Role Purpose
Plan International is seeking a full-time Finance and Operations Manager for an anticipated four-year DFID-funded ‘Investing in Adolescent Girls’ (IAG-R) programme in Rwanda. The objective of the programme is to enable up to 150,000 adolescent girls and 50,000 boys in Rwanda to have the capabilities for a safe, healthy, educated and empowered transition to adulthood.
Subject to the approval of funding and contingent on DFID approval of the candidate, this post will play a key role in the success of the IAG-R programme, as part of the management team.
The Finance and Operations Manager is responsible for the overall management of all areas of the IAG-R programme related to finance, budgetary management and oversight, and partner sub-contract management, as well as other operational and administrative duties required by the programme. They will lead all of the financial and operational aspects of the programme including managing the 4-year expected budget of £11.8million GBP. They will ensure that rigorous systems and controls are in place and operating at an optimal level. They will also minimise financial risk where possible.
The post-holder will ensure that team members have the right skills in all aspects of finance and operations, including strong knowledge of DFID compliance and contractual requirements. The post-holder will ensure that programme staff are continuously supported to provide transparent and accountable services in line with Plan International’s policies and the laws of Rwanda.

Dimensions of the Role
The Finance and Operations Manager will supervise all consortium partner and implementing partner sub-contract management and provide financial management to ensure best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of donor financial reports. Key aspects include:
Provide overall management of the financial aspects of the IAG-R programme (overall budget of £11.8million GBP) to ensure that optimum financial support is given to the programme in alignment with established Plan International financial policies and principles and donor requirements.
Work closely with the Adolescent Programming Manager to provide effective financial and operational management of implementing partners.
Provide overall management of the operational delivery aspects of the programme, ensuring that optimum support is provided to the IAG-R programme in line with established Plan International operational principles and operational manual. This includes effective and timely resource mobilisation, in line with agreed workplans.
Report to the IAG-R Team Leader on the management of operational and financial risks associated with the programme. S/he is also responsible for providing update on annual operating budgets, legal compliance, all aspects of procurement and security.
Direct management of the project Grants Officers.
Communication and engagement with other key stakeholders, including but not limited to DFID Rwanda’s Senior Responsible Officer (SRO) and the Permanent Secretary in MIGEPROF.
Accountabilities
Robust financial management related to the £11.8million GBP DFID contract, which includes financial oversight of partners and sub-contractors, as well as tracking of programme spend. This includes reviewing and consolidating financial reports to ensure accuracy, preparing budget revisions and projections, confirming availability of funds and making disbursements to partners as required.
Management of and contribution to the development of operational and financial procedures, guidance and tools as required around programme delivery, cost recovery and resourcing.
Prepare monthly financial and other management reports for Plan International Country, National and Regional Offices as necessary, ensuring that these comply with DFID reporting requirements. Prepare consolidated annual financial reports, including a cumulative life of project report.
Manage the project Grants Officers.
Develop and monitor budgets to ensure that spending occurs as planned and that variances are anticipated, noted and corrected. Engage with the Plan International Finance departments on budgeting issues, and report on budget spend.
Oversee the review of agreements and contracts with partners and service providers, ensuring compliance with Rwandan laws and regulation as well as Plan International procedures and guidelines.
Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Ensure that an appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the Country Office finance and administrative operations.

Technical expertise, skills and knowledge
Essential
A degree in International Development, Business Administration, Finance or another relevant discipline.
At least 10 years experience in international development, working in the areas of programme management, including up to five years in a senior management position.
Knowledge of key donor (preferably DFID) reporting requirements for large grants and/or contracts, and other international Financial Reporting Standards, as well as a proven ability to prepare budgets and donor financial reports.
Proven record of managing complex, large-scale annual budgets in compliance with donor requirements, with demonstrable experience of putting in place internal financial controls and procedures.
Demonstrated capacity and prior experience in managing the personnel, administrative and logistical functions of programmes and projects.
Experience of working with local organisations, preferably managing sub-grants/ subcontracts.
Excellent knowledge and demonstrated experience in supply chain management, fleet management, security management and overall logistics, including IT.
Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
Good understanding of child rights and child protection issues.
Fluency in English.
Desirable
Fluency in French and Kinyarwanda.
Experience working in Rwanda.
Experience working with Rwandan Government ministries, particularly MIGEPROF.
Professional Financial/Accounting qualification (CPA or equivalent).

Physical Environment
This role is based in a typical office environment, in Kigali, Rwanda. There will be travel associated with the role to programme locations, which is likely to include travel to many of 25 districts in Rwanda where the programme will be implemented.
