation and regulations and water resources modelling

• Maintaining active networks on IWRM and related topics with donors, government and other stakeholders at national level

• Demonstrated affinity with the social, political, gender aspects of catchment-level IWRM

• Experience in working for an international organization is an added advantage

• Experience in working with or engaging with the private sector is an asset

• Fluency in English, with the ability to articulate oneself well in writing. Sound command of the French Language both written and spoken.
