Project Overview and Role
Palladium is seeking a Deputy Team Leader for an exciting upcoming DFID funded programme in Rwanda. The IAG-R programme will work to enable adolescent girls to have the capabilities for a safe, healthy, educated and empowered transition to adulthood. The programme also aims to support the Government of Rwanda strengthen the policy framework and its systems to operationalise and implement its focus on investing in youth.
The Programme will be delivered through three components:
– Delivering out-of-school life skills lessons to 11-year-old adolescent girls and boys. using a curriculum which covers basic health, nutrition and hygiene behaviours, sexual health and family planning, puberty, gender and violence, economic opportunities and savings
– Providing technical assistance to the Government of Rwanda through managing a Technical Assistance (TA) facility to build expertise, support implementing partners and increase capacity to oversee and co-ordinate the programme at national and local level.
– Monitoring, evaluation and learning to ensure programme effectiveness and contribute to building the evidence base on what works for adolescent girls.
Responsibilities
Lead on planning, resourcing and delivery of agreed outputs and for ensuring programme effectiveness and impact for life skills and M&E component
Oversight of technical support and quality assurance to/of implementing partners and TA through Life skills lead and mentor lead
Liaison and coordination with GAGE and elaboration of research programme
Internal monitoring and reporting. Provides strategic direction for programme implementation, adapting as required based on M&E information and contextual analysis
Support programme management and work hand in hand with TL to ensure effective delivery
Requirements
Relevant Academic Background
Substantial experience with adolescent programming and expertise in one of the following technical areas: economic empowerment; gender; adolescent sexual and reproductive health and rights; education; disability inclusion.
Experience managing and working in a multi-disciplinary and cross-functional project or an organisation in Rwanda or the surrounding region
Previous experience with donor funded programmes with clients such as DFID, DFAT or USAID
Good interpersonal and communication skills, previous experience in stakeholder management experience preferred
Excellent written English essential and ability to speak Kinyarwanda or French
