Job Description
• Collect useful data in the development of policies, strategies.
• Support the development of the NRS strategic plan and its budget in a professional standards manner.
• Support defining the NRS performance indicators of different programs or activities.
• Consolidate the action plans from different units and agencies under supervision of the NRS.
• Support the monitoring, implementation and update of NRS’s strategic and action plans.
• Ensure that the strategic plans are results oriented.
• Prepare ToRs of new projects for the NRS.
• Maintain relationship with donors and other potential partners of the NRS.
• Organize meeting of mid
– term review for different programs with partners.
• Develop tools for reporting and share them with different units.
• Work with all Units and Programs to ensure reporting deadlines prior to final submission are met and consolidate the NRS’s quarterly and annually reports.
• Preparestandardmonthly, quartery, mid
– term and annual Reports that are accurate, clear and informative.
• Liaise closely with the Finance Unit, for validation of financial reports.
• Consolidate budget from different units and ensure the linkage between the plans and the budgets.
• Analyse and consolidate the MTEFs from various units.
• Develop guidelines and procedures to report on the implementation and impact of budget execution and procurement plan.
• Maintain a list/database to track Planning, Monitoring and Evaluation and Reporting capacities of all staff.
• Contribute to training on good Planning, Monitoring and Evaluation and Reporting practices of all staff.
Develop and maintain a current and accurate filing system
Carry out on daily basis the filing of processed documents.
Determine Central Secretariat documents to be sent to NRS Documentation and Archives Office.
Take minutes at various meetings of the Administration and Human Resource Unit
Receive and answer telephone calls and orient them accordingly
Receive NRS clients and provide orientation
Job Profile
“A0 in Economics, Project Management,Management, Strategic Management, Development Studies, Business Administration
Key Technical Skills & Knowledge required:
– Knowledge of results based management, logical framework approach, strategic planning processess and tools;
– Knowledge of Rwanda’s Public service and Labour Sector Policies and Strategies;
– Knowledge of drafting Action Plans and Operational Plans;
– Knowledge to conduct policy and analysis and draft proposals;
– Knowledge of Monitoring and Evaluation concepts, systems and tools;
– Computer Skills;
– Organizational Skills;
– Communication Skills;
– High analytical & Complex Problem Solving Skills;
– Judgment & Decission Making Skills;
– Time management Skills;
– Team working Skills;
– Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
