Our staff – over 200 of them, based all over the world – are working on some of the most intractable problems around issues of co-existence, governance, the peace process in the Middle East and renewing the centre.
Focus of the Role:
Our Governance work supports the governments and leaders of fragile, developing, and emerging states to enhance their effectiveness. We are focused on helping governments and leaders make their vision for the development of their country a reality. We work in the centre of government and key line ministries and our work is shaped by national priorities.
The Institute has been supporting Rwanda for 10 years. Rwanda is a country on the move. For the past 20 years, it has focused on economic development and improving the well-being of its citizens. The results can be seen in the ever-growing skyline of central Kigali, in the rapidly lengthening average life expectancy of the population and the growing volume of exports. The government continues to set itself ambitious targets for development in its “Vision 2050”, currently being drafted to replace the mostly successfully achieved Vision 2020. Improving Rwanda’s human capital through better quality education is at the core of this vision.
The current project strategy is focused on supporting the government’s agenda for economic transformation through a network of experienced advisors based at the centre of government and in key ministries and institutions. The Advisor will benefit from network effects of the Rwanda team.
To support this work in Rwanda we are currently searching for an experienced Strategic Advisor to contribute towards strengthening the Education planning in the Ministry of Education by supporting planning, implementation, M&E, reporting and provide strategic advice towards decision making.
RESPONSIBILITIES:
1. Provide advice and evidence-based briefings on strategies to improve access and the quality of basic education
To provide strategic advice to MINEDUC and its Agencies on how to enhance access to quality education.
Support Long term and Integrated Strategic Human Capital Planning in line with the National Strategy for Transformation (NST1)
Advise MINEDUC on successful global experience in improving education systems
Strengthen capacity at the Ministry through relevant policies that enable profiling, planning, forecasting and development of human capital that is relevant to the labour market needs
Supporting MINEDUC to effectively coordinate the Education Sector
2. Strengthen performance management and coordination of the Education Sector
Support the Planning Directorate at MINEDUC to put in place a mechanism that will operationalize the strategic interventions in the Education Sector Strategic Plan (ESSP) III at the level of the Ministry, its affiliated agencies and with relevant stakeholder institutions.
Provide strategic advice to counterparts at MINEDUC to put in place a strengthened performance management system in the Ministry to pro-actively track implementation of planned activities under the ESSP III, Education Sector Single Action Plan, and SWG resolutions in line with the NST1 and Vision 2050 priorities.
Support MINEDUC and partners on improving data systems for better decision-making
Advise the Basic Education Quality Assurance Department on improving school inspections and the quarterly Education Quality Awareness Campaign
3. Build an investment case and support revenue mobilization for Rwanda’s education sector
Support MINEDUC to make the business case for increased investment in Rwandan education, from both domestic and international sources, including generic cost-benefit analysis and specific proposal development
Regular reports, background notes and recommendations for MINEDUC to communicate to the Minister of Finance and Economic Planning as well as the Economic Cluster on why increased investment in education is needed and options for sustainable funding
What We Look For in Our People:
EXPERIENCE AND QUALIFICATIONS:
A Master’s Degree in education, international development or social sciences from a recognized university
Ideally 5 years demonstrated experience in planning, implementation, and oversight of education sector projects in the developing country context
ESSENTIALS SKILLS:
An ability to work independently, think strategically and translate strategies into concrete and implementable plans; an acute attention to detail with excellent analytical, organizational, and communication skills
Excellent operational and stakeholder management skills
A proven ability to inspire, coach and develop others, including people from different backgrounds and cultures
Understanding of organizational design and accountability mechanisms to reform government processes
First rate strategy skills in order to challenge and design effective policy
Ability to deliver results in complex and challenging environments (especially in a developing world context)
PERSONAL SPECIFICATIONS:
Drive, motivation and ability to consistently achieve results in a fast-paced environment
Proven ability to mentor, coach, and build capacity of national counterparts
Excellent analytical and presentation skills in English
Preference for individuals with work experience in Africa and/or other similar contexts like Rwanda
Above all, high levels of enthusiasm, resilience, and a can-do attitude
